ItsMeAboki: The exclusion should clearly make sense because when the British came they met already well established civilisations in the north and western Nigeria consisting of empires with effective leadership structures and governance system.
This was why particularly in the north they saw no reason to tamper with what they met and therefore opted for the indirect rule to govern that part of the country; while the same could not be said for the East.
Igbos did not have the equivalent of huge empires but lived in relatively much smaller scattered clusters of settlements, such as villages and hamlets (often a war with one another and producing slaves for the Americas, West Indies, etc.).
In short, the British were not discriminatory against the Igbos; but excluded them when it came to signing a pact like the amalgamation agreement, simply because the Igbos lacked a unified collective leadership to represent them.
This heritage may also explain for the individualistic rebellious anti-establishment and hateful quarrelsome trait we see in present day Igbos; which also manifests in their relatively poor leadership and follower-ship skills that precludes them from embracing unity and according due respect to their elders (even at family level) as can be seen in other tribal nations of the West and Northern Nigeria.
Finally, the OP was being disengenuous and short sighted when he foolishly assumed that the said document was signed voluntarily; completely forgetting that the fact that those signatures belonged to a ppl already subjugated by conquest of war and therefore at the beck and call of the British.
