Please help me with my admob account verification problem.

Current Status: My account has been unapproved 2 times after 12 days consecutively.

Identity: My profile was auto-filled from my verified Play Console identity. I have confirmed that my legal name and address in pay.google.com match my government ID exactly.

Tax Info: Both US (W-8BEN) and Taiwan tax forms are submitted and approved.

Conflicting Accounts: I have checked for duplicate payment profiles and confirmed that only one AdMob/AdSense publisher ID exists for my identity.

Question: Is there a specific conflict somewhere in a google product and AdMob that I am missing? Please help. I want to ensure my account is ready before the app goes live to avoid further delays.

I want to ensure I get everything right before submitting for the third time.
