Before my pre-approval request must be approved is it that I have to pay my SEVIS fee first before it can be approved because my pre-approval stage is still processing for almost a month

I don't think there is any format for pending pre approval request. However, you can use the format I sent earlier. It will suffice for it also.

But you can chill first, let me do more research.

Do you mean I should use the format you send and attach my visa receipt because I'm yet to get an appointment if my pre-approval request has not been approved
