I'll rather prefer that you open an account with UBA, they offer both MasterCard & Visa at #1,000. You can use it online to pay for stuffs. They charge #310 - #320/$ on card transaction which is way cheaper compared to access bank @#375/$.

By the way I have checked his number online and I cannot see anywhere his number is flagged as scammer as you claim.
