If the USA had not been attacking Iran from bases in other countries, Iran would not have struck those countries.
Iran was not attacking Saudi Arabia. Iran has only been targeting U.S. bases and facilities in those countries.
This is one of the reasons the UK and Spain refused to allow the USA to use their bases to attack Iran.
Iran is attacking many U.S. facilities in the Middle East; they are not attacking the people of those countries.
