Former Lagos governor Bola Tinubu has been declared the winner of Nigeria’s 2023 presidential election. We map the state-by-state results below.

Nigeria’s Independent National Electoral Commission (INEC) has declared Bola Tinubu of the All Progressive Congress (APC) the winner of the 2023 presidential election. Tinubu polled a total of 8,794,726 votes to defeat his closest rival, Atiku Abubakar of the People’s Democratic Party (PDP), who scored 6,984,520 to emerge second. Nearly 90 million people were eligible to vote in Africa’s largest democracy, with many Nigerians hoping a new leader will do a better job tackling insecurity, economic malaise and growing poverty. Elections were held nationwide on February 25. Voting had to be extended into Sunday in a few parts of the country after some glitches.

Who is Bola Tinubu?

A two-term governor of Lagos, Nigeria’s economic capital, Bola Tinubu is credited with raising the state’s revenue and supporters say he will replicate his success on the national stage. He has courted controversy by doing what was considered unthinkable for more than three decades – selecting Kashim Shettima, the ex-governor of Borno, as his running mate. Tinubu and Shettima are both Muslims, from the southwest and northeast, respectively. There is a gentlemanly agreement between the main parties to share power between north and south, and Christians and Muslims. Ahead of Saturday’s vote, however, Tinubu and Shettima argued that competency overrules religion.

Ideology barometer

In parts of Africa, personality-driven politics and patronage culture are still dominant, so ideology politics is not as entrenched on the continent as it was under military regimes. Political actors are frequently crossing party divides and changing their stance on national issues, depending on the stage of their career and other variables in an electoral cycle.

Tinubu scored over 25 per cent of the votes cast in 30 states, more than the 24 states constitutionally required.

Mr Tinubu won the election in Rivers, Borno, Jigawa, Zamfara, Benue, Kogi, Kwara, Niger, Osun, Ekiti, Ondo, Oyo and Ogun states.

Atiku won in Katsina, Kebbi, Sokoto, Kaduna, Gombe, Yobe, Bauchi, Adamawa and Taraba states. He also won in Osun, Akwa Ibom and Bayelsa states.

Mr Obi won in Edo, Cross River, Delta, Lagos, FCT, Plateau, Imo, Ebonyi, Nasarawa, Anambra, Abia and Enugu states.

Mr Kwankwaso won in only Kano State.

Nigeria
We launched a US$1.3 billion appeal to help 6 million people in the north-east states of Borno, Adamawa and Yobe. This is half a million more people than last year.
The Humanitarian Coordinator for Nigeria, Matthias Schmale, said the large-scale humanitarian and protection crisis in the three states shows no sign of abating. Some 2.4 million people are in acute need – impacted by conflict, disaster and disease.
Women and girls are the hardest hit. More than 80 per cent of people in need of humanitarian assistance across Borno, Adamawa and Yobe states are women and children. Child malnutrition is escalating and the already high levels of severe acute malnutrition are projected to more than double, from 300,000 children affected last year to a projected 697,000 this year.

Syria
The cross-border response to Syria continued today.
Today, 22 trucks carrying the World Food Programme (WFP) and the UN Refugee Agency (UNHCR) aid crossed through Bab Al-Hawa. Two additional trucks carrying tents provided by UNHCR crossed Bab Al-Salam. In total, 143 trucks went into northwest Syria since 9 February: 128 via al Bab al-Hawa and 15 via Bab al-Salam. In north-west Syria, shelter needs are the top priority among displaced people. Many homes have collapsed in the aftermath of the earthquakes. As of February 14th, more than 8,900 buildings have been completely or partially destroyed in north-west Syria, leaving at least 11,000 people homeless. Other priorities are cash assistance and supplies to cope with winter.

Ukraine
The acting Humanitarian Coordinator, Matthew Hollingworth in Ukraine condemned yesterday’s attack that damaged the warehouse of the national NGO Proliska in Chasiv Yar, in the Donetsk region.
No one was injured in this attack. This was the third attack impacting facilities used to distribute humanitarian assistance in just two days. The facility served as a hub from where the organization and other partners – including the United Nations – would send relief supplies to people in places which are experiencing heavy fighting and hostilities such as Bakhmut, Avdiivka and other front-line communities.
The building was also a centre where civilians would gather to receive assistance in Chasiv Yar. We had mentioned yesterday the other two strikes that damaged aid facilities in the Donetsk region and Kherson. Today we sadly found out that the attack on Kherson has also left one aid worker injured. He was part of another national NGO, Tarilka, which is our partner and is supporting people in the front-line communities across the Kherson region. The acting Humanitarian Coordinator underlined that all civilian infrastructure, including aid and health facilities, are vital for the people of Ukraine and constant care must be taken to spare them from harm. They are not a target.

As part of efforts to combat sex trafficking and prostitution, a Coalition Against Trafficking in Women (CATW) has urged Nigerian government to protect “the most marginalized women.” The group also advocated for a law decriminalizing, reintegrates the victims of prostitution and trafficking through psychosocial support. The coalition also advocated that the Nigerian government adopted the Sankara equality model, a legal framework that recognized the system of prostitution as a form of gender-based violence.

The coalition which includes Space International, Iroko Onlus, Sisterhood is Global Institute amongst others said they are uniting to support efforts to combat sex trafficking in Nigeria with the screening of a film. Addressing journalists in Benin City, Edo State yesterday, the group said the film titled: “Oloture” highlights the scourge of sex trafficking in Nigeria.” Besides, the coalition called for action “penalizing women exploiters, brothel owners and sex buyers who are the only reason for the exploiters of women in prostitution.”

The executive director of Coalition of the Abolition of Prostitution, Jonathan Machler said: “in countries that have adopted penalizing sex buyers, we have seen a decrease in the male demand for sex.” Continuing, Machier noted that vulnerability pushes people to prostitution noting that penalizing sex buyers would go a long way in addressing human trafficking and love-vendor. Also, Esohe Aghatise, executive director of Associazione Iroko Onlus, said Nigerian government needed to put concrete actions in place to tackling human trafficking.

Aghatise said “Lawmakers should form policies that address the demand for sex trafficking. “We need to change the mindset of seeing women and girls as disposable items. Women and girls should be given same opportunities as men and boys”. The executive secretary, Edo State Task Against Human Trafficking, Itohan Okungbowa said the establishment of the taskforce had helped to combat the menace in the state. Okungbowa said that the taskforce had secured conviction of seven traffickers while 47 cases were ongoing in court.

Nigeria's Politics: Six Dangers Of Mixing Politics With Religion
One of the issues that has generated great concern among voters in the run up to the Nigerian presidential elections is religion.

Many Nigerians see the mixing of religion and politics as an impediment to progress and development. This idea can be traced to Europe. The Middle Ages were a time when religious authorities and political authorities clashed in European states, resulting in instability. The need to separate religion from politics thus became normalised in western political thought by the early 20th century. Over the years the idea found its way into other societies.

Recent studies have shown that, in fact, the relationship between religion and politics isn’t always unproductive. Religion embeds some doctrines such as love and obedience to political authority that support secular authorities and the development process. And religious authorities and their followers have the capacity to be tolerant.

Still, the experience in multi-religious societies where religious communities vie for resources and power does point to some dangers for peace, development and democracy.

This has become apparent in the build up to Nigeria’s 2023 presidential elections. For instance, the Christian Association of Nigeria and the Northern Christian Elders Forum have cautioned against the nomination of Muslim vice-presidential candidates by the All Progressives Congress and the Peoples Democratic Party.

Religious bodies’ interest in who wields the power of the state is not out of place. But the extent of their intervention can portend serious dangers for the state.

These dangers have severe implications for the election and its outcome. The legitimacy and power of the state could be challenged. Religion claims to be based on divine authority, which it considers to be superior to that of the state. This threatens the state’s legitimacy, given that its authority derives from the people and the constitution.

Six dangers
Religion’s inroads into politics in Nigeria aren’t new.

Since the return to democratic governance, religion has influenced how state power is captured. This can be seen in the political statements of religious institutions, their choice of candidates and the inclination of candidates to turn to their religious communities for support.

The trend continues in 2023, with slight variations.

Firstly, leading candidates have appealed to their faith communities, as in the past. Perhaps what is new comes from the All Progressives Congress candidate, Bola Tinubu; he is a Muslim and his wife a Christian. Rather than appealing to one faith community, Tinubu is seeking support from two. Normally, this should promote religious tolerance. But a religiously diverse family that controls state power might not be immune from competition for influence from each religion.

Secondly, there has been an outcry from some quarters about the fact that the ruling All Progressives Congress is presenting voters with a “Muslim-Muslim ticket.” The party’s presidential and vice-presidential candidates are both Muslim.

The last time this happened was in 1993. In that poll Nigerians overwhelmingly voted for Moshood Abiola and Babagana Kingibe – possibly because Abiola broke through the religious divide through philanthropy and business investments. Today, having a similar ticket is risky.

Thirdly, fuelling the anger about the Muslim-Muslim ticket is the escalation of terrorist attacks by Boko Haram in north-east Nigeria. Both Muslims and Christians have been victims of the terror. But the popular impression among Christians is that they have been the most targeted for persecution and Islamisation.

Fourth: religion is a way of life for many people in Nigeria. It has a direct impact on their social and political decisions.
