I want to know what is the best language for scraping the web is it PHP with Simple HTML Dom library or Python with Beautiful Soup.
As many people recommended me PHP since it can run with almost every web server without much hassle and further configuration.

I think no, everyone can learn to code without the need to study computer science. As the internet now is flooded with many tutorials to help everyone learn how to code for all levels Beginner, Intermediate and even advanced. One of the sources i personally prefer to go is w3schools, recently, they added Python in their tutorials.

I personally recommend to go with Python As:
- Super user-friendly
- Written in plain English
- Perfect for quick scripting and patching some exploits ( In case you paved your way to Cyber Security)
- Has many libraries to extend it's functionality
- Can do many things from basic applications to big projects like parsing and handling large data sets
- Robust and can work in any environment
