I personally condemn such a merciless act & would for no reason justify a man to beat the wife.
Howbeit, It's not an easy thing for a man to bear being denied sex from especially the wife. Ofttimes some men spend all their life savings on marriage rites & would expect eternal loyalty from her. I know of situations where wives use denial of sex as a weapon to exploit & control their husbands. That is wicked! Yet I see such as no justification for assault from the man.
For your sister who he assaults frequently, I think she didn't look well before she leaped into such a union. It's now her cross & she have to thread the path...
I recommend she seeks the expertise of a marriage counselor. Let her pray also, for prayer changes things.
She should know learn how to use kind words to make him understand when she's not in the mood. And sometimes, she should allow him have his way even she's not in the mood. After all, love is sacrificial in nature, and that way she avoids the usual beating.
Lastly, let her get him seated & let them discuss it out. Once in a while, couples need to call a time out to iron out issues. That way she hear from his perspective & him from hers, and hopefully, they'll reach a compromise. She might be surprised at the result.
