On Tuesday 5th March, The House of Representatives approved life imprisonment for any person convicted of rape. They also approved a minimum of 20 years without an option of fine for persons convicted of gang raping someone.

The bill, which was sponsored by Hon Abike Dabiri-Erewa, also approved 25 years imprisonment for any person who attempted to use chemical, biological or any harmful liquid on another person. (e.g pouring acid on anyone). 

The bill also approved 4 years in jail or a fine not more than N200,000 or both for any person convicted of performing female circumcision and general mutilation or engaging someone to carry it out. Aiding female circumcision attracts N100, 000 or two years in jail or both.

The Federal Government has said that it would not scrap the Post Unified Tertiary Matriculation Examination (Post-UTME).

Minister of Education, Prof Ruquayyatu Ahmed Rufa’I, spoke yesterday in Abuja when the National Association of
Nigerian Students (NANS) visited her.

She said with the introduction of e-testing, the Federal Ministry of Education is making effort to strengthen Joint Admission and Matriculation Board (JAMB) as well as making it the most competent examination body in the country.

The minister said: “JAMB is still a competent examination body, the Post- UTME was introduced to help checkmate malpractice and get quality students.

“For now, Post-UTME will still go on until we achieve our aim which is total sanitization and eradication of all forms of examination malpractice from the system.”

She said though Nigerians are yet to grasp the effectiveness of JAMB electronic testing, but with time it would be accepted.

On the crisis rocking the University of Abuja, the minister said: “It is sad as the institution, which is supposed to be a premier university, given its location, is turning to be the worst in the country.”

She, however, assured that in the next few months, the Engineering Department of the university would get the required accreditation, but on the interim and with the full support of the students, they would be distributed to other institutions.

Earlier, NANS urged full implementation of the 2013 education budget, even as the students’ body asked the Federal Government to cancel the Post- UME, which it described as means of defrauding Nigerian students by school management.

The students’ body, led by its National President, Hon Yinka Gbedebo, commended the Federal Government for surmounting the numerous challenges bedevilling the nation’s education sector.

Church chiefs have launched an investigation after an Italian priest set fire to a photograph of former Pope Benedict XVI in front of dozens of stunned worshippers.

Father Andrea Maggi, 67, ignited the picture during a sermon, saying that Benedict had “abandoned” the Catholic Church.

He then went on to compare him to Costa Concordia captain Francesco Schettino, who has been accused of fleeing his post and leaving passengers on the stranded cruise ship.

Father Andrea, a priest for more than 40 years, told the packed service at Santo Stefano church in Castelvittorio near Imperia: “I’m doing this because he has not been a Pope, he has abandoned us. A shepherd never leaves his flock.”

Parishioners including children, looked on amazed as the picture of Benedict, who resigned last week after eight years as Pontiff was enveloped in flames before the priest let it drop to the ground and burn itself out.

Father Andrea is unrepentant, and said: “I’d said that I would burn his picture the day he left and that’s what I did. I’m glad what I did has caused such an outcry – I don’t have maize in my head. We are not in a communist state.

“I’m not interested in his reasons for leaving. The job of Pope is for life. He should not have left. He’s behaved just like (Francesco) Schettino. Where is the proof of his faith?

“The Pope said this was the year of faith and he then leaves his post as head of the church.”

Bishop Alberto Maria Careggio, of the diocese, said: “This was an abominable action. I’m mortified by the actions of Father Andrea who in the past has always been a very generous and sensible priest. I’m arranging a meeting with him as soon as possible.”

Benedict said he made the shock decision – the first time a Pope has resigned in 600 years – because he “felt tired”.

However by stepping down he has angered many Catholics and some senior Church chiefs as the job is for life.

Locals in his parish, which nestles in a picturesque medieval hilltop village, have described him as “very strict and ultra orthodox”.

Before the incident Father Maggi, who has been a priest there for five years, had been complaining bitterly about Benedict’s decision.

Gianstefano Orengo, mayor of Castel Vittorio, who witnessed the incident, said: “Certainly everyone knew Father Andrea was upset and angry at Benedict’s announcement.

“It was a shocking thing to see. I know it may be a difficult time for him but it was still a serious thing to do.”

He pulled out a picture of the Pope and then used a nearby candle to ignite it as he started his sermon.

“It lasted a minute or so and he then said Benedict had acted in a similar fashion to (Francesco) Schettino who left his post when the Costa Concordia struck rocks and with passengers still needed to be saved.

“People were shocked and started complaining and several including myself left the service.  There was no justification at all for it even if there are mitigating circumstances.”

Meanwhile cardinals in Rome have begun their discussions ahead of setting a date for the start of the conclave which will elect the next Pope, with the selection process expected to begin in the Vatican’s Sistine Chapel next week.

The Federal Government has announced that is making moves to relocate Engineering students of the University of Abuja to other universities.

The Minister of education, Professor Ruqayyatu Ahmed disclosed this to journalists today in Abuja after a delegation of the National Association of Nigerian Students led by its President appealed to the federal government to set up an emergency fund to purchase all the necessary equipment needed to facilitate accreditation for the engineering faculty.

The Faculty of Engineering is among the Universities programmes that are yet to get accreditation from the Nigeria Universities Commission and its students have been involved in several protests in recent times, aimed at rectifying their situation.

Professor Ahmed said  that the universities where the students are to be re-absorbed have already been identified. She said this would pave way for the Engineering programme to gain fresh accreditation.

Barely three days after a final year Banking and Finance student of the Lagos State University, LASU, Damilola Olaniyan (alias Damoche), was killed by suspected cultists, another undergraduate student simply identified as Kabiru, has again been shot dead.

Information has it that Kabiru was killed at about 10.00pm on Sunday at Abeokuta Street, Okokomaiko, Lagos. It will be recalled that the 25-year-old hip-hop singer, popularly referred to as Damoche, who was alleged to be a member of ‘Eiye Confraternity,’ was killed last Thursday at about 4.00pm at the university gate in Ojo area of Lagos, by suspected members of ‘Buccaneer’ cult group. Prior to the incident, it was gathered that three cult groups, Eiye Confraternity, and Buccaneer have been drawn in a battle of supremacy for the soul of the universty.

Sources alleged that the killing was a reprisal for Damoche’s killing, by his cult group, the Buccaneer. A source told National Mirror: “There are three main cult groups in LASU. They are Eiye, Buccaneer and . Eiye and Buccaneer have lost one member each. The war is between the two groups now. One of the cult groups’ members was celebrating the death of the opposition group member in a hotel, when police arrested them.”

Following the murder of Damoche, detectives attached to the Special Anti- Robbery Squad, SARS, of the Lagos State Police Command Headquarters, Ikeja on Sunday, had arrested well over 100 suspects in connection with the incident. Contacted, Lagos State Police spokesperson, Ngozi Braide, confirmed the death of Kabiru, but did not say if he was a cult member.

According to her, the arrested persons, who are currently in custody of SARS operatives were picked up from Beno Hotel located at Isashi, Lagos/Badagry Expressway in a raid carried out by the detectives on Sunday evening.

Braide said the arrested persons were rounded up following an intelligence report that the suspects had converged at the hotel and were celebrating the successful murder of the hiphop singer. She added that those arrested by the detectives were currently being screened and at the end of the day, those found to be innocent would be released while those indicted would be charged to court.

As a result of the twin murder, the Ojo campus of the university had been in turmoil as students have stayed away from their lectures following rumours of reprisal attack by rival cult groups and fear of possible arrest by the police in connection with the killings.

Meanwhile, many students were said to have fled the institution’s main campus and its neighbourhood, where many of them reside. As at yesterday afternoon, the campus, which used to be lively, was as calm as a graveyard with a handful of students wearing sober mood.

The new development was as a result of the advice from the students’ union leadership that they vacate their hostels, particularly those residing in communities such as Igbo-Elerin, Ojo, Iba, among others. According to the union’s Public Relations Officer, Stephen Adeleke, the decision was taken to avert recurring cases of reprisal attacks and avoid death of innocent students.

There are also insinuations that the crisis is not yet over as the other rival groups have vowed to carry out a reprisal attacks. However, the advice by the students’ union has been misinterpreted by students to mean that the university had been shut indefinitely as many students immediately vacated the campus.

But in a swift reaction, the university has denied the rumour, saying that activities on the campus were at no time put on hold. The Director of the university’s Centre for Information, Press and Public Relations, Dr. Sola Fosudo, said in an interview that the institution is very secured as all security apparatuses are in place to protect lives and property. Fosudo, who regretted the development, said the case is a reflection of the decadence in the larger society and that it is not peculiar to the university. He advised parents to take due interest in their children’s welfare and that security is everybody’s business.

He also confirmed the arrest of about 50 suspects in connection with the attacks. Also, there is an indication also that landlords within the university’s neighbourhood have resulted to sending students parking from their houses.

This action, was fuelled by the killing of a child of one of them during the violent cult clashes. As at the time of filing this report, students were unsure of the real situation on the campus and were eagerly awaiting directive from the university’s management.
