Again it is worthy to note that what ever put us in this current mess is Gowon's decree 8 which centralized the revenues from all regions to shared back to them based on a revenue sharing formula. He did this to ensure that Ojukwu doesn't lay hands on oil revenues at that time, and he never bothered to reverse tge decision after the war. It is also pertinent to note that at the time of Ironsi's death we still had regions under the control of Military governors.
