DATE: 21st day of February, 2021

TITLE: MEMORANDUM SUBMITTED TO THE JUDICIAL COMMISSION OF ENQUIRY INTO THE EFFIUM/ EZZA EFFIUM CRISIS.
INTRODUCTION/ BACKGROUND

I write as an indigene of Effium in Ohaukwu Local Government Area of Ebonyi State and as an interested party in the ongoing Effium/ Ezza Effium crisis. I thank the panel of inquiry for their resilience, efforts and virtue poured out in making sure that the situation is arrested and peace restored in my beloved hometown of Effium. This is an opportunity to convey the intentions of the indigenous people of Effium both at home and in diaspora on the incessant crisis that has rocked our land and to proffer a lasting solution for the purpose of preserving the lives of the inhabitants of our dear land. The situation we find ourselves is a chaotic and devastating one that has caused the indigenous people of Effium not only economic damage but has also desecrated our land with bloodshed of the indigenous people of Effium by her Ezza migrants/ residents.
On behalf of the indigenous people of Effium, I appreciate the governor of Ebonyi State, His Excellency Engineer David Nweze Umahi and his team for the efforts and machinery put in place since this present crisis emanated for the purpose of quelling this crisis. It is imperative to draw the attention of the panel of enquiry to the misconception of the public that the current crisis is between Effium and Ezza – Effium, rather it is between effium and her Ezza residents. There is no place in the geographical map and or location of Ebonyi State that is known and called Ezza – Effium. The state only recognizes Effium. The name Ezza – Effium was formulated by the Ezza residents in Effium as a result of their domineering and oppressive attitude as well as increase in population.
Effium is a tribe of the Orrin ethnic group an igboid sub ethnic nationality group that comprises of the following:

i. Effium, Ntezi, Okpoto, Amunda all are communities within the geographical space of Ebonyi State.
ii. Utonko also called Uffia, this community form part of the present day Benue State.
iii. Ukelle a community that form part of the present day Cross River State.
Effium is the first son of the Orrin ethnic group which is a sub ethnic group in the larger igbo family. Effium is the ancestral land of Effium indigenous people made of seven (7) major autonomous clans of Effium tribe which are (1) Osata (2) Wogu (3) Wogbale (4) Waatuma (5) Inyafuo (6) Ogbagere (7) Uffiacha.

By the ongoing crisis in the Effium community in the Ohaukwu Local Government Area of Ebonyi State, I tender this memorandum to aid the panel of enquiry in reaching a fair, just and equitable decision that shall help to preserve the land of Effium from further destruction of lives and properties. Historically, Ezza residents in Effium migrated from the present day Ezza North and South both in Ebonyi State in the year 1909 without any official invitation by our forefathers, wherein our forefathers allocated lands to them for farming, housed and fed them for seven (7) years at no cost. The Ezzas as at that time had strong and offensive body odor that our forefathers could not cope with, hence their houses were built behind that of our forefathers. At that time our forefathers referred to the Ezzas as “uja we ebebe” meaning backyard Ezza as a result of their body offensive odor. As time passed, the Ezza migrants started inviting their families from Ezza North and South trooping in numbers unfettered by our forefathers who never felt threatened whatsoever by their numbers. They kept increasing in numbers and became larger in numbers than the land owners i.e the indigenous people of Effium. The Ezza migrants/ residents at the time found Effium to be a peaceful place devoid of discrimination and as well they became prosperous and never dishonored our forefathers. Prior to the arrival of Ezza people to Effium land, Effium played host community to various igbo communities including but not limited to (1) Isuochi, Arochukwu people of the present day Abia State (2) Awka people of the present day Anambra State (3) Uburu and Okposi people both of Ebonyi State.


REMOTE CAUSES OF THE CRISIS

Overtime, the indigenous people of Effium have always treated their subjects with respect and their opinion sought in any decision making. Things were peaceful between the host community and her Ezza migrants/ residents until after the creation of Ebonyi State in 1995. It was after the creation of the state that the Ezza residents felt the need to encroach into Effium political activities since they are larger in number, more connected and educated than the indigenous people of Effium and could demand for whatsoever they so desire. They have always been ready to do whatever it takes to achieve their devilish and satanic objective even to the extent of bloodshed. The Ezzas started encroaching both in Effium political, traditional and chieftaincy affairs, they became judges in their own cause i.e matters involving the indigenous people of Effium and the Ezzas and engaged in corrupt practices including but not limited to money bribery and sorcery. The Ezzas migrants/ residents demanded for none existing rights in the political and none political positions within the enclave of the indigenous people of Effium. Any attempt to question their locus standing was met with extreme violence and often times bloodshed. They have for some time evaded and encroached into our forests, natural resources and claimed undue interference in the control of these God given resources.

Below are the factors that generated this chaotic atmosphere:

i. Undue and unlawful interference in the Effium political affairs and disposal of natural resources in Effium land.
ii. Encroachment on the cultural, traditional and chieftaincy affairs/ matter within the Effium indigenous people.
iii. Illegal and unwarranted claiming of Effium lands, forest reserves, solid minerals and economic trees.
iv. Incessant extra – judicial killing of the indigenous people of Effium by the Ezza residents at every slightest provocation.
v. Ezza residents have often stood as a clog on the wheel of economic development in Effium land by their inordinate demands e.g is the obstruction of the proposed Ibeto cement factory by the Ezza residents since the year 2006.
vi. The various crisis that has hit the land in 1998, 2002, and 2016, which the Ezzas saw as an opportunity to kill the indigenous people of Effium.
vii. Illegal, unlawful and unauthorized changing of ancient land marks as well as renaming of some locations and villages to fulfil their mischievous, domineering and land grabbing objective.
viii. Desperate demand for the creation of Ezza – Ezekuna autonomous community in Effium land by the adoption of mischievous and deceptive mechanism such as “Forum of stakeholders of Effium indigenes of Ezza – ezekuna.

IMMEDIATE CAUSES OF THE CRISIS

The quest for political power, extra – judicial killing, inordinate demands and the land grabbing nature of the Ezza migrants/ residents have created distrust among the Effium indigenes and the Ezza resident in Effium. To further elucidate, buttress and or corroborate my assertion is the recent crisis between the Ezza people and the Eziulo people both in Ebonyi State, also the crisis between Ezza and the people of Oshiri. The mischievous nature of the Ezza people have resulted into hatred of the Ezza people both in and outside the state, Effium inclusive.

RECOMMENDATION

In light of the events of the past weeks, we further appreciate the efforts of the state government and panel of enquiry for their hard work during this trying time in our lives and we hope that peace be restored to the land of Effium as soon as possible. Consequent upon the foregoing and having considered the threat of the continuous co – existence of the indigenous people of Effium and her Ezza residents and its forseeable implications due to distrust and unhealed/ fresh wounds between us, I humbly recommend as follows:
1. That the state government order and or compel the Ezza residents in Effium out of Effium land with immediate effect. The continuous stay of the Ezzas in effium will only pose a bigger danger and more bloodshed which the indigenous people of Effium abhor.
2. That the Ebonyi State Governor His Excellency Engineer David Nweze Umahi, through his prestigious office carve out lands in Ezza North and South for the Ezza resident in Effium to settle in accordance with the Land Use Act, 1978.
3. That the Ezza residents in Effium stay clear from all political and none political affairs due the Indigenous people of Effium.
4. The Ebonyi state government should place an absolute bar on the Ezza residents in Effium land from continuous interference in our cultural, traditional and chieftaincy matters, as well as our natural resources, lands, forest reserves, solid minerals, agricultural resources and unwarranted, illegal and unauthorized sale thereof.
5. That the state government enforce the exit order as a matter of urgency as our lives are continually threatened by their presence in Effium land.
6. That the state government should place an absolute bar on the Ezza migrants/ residents in Effium from further disseminating concocted history of their existence and co – ownership of Effium land by dishing out fake information by circulating same within the public space and or terrain, through the help of social media and the internet.
7. That the state government enforce all rights due the indigenous people of Effium.
8. That all banners, billboards, sign boards and or sign posts reading Ezza – Effium be expunged from the land of the indigenous people of Effium to reflect the original intentions of our forefathers.

CONCLUSION

We wish the panel of enquiry success during this fact finding and crisis resolution task. We hope that through this panel and with the adoption of the approach in the Ezza and Eziulo crisis resolution as precedent, the panel shall reach a just and fair conclusion.

Several countries use similar designations such as Senior Counsel, State Counsel, Senior Advocate, and President’s Advocate. A Senior Advocate of Nigeria is said to have been admitted to the “Inner Bar”, as distinguished from the “Outer”, or “Utter”, Bar, consisting of junior advocates.

Report have it that Ebonyi State broke the age long curse by producing the first SAN from the state. He is Professor Omari Chukwu Omaka an erudite professor of Law and a former Dean of Faculty of Law, Ebonyi State University.

The name and details of the second colleague that attained the rank of Sanhood is still anonymous, all we have of him is that he is from Kano State Nigeria. Professor Omaka is known for his meekness, versatility and sound academic works in legal field especially in the areas of Environmental Law and Clinical and Legal education.

In bid calm the air and stamp out the activities of admission fraudsters the Vice-Chancellor of the University of Lagos (UNILAG), Prof Rahamon Bello, has come out openly to deny the rumors circulated by some individuals in many social media platforms stating that the institution has commenced their 2016/2017 UNILAG 2016/2017 UNILAG Admission Screening exercise.

The Financial Watch stated that he told reporters at the office that the university was awaiting guidelines from the Federal Ministry of Education before starting the admission process. He stated thus:

“We are yet to really conclude on admission process cos govt asked us to wait for a guideline. Definitely there will be screening but we’re waiting for the guideline,” he said.

The university’s admission office has also put out a disclaimer in the institution’s internal bulletin, Information Flash, warning prospective students and their parents to ignore information about cut-off marks from sources other than the university website.
The statement reads: “The University of Lagos is yet to commence the 2016/2017 admission exercise and consequently has not released any cut-off marks or post-UTME advertisement.
