I don't think so, it's the same rules that guides all their platform, be it mobile, pc or tablet. My observation is from 9-11pm to 8:00am, you are limited to some services, like using #100 to win 10m, if you try the bet around 7:59am the site will not accept it, but try it immediately the time crosses to 8:01am, it will accept it. Another example is bet9ja Virtual game reduces it's time of play from 5mins to 2mins by 10pm to 6am or their about (not sure the particular hour it resume next day).
