They are only minister for 26 state. Because the Senate and House of reps are just for the 26 states |

The ministers who by international law can only function and collect revenue and taxes inside only 26 states. Going inside to collect taxes is illegal. But it does not mean. They cant site project inside western Nigeria. But they can not collect taxes. They can build for example schools . All money from oil revenues most be sent to the emperor of western Nigeria. The nnpc most direct all oil company to meet with the emperor of the country of western Nigeria. To get a new account they should pay to. |

Any western nigerian citizen will arrested and charged under the Security of Information Act for allegedly passing sensitive information to a foreign entity or working for them. |
