I also had problem publishing my app on playstore. I was to pay $20 but the site keep rejecting my card. I was wandering what the problem could be. I even used a card that I often use to buy things online. It was same all along.

1. Cordova/phogape ( uses HTML5,CSS and JavaScript)
2.unity 3d (uses C#)
3. MIT App inventor. (uses blocks) I've been using this IDE for a while now because of its simplicity. It uses blocks and does not require any programming skill. You literally just drag and drop stuff to build your app.
4. Xamarin (uses c#)
5. NativeScript (uses JavaScript CSS and XML)
There are still others not listed here but this are the ones I can remember.

Discovered the MIT app inventor of recent and d drag and drop is amazing.

I also think I will try the NativeScript and Cordova/pho gape. I hope they are downloadable software unlike the MIT app inventor that is online.

Yes, there are other platforms you can use like JavaScript as you have pointed out, c/c++, swift, HTML5, BASiC etc. Just use what works best for you.

The official IDE for android app development is Android studio.
In other for you to start developing android apps you need core Java programming skill and a little bit of XML or any other markup language.
These are the basic requirements. And for the steps, it really depends on what you want to build

Do you mean I CANNOT develop Android apps except I code in Java too? I thought there are other platforms where pure JavaScript is just the basics you need ...
