Politics / Why Iyiola Omisore Is Still In Our Custody And Can’t Be Released Now – EFCC by Misscaro(f): 7:10pm On Jul 14, 2016



The Economic and Financial Crimes Commission (EFCC) has
justified its continued detention of former Deputy Governor
of
Osun State, Iyiola Omisore.
The EFCC gave details of its findings as regard how state’s
funds were allegedly transferred to Omisore from the Office
of
the National Security Adviser (ONSA).
It said its investigation of Omisore’s alleged involvement in
the
diversion of state’s funds through the ONSA was still on-
going
and that it would need to hold on to the ex-Deputy Governor
to
prevent him from absconding.
An EFCC’s investigator, Kassim Yusuf, said these in a
counter-
affidavit the commission filed against an application for bail
filed by Omisore before the High Court of the Federal
Capital
Territory (FCT), Abuja.
Yusuf, who stated that Omisore’s arrest and detention were
backed by court orders, said the commission was planning to
invite a number of the ex-Deputy Governor’s associates,
who
he named during interrogation.
He said the EFCC is ” investigating cases of alleged
payments
$ade by the office of immediate past National Security
Adviser,
Col. Mohammed Sambo Dasuki (rtd) to individuals and
companies, with nothing to show for it.
“In one of the alleged cases which the 1st respondent
(EFCC)
is investigating, the name of the applicant (Omisore)
featured
prominently as a sole signatory to Firmex Gilt Ltd’s bank
account domiciled at United Bank for Africa (UBA) Plc.
“A copy of a letter to UBA, forwarding signatory mandate
card
and statement of account of Firmex Gilt Ltd is hereby
attached.
“Several payments were also made by the office of the
immediate past National Security Adviser, Col. Mohammed
Sambo Dasuki Trtd) into the bank account of Sylvan
Menamara
Ltd domiciled at Diamond Bank, with nothing to show for for
it.
“Copies of e-payment schedules from ONSA and statement
of
accounts of Sylvan Menamara Ltd are hereby attached.
“From Sylvan Menamara Ltd’s Diamondaccount, the sum of
N160,000,000 was deposited into the said account on 4th
August, 2014 by the then NSA. Thus sum was subsequently
transferred into Firmex Gilt Ltd’s bank account domiciled at
UBA
Plc on 8th August 2014.
“Investigation so far carried out, reveals that the applicant
received hundreds of millions of naira from the office of the
National Security Adviser, with nothing to show for it.
“In the course of interviewing the applicant, he has
mentioned
names of persons and companies through which monies
from
the office of the National Security Adviser got to him.

“There is need to those persons and companies mentioned
by
the applicant to make some clarification. If the applicant is
granted bail, he will interfere with witnesses and he will also
prejudice and frustrate our on-going investigation,” Yusuf
said.
Arguing the counter-affiadvit yesterday, EFCC’s lawyer,
Takon
Ndifon argued that Omisore’s detention was not unlawful
and
did not amount to an abuse of his rights.
He contended that the fundamental rights enforcement suit
initially filed before the court by Omisore, was merely
intended
to frustrate his investigation.
Ndifon stated that Omisore was invited by the EFCC on April
11,
in relation to the investigation, but promised to honour the
invitation on April 14.
“Instead of honouring the invitation in line with his
rescheduled
date of 14th April, 2016, he came and misled this court by
obtaining an order of interim injunction restraining the 1st
respondent (EFCC) from unlawfully arresting and detaining
him
without following the due process of law,” Ndifon said.
He stated that his agency, in compliance with the law,
obtained
a warrant of arrest and remand warrant “to keep the
applicant
in its custody for 14 days pending the conclusion of its
investigation and the arraignment of the applicant in court.
Ndifon faulted Omisore’s claim to ill health, noting that he
did
not mention his ailment in his motion and that he also failed
to
establish that his purported ailment cannot be treated in the
country.
“We further submit that, based on the applicant’s
antecedent,
if he is granted bail, he will abscond and he will never
willingly
present himself to the 1ts respondent for arraignment
before
any court of law.”
Omisore’s lawyer, Chris Uche (SAN) urged the court to grant
his client bail. He faulted Omisore’s continued detention and
argued that the court, having restrained the EFCC from
arresting him, his current detention was illegal.
Uche also referred to his cleint’s ill health, which he said
required that he be released from custody and allowed to
attend
to seek medical attention outside the country.
Justice Olukayode Adeniyi, after listening to parties, fixed
ruling
for Friday.

Former Chairman of the Performing Musicians Employers’
Association of Nigeria, PMAN, Abuja chapter, Mr. Collins
Adeyemi has been reported dead.
It was gathered that the renowned Master of ceremonies
cum
actor, gave up the ghost on Wednesday in Abuja.
Adeyemi was last seen at the 6th Edition of the prestigious
African Achievers Awards, which took place July 8, 2016, at
the International Conference Centre, ICC, Abuja.
He was said to have slumped and died after a brief but yet-
to-
be ascertained ailment.
A close associate to the deceased, Nicki Nwadinobi, told
newsmen that the deceased had been on and off work but
the
sickness was not so serious.
Also speaking with Adeyemi’s friend, co-founder of the
African
Achievers Award, Ambassador David James Egwu, he said
Collin’s demise was really sad.
He said, “The death of Adeyemi calls for sober reflection.
What
really killed Adeyemi remains a mystery to me as we were
both
at the Award event together.
“Unfortunately, before his death, he told me he was not
feeling
too well and we did not even know he would make it to the
event
but he did; only for me to get a call early this morning that
Adeyemi is gone.
“Death is so inevitable and sometimes I wonder why we are
struggling. What’s all the struggle for?
“If someone as hardworking and persevering like Adeyemi
can
die untimely, then I wonder,” the event manager said.

The Code of Conduct Bureau, CCB, has revealed details
about
Chief of Army Staff, Tukur Buratai’s $1.5m mansions in
Dubai.
According to the bureau, Buratai declared the mansions in
his
wife’s name.
“Tukar Yusuf Buratai, after his appointment as the Chief of
Army Staff, declared his assets as required by the
Constitution
of the Federal Republic of Nigeria,” CCB said in reply to a
FOI
request. The request inquired if Buratai declared the
mansions
or not.
According to the CCB, Buratai was served the Form CCB-I
on
July 21, 2015, which he returned on August 21, 2015.
“We also wish to confirm that his property at Dubai was
declared in the wife’s name. Please, accept the warmest
regards of the chairman,” the bureau added.

Education / Ebonyi Government Suspends Unified Exam Policy In Schools by Misscaro(f): 5:43pm On Jul 13, 2016



Ebonyi state government Wednesday announced suspension
of
the unified examinations policy indefinitely.
It blamed the decision on the illegal fees collected from
students by schools heads for the exams.
The state Commissioner for Education Prof John Eke
announced this while briefing reporters in Abakaliki, the
state
capital.
He gave all school Principals in the state seven days
ultimatum
to refund the illegal fees they collected from students for
unified examinations introduced by the government in the
school system.
According to him, any school principal who fails to refund the
illegal fees after the seven days ultimatum will be sanctioned.
He noted that the government introduced the concept of the
unified examinations in all the public and private schools in
the
state to tackle the poor performances of students in WAEC
and
NECO.
Prof Ekeh noted that the illegal fees imposed on the students
by Principals for the unified exams was threatening the
concept and tarnishing image of government.
He said: “We came up with a decision that there must be
unified
examinations for students before they move to their next
classes.”
‘’We approved for amount of money to be collected for the
unified exams; N1, 000 for secondary schools and N500 for
primary school. In it, N100 was approved for logistics for
secondary schools while N50 was approved for primary
schools.
‘’Unfortunately and embarrassingly, some school heads
started
collecting outside what we approved. Some are collecting N1,
500, some are collecting N700 instead of what was approved
and this government feels for the plight of our parents”.
‘’This is why we decided to suspend the unified exams
indefinitely and order the refund of all the fees collected from
the students for it because the unified examination is not for
money making,’’ he said.

President Muhammadu Buhari on Tuesday directed the
Federal
Ministries of Health and Information to reinvigorate
strategies
in concert with state governments, to ensure that Nigeria is
finally certified polio free by 2017.
He gave the directive while receiving the World Health
Organization (WHO) Regional Director for Africa, Dr.
Matshidiso
Rebecca Moeti at the State House, Abuja.
He also said international partnerships were needed to
sustain
Nigeria’s polio-free status.
Buhari, in a statement issued by his Senior Special
Assistant
on Media and Publicity, Garba Shehu, said: ‘‘We have not
recorded any case of polio in the last two years but we
should
not be complacent.
‘‘The breakdown of law and order in the Northeast has
posed
challenges to regular immunization. The condition of children
in
Internally Displaced Persons (IDPs) camps around the
country
is very pathetic.
‘‘But I know that the Federal and state governments in
partnership with international organizations and NGOs are
doing so much to provide healthcare, rebuild infrastructure
and
facilitate voluntary return of displaced persons to their
communities.”
The President told the visiting WHO envoy, who was
accompanied by Nigeria’s Minister of Health, Prof Isaac
Adewole and the Minister of State, Dr. Osagie Ehanire, that
his
administration would continue to accord priority to
healthcare
through regular funding of public health related
programmes.
Under the federal government health intervention
programme,
the Federal Ministry of Health will provide free surgery to
10,000 poor and needy Nigerians who are registered with
the
National Health Insurance Scheme (NHIS).
The programme, which will commence on July 18, in 46
health
facilities across the country, will also extend free breast
and
cervical cancer tests to 18,000 Nigerians and free diabetes
and
hypertension tests for 500,000 Nigerians.

In her remarks, Dr. Moeti commended the federal
government’s
health programme and pledged continued support of the

The National Working Committee, NWC, of the All
Progressives
Congress, APC, has formally adopted the Appeal
Committee’s
report endorsing Godwin Obaseki as the party’s flag-bearer
for
the September governorship election in Edo State.
Disclosing this yesterday, the National Secretary of the
APC,
Mai Mala Buni, stated that the NEC led by the National
Chairman
of the party, Chief John Odigie-Oyegun unanimously
adopted the
report of the three-member Appeal Committee.
The Committee had on Wednesday June 29, 2016 submitted
its
report to the APC National Chairman at the party’s National
Secretariat in Abuja following petitions received by two
aspirants, Barr Kenneth Imansuagbon and Engr Chris
Ogiemwonyi.
Buni noted that the Appeal Committee in its report submitted
that the Edo primaries were valid, adding that while not
dismissing the seriousness of the allegations and claims of
the
petitioners, the issues raised were not compelling as to
warrant
the cancellation of the primary election.
He further urged all APC stakeholders in Edo State to put
the
party’s interest over and above personal interests in
ensuring a
speedy and amicable reconciliation.
The recommendation of the Appeal Committee reads; “The
leadership of the party should step up diplomacy in trying to
reconcile stakeholders in Edo State. We also urged the
National
Chairman of the party, His Excellency, Chief John Odigie-
Oyegun, to consolidate on his involvement in reaching out to
all
aggrieved parties.
“We equally recommend that a high-powered committee be
set up
by the party to reach out and mediate between the Edo State
Governor, His Excellency, Adams Oshiomhole and all
aspirants
who participated in the primary election.”

The trial of President of the Senate, Bukola Saraki, his deputy, Ike Ekweremadu and others at an Abuja Federal Capital Territory, FCT, High court sitting in Jabi was on Monday stalled due to the ongoing vacation of judicial workers. Saraki, Ekweremadu, former clerk of the National Assembly, Salisu Maikasuwa and the Deputy clerk, Benedict Efeturi are facing two count charges of alleged criminal conspiracy and forgery of the senate standing rules, 2015, which was leveled against them by the Federal Government. Saraki, Ekweremadu and the other accused persons who arrived the court earlier had to return back after been told of the break. Recall that the Justice Yusuf Halilu -led court had on June 27 granted all accused persons bail after they pleaded not guilty to the two count charge. However, the court could not sit today because the judiciary was on vacation, which is expected to last till September. A registrar of the court said the matter will not be heard on Monday because the court is on recess. The source said, “As you can see, the accused persons just arrived but the matter will not be coming up today because the court is on recess.” On when the matter will be coming up, the source said, “The accused persons will come back later for a date on when the trial will resum but that will be after the judicial vacation which will end sometime in September.” The court has fixed September 28, 2016 for continuation of trials

Nigerian army officials say 16 Boko Haram terrorists and
two
soldiers have been killed when the extremists tried to ride
explosives-laden motorcycles into an army base in the
country’s volatile northeast.
An army spokesman, Col. Sani Kukasheka, said in a
statement
Saturday that soldiers at the base in Rann in Borno State
repelled the extremists with a gunfight that went on for
hours.
He said two soldiers were killed when a suicide bomber
drove
into a truck and exploded.
Kukasheka said soldiers found most of the bodies of the
attackers Saturday morning, but he added that “quite a
number
escaped with gunshot wounds.”
Boko Haram’s nearly seven-year-old insurgency has killed
some
20,000 people and forced 2 million from their homes. The
Nigeria-based group last year began regular attacks in
neighboring countries.

Former President Olusegun Obasanjo on Saturday said that
the
recent tension in the state over a court ruling on the use of
hijab in Osun secondary schools was doused as a result of
a
word spoken by the state governor, Rauf Aregbesola.
Obasanjo
did not disclose what exactly the governor said, but he said
it
confirmed his neutrality in the matter.
Obasanjo, who was represented by Dr. Femi Majekodunmi,
was
speaking in Odeomu in Osun state at the handover of a
multipurpose hall and a library donated by Senator Yinka
Omilani to mark his 80th birthday.
“He (Obasanjo) is in China now. He said the governor
(Aregbesola) said something which confirmed his neutrality
in
the matter; that word went a long way in dousing the tension
which recently heightened in the state,” Majekodunmi said.
Gov. Aregbesola was present at the event alongside other
dignitaries like Chief Shuaib Oyedokun, Chief Ebenezer
Babatope, Senator Olasunkanmi Akinlabi; and former
Minister
of Police Affairs, Jelili Adesiyan.
The multipurpose hall has a capacity to seat 1000 persons,
while the library can accommodate 100 persons at a time
according to the donor, Yinka Omilani. He said there was the
need to revive the reading culture among the youths and the
old
ones as well.
“The library has been moderately kitted with books for a
start
and I wish to seize this opportunity to call on my fellow
educated indigenes of Ode Omu to continuously seek ways
of
improving the library,” Omilani said.

Umaru Shinkafi, former presidential aspirant, died in London
on
Wednesday after a prolonged illness.
The Marafan Sokoto was the vice-presidential candidate of
Olu
Falae in the APP/AD alliance in 1999, although they lost to
the
Olusegun Obasanjo/Atiku Abubakar PDP ticket.
He was also head of the secret police, the Nigeria Security
Organisation (NSO), which has been rebranded Department
of
State Services (DSS), from 1979 to 1983.
He was running neck-and-neck with Adamu Ciroma in the
race
for the presidential ticket of the National Republican
Convention (NRC) in 1992 before the military government
cancelled the primary.

The embattled factional chairman of the PDP, Ali Modu
Sheriff,
has headed to the Appeal Court after a Federal High Court
in
Port Harcourt recognized the Ahmed Makarfi-led caretaker
committee as the only legitimate organ of the party.
Mr Sheriff told journalists in Abuja shortly after the court
ruling that he remained the chairman of the party until the
Court of Appeal set aside an earlier ruling of a Federal High
Court in Abuja which was in his favour.
According to him, the Federal High Court in Port Harcourt is
of
equal ranking with that in Abuja and therefore cannot make
him
vacate office until a higher court rules otherwise.
Meanwhile, a statement signed by Ahmed Makarfi after the
court ruling in Port Harcourt has appealed to the embattled
chairman to sheath his sword and join hands to build the
party.
A Federal High Court sitting in Port Harcourt, the Rivers
State
capital, has granted reliefs sought by the Peoples
Democratic
Party (PDP) on the controversies trailing the changes
effected
in the party’s leadership.
According to Justice Abdullahi Liman of the Federal High
Court
1, the national convention held on May 21, 2016 in the state
capital was legal and did not go contrary to any law.
