No! Land ratification and excision are two different terms in real estate.

Land ratification is carried out when an individual or a company, who had already bought a landed property that falls within global acquisition decides to seek the approval of the government to make the land free.

Excision, on the other hand is issued on a community land. The government may decide to excise a portion of the large expanse of land to the community. When excision process is approved, it is recorded in a journal called "Gazette".
