It is not written any where. U are advised to apply for admission because most of d skuls close there application portal before ptdf release d names of successful candidate's. U have to apply before d deadline,so wen u win d scholarship u already have ur admission letter with you.And in other words to avoid differing.

Please, I need the take of a past beneficiary of this award on this issue or someone who is knowledgeable on the issue.

I did apply years back when I was serving. I uploaded my call up letter in place of NYSC certificate and luckily, I was invited. It costs nothing to apply by the way.
