T Bills are guaranteed interest financial instrument even if it may have lower return than stokes in the Stock Market.

Good idea for some financial institutions is to issue instruments with nominal value, that combines stocks, bonds, and t Bills.
That's will achieve more revenue for the institutions and trader as well.
