Section 145 :
‘Whenever the President is proceeding on vacation or is otherwise unable to discharge the functions of his office, he shall transmit a written declaration to the President of the Senate and the Speaker of the House of Representatives to that effect, and until he transmits to them a written declaration to the contrary, the Vice President SHALL perform the functions of the President as Acting President.’


Buhari cited that section of the constitution that mandate him to transmit the letter

The section does not even empower him to mention anybody as acting President if not he could have nominated his wife or mentioned any other person.

As soon as that letter was read on the floor, the VP becomes the acting President AUTOMATICALLY until another letter comes indicating that the President is back.

The reason Jonathan had issues was because such letter does not exist and it led to a constituional crisis hence DOCTRINE of NECESSITY was invoked to be able to recognise the then VP as Acting President.

Matters Arising 1

I absolutely get infuriated when people raise allegations about Jonathan's government. How his government mismanaged funds without savings for rainy days. I dialectically ask which funds? The Oil revenue is got from Niger Delta and as an Ijaw Man he has the legal right to spend the money the way he decides optimally best while maintaining a Pareto optimal level at least in theory.

Since the time of Shagari , Buhari, Babangida, Abacha, Abdulsalem Nigeria's resources: human and non-human, were massively looted and country's funds were so marginal even at handover in 1999. The resources they looted were resources from Niger Delta. When Abacha divided the wealth of this country into three viz; one for himself, his northern friends and the rest country. Nobody from the North Arewa, Northern elders inclusive, questioned this illegality. These men looted Nigeria to a standpoint and hell wasn't set loose.

The incessant blame game of this administration is nothing much than a rhetorics from a confused brains and thus can be bifurcated into sets of complex vector of lack of leadership skill, application of18th century ideas, poor sense of direction just to mention but a few.

Leadership is not for kids, complaining and wailing like a child without a mother won't bring panacea to the compelling systemic problems destroying the fabrics of Nigeria's existence. If they saw all those indictors ie market fundamentals such as dwindling Oil revenue. What was their responses as soon as they took mantle of leadership afterwards? Why did APC opted to lead the nation if they knew Jonathan looted and never kept money for them to loot, then Buhari should publish Jonathan's handover note.

Rather than stimulating the economy and ensure its vibrant at the time of handover. They (cabals) started their dollar malfunctioning mechanism to enrich themselves. Imagine if Jonathan had even left anything for them. Where are all the money recovered by EFCC? With which money were they planning to use to run their government? We must be blunt here, Niger Delta resources belongs to Niger Delta people first, APC must device means to operate on that understanding. Also, what was far glaring that Oil prices was slumping even while he (Buhari and his wrecking-wretched-confused APC team) were throwing agbada around like a chicken master with fake and vague campaign promises to Liberate Nigeria. Dancing kungfu with reflexes of putting blame on Jonathan, rather than sit down to face the challenges. He is busy spending Niger Delta resources to medical tour that could have been deployed to build infrastructure (health care units) or used to fix Nigeria at least in the short run.

We have seen the worst leader ever in Nigeria after two shot at the president seat he still gyrate with lack of direction and perfume himself with lies. The worst Nigeria's could ever wish to have as a President, unless something drastic happen this turmoil orchestrated by Buhari regime will take Nigeria a decade to fix.

Lastly, Buhari Second medical trip and his chibok girls release gift vendetta, shows that indeed Nigerians were bewitched to believe anything Chibok kidnap existed without a political undertone. "You mean 82 girls kept in one location the world couldn't trace them." Not one or even two girls....lol I dey laugh....chai....However for now BBOG campaign shall come to an abrupt end...they will be out of job at the interim and I pray for 2019....God bless the Nigeria.
