ProgrammingRe: Can't Find A .dbf File by merR7: 6:22pm On Jul 28, 2018
To work around this problem, you can recover dbf online - https://dbf.recoverytoolbox.com/online/
or copy the database but only one record(just pick a not recent record number at random; include “all”, I usually name this database “FixMMDD” (( month Day))
Open original database to mainscreen and append the FIXMMDD.dbf.

It sounds like either the file has problems or your Access installation has.
Things to try (Keep backups of everything before you make any changes) :

Open the file on another machine.
Re-install Office or Access.
Compact & Repair the file.

If none of the above work then you can search the web for providers who can recover properly corrupted database.
More detailed information you can refer to this access database repair article: http://www.access.repair/

First you need to attach .mdf in SQL Server then you can easily open and view its database. if you failed to attach .mdf in SQL Server or if the .mdf is corrupted then you can try open the file here https://www.viewertool.com/mdfviewer.html
