Please are the student visa applications made in Teleperformance Ikeja sent to sheffield or Abuja? I applied at VI in August and waited almost a month just to be refused -_- please where is faster?

Thank you very much, I was denied because of maintenance didn't have enough funds my agent told me I had established presence because my previous visa was still valid but at the time of applying for a new visa for university it had expired.

I need advice from someone about applying for tier 4 general student visa, I applied for a visa in August it was refused and I couldn't got to university in September so I applied to another university for January start.The issue is when they returned my Documents my original birth certificate did not come with the rest documents and I need it to apply for this new visa, as my maintenance funds are in my parents account, I am planning to apply for a new birth certificate and put a copy of both the old and new one and explain in a letter and possibly swear affidavit of what happened, would this work out?
