The exclusion should clearly make sense because when the British came they met already well established civilisations in the north and western Nigeria consisting of empires with effective leadership structures and governance system.

This was why particularly in the north they saw no reason to tamper with what they met and therefore opted for the indirect rule to govern that part of the country; while the same could not be said for the East.
