PRESS STATEMENT RIVERS PEOPLE FACING GLOOMY FUTURE, AS UNCOOPERATIVE ACTIONS OF RT. HON. MARTINS AMAEWHULE-LED RIVERS STATE HOUSE OF ASSEMBLY IMPEDING GOVERNOR FUBARA'S READINESS TO IMPLEMENT SUPREME COURT JUDGMENT It is now common knowledge that members of the Rt. Hon. Martins Amaewhule-led Rivers State House of Assembly have by their actions refused to allow the Governor of Rivers State, His Excellency, Sir (Dr.) Siminalayi Fubara, GSSRS to fully implement the judgment of the Supreme Court on the long drawn political and legal battle that has lingered since after the ill-fated attempt to impeach him on October 30, 2023. Right from when this unjustified onslaught against Governor Fubara started, the gentleman has never left anyone in doubt about his unwavering commitment to peace and resolute determination to put Rivers people FIRST over and above personal and/or sectional interests. A few days after the Friday, February 28, 2025 shocking judgment of the Supreme Court on the consolidated cases touching on the seizure of federation revenue allocation due the state, annulment of the credible, free, fair and peaceful Local Government elections of Saturday, October 5, 2024, re-presentation of the 2025 budget to the Rt. Hon. Martin Amaewhule-led Rivers State House of Assembly and the most contentious defection issue (which was never before the Apex Court, but surprisingly vaguely touched by the learned jurists of the 5-man panel), Governor Siminalayi Fubara has never left anyone in doubt about his preparedness not only to obey, but fully implement the Supreme Court judgment, no matter the unfortunate and unfavourable outcome. STATEWIDE BROADCAST In his statewide broadcast a few days after the judgment, Governor declared his acceptance of the judgement and made an unambiguous commitment to full compliance and implementation. In that broadcast, he ordered the recently duly elected LGA Chairmen ousted by the Apex Court, to immediately hand over to the Heads of Local Government Administrations (HLGAs), even as he appealed to his supporters who are sad over the judgment to accept it with equanimity. The Rivers State Independent Electoral Commission (RSIEC) under the leadership of its indefatigable Chairman and Chief Electoral Officer, Hon. Justice Adolphus Enebeli (rtd.), in compliance with the Supreme Court verdict, convened a stakeholders meeting wherein all registered political parties in the state, nongovernmental organizations (NGOs), Civil Society organisations (CSOs), the Press and general public were invited to attend at their headquarters in Port Harcourt. At that stakeholders meeting, the Electoral umpire set the ball rolling for conduct of a fresh LGAs elections by releasing the elections timetable and elections guidelines, fixing August 9, 2025 for the exercise. This is in full compliance of the Supreme Court judgment ordering a fresh election into the third tier of government. The Rivers State House of Assembly in a frenzy, issued a 48-hour ultimatum to the State Chief Executive to re-represent the 2025 budget. But observers who are knowledgeable on legislative procedures saw this RSHA action as an aberration and abuse of legislative duties and privileges. While Rivers people were yet to digest the unfolding drama, the Rt. Amaewhule-led House issued another 48-hour ultimatum to the Chairman of RSIEC, the highly respected retired Justice Enebeli, who was appointed RSIEC Chairman by the former governor of the state and current FCT Minister, Chief Barr. Nyesom Ezenwo Wike. They followed this bizarre action up with the issuance of a warrant of arrest of the gentleman and Commissioners of RSIEC. Not done with that, they declared the appointment of 19 Commissioners by Governor Fubara as illegal, prompting the affected Commissioners to drag Amaewhule and his colleagues to court. As if they are bent on fighting at all fronts, these lawmakers who should be settling to the business of law making for the good governance of Rivers State, accused the Chief Judge of Rivers State, Hon. Justice Simeon Chibuzor Amadi of age falsification, even inviting the operatives of the DSS to investigate him instead of reporting him to the Nigerian Judicial Council (NJC) the only authorized body responsible for investigation and discipline of judicial officers across the federation. EXTENSION OF INVITATION BY GOVERNOR SIMINALAYI FUBARA TO RT. HON. MARTINS AMAEWHULE-LED RSHA FOR A MEETING IN THE GOVERNMENT HOUSE In order to pave the way for rapprochement for the smooth operations of the Executive and Legislative arms of government, the Governor through a letter by the Secretary to the State Government, Chief Dr. Barr. Tammy Wenike Danagogo, DSSRS, invited the Martins Amaewhule-led RSHA to the Government House for a meeting. This meeting was intended to among other things, discuss issues such as; 1. The 2025 budget re-representation, 2. Payment of accumulated arrears of the legislators' salaries and allowances, 3. Arrangement to provide a more suitable venue for the conduct of legislative businesses of the House. To the surprise of every right thinking person, members of the RSHA rebuffed the Governor's invitation cum overture, even chiding him for routing the letter though the SSG. It is on record that the SSG by his status, is in a position to issue or originate such administrative correspondence on behalf of the State Chief Executive. In his characteristic manner of humility, simplicity and sincerity of purpose, His Excellency, Sir (Dr.) Siminalayi Fubara, GSSRS personally issued and signed a letter addressed to Rt. Honourable Martin Amaewhule, Speaker of the Rivers State House of Assembly, formally notifying him and unambiguously indicating his intention to come before the honourable members of the State Legislature to lay the 2025 budget before them on Wednesday, March 12, 2025 for consideration. He followed this up by making phone calls to the Honourable Speaker. Sadly, Governor Siminalayi Fubara, accompanied by government officials, were denied access into the Legislative Quarters where the RSHA members currently hold their sitting on the appointed day, that is, Wednesday, March 12, 2025. He had to adjust his itinerary for project commissioning of the remodeled Zonal Hospital, Bori, headquarters of Khana LGA to keep faith with that appointment. It is worrisome to hear the lawmakers alleging that Governor Fubara did not communicate properly, falsely claiming that his letter to them was only read on social media! Haba!! GOVERNOR FUBARA'S LETTER FOR RE-PRESENTATION OF BUDGET ON WEDNESDAY, MARCH 19 AND HOUSE ANNOUNCEMENT OF VACATION SINE DIE Just last Friday, March 14, 2025, Governor Siminalayi Fubara in keeping with his resolve to do the needful, sent another letter personally signed by him to the House Speaker, Rt. Hon. Amaewhule, again to notify him and members of the RSHA under his leadership, indicating his plan to come to re-present the 2025 budget to them on Wednesday, March 19, 2025 or any other day that may be convenient to the House, in compliance with the Supreme Court verdict, in order to keep the wheel of government of the state running. In a letter dated 13th March, 2025, Governor Fubara again requested to present the budget to the Assembly on Wednesday 19th March, 2025 ör on any other date within March 2025 that you may consider convenient”. Regrettably, the staff of the Assembly refused to receive and acknowledge the letter. A courier company which was engaged to deliver the letter also returned it with a report that it was rejected at the Assembly Quarters where the members currently sit. Yet the narrative from the Rivers State House of Assembly is that Governor Fubara has refused to present the budget. Although it is tempting to ignore false narratives in the social media that Governor Fubara has refused to take steps to present the budget to the Assembly, we cannot ignore the press briefing by the Chairman of the House Committee on Information, Dr Enemi George alleging that the Governor is frustrating the implementation of the Supreme Court’s judgment, particularly the directive requiring him to re-present the 2025 Appropriate Bill to the lawmakers. Following the refusal by the Assembly to receive and acknowledge the Governor’s letter, delivered by government officials and a courier company, the Rivers State Government took the initiative of publishing the letter in two national dailies – The Nation and The Guardian – on Friday the 14th of March, 2025. It would be uncharitable to claim that the Governor’s letter was published on social media and not formally delivered to the Assembly. Dr. Enemi George also challenged the Governor to produce an acknowledgment copy of the letter under reference. We cannot produce an acknowledgment copy because the Assembly rejected the letter from the Governor. We can however refer all parties to the substituted means of service in The Nation and The Guardian. The Rivers State Governor is acting in good faith notwithstanding that false narratives are being peddled by the same people frustrating compliance with the judgment of court. To the chagrin of all right thinking persons, the Assembly members announced that it was proceeding on vacation and Legislative activities adjourned sine die! CONSEQUENCES AND HARSH REALITY OF RSHA'S ACTIONS ON RIVERS PEOPLE VIS-A-VIS RUNNING OF THE GOVERNMENT It is glaringly clear that with the current actions of the House, the dire consequences and harsh realities that the civil servants, retirees and people of the state will face UNIMAGINABLE economic hardships, as the government will be unable to pay salaries, pensions and other emoluments as well as perform other obligations at the end of the month, as both the Central Bank of Nigeria (CBN) and the Accountant-General of the Federation have been ordered to seize revenue allocations to the state until its judgment is fully implemented. The collateral damages of the actions of legislative arm of government in Rivers will be so severe as non release of warehoused revenues due the state from the Federation Account will ultimately ground the operation of all sectors of the government. AN APPEAL FOR A RETHINK BY RSHA Instead of embarking on a futile image laundry by members of the RSHA by wrongly claiming that Governor Siminalayi Fubara who by all intents and purposes is prepared, willing and ready to re-present the 2025 budget and carry out full implementation of all aspects of the bizarre and utterly controversial judgment of the Apex Court for the sake of peace, is being misrepresented and painted in bad colour as not ready to comply with the judgment. Should this opportunity to pull the state from the precipice fail, the people and residents of the state without exception are bound to suffer avoidable calamities of economic, social and political upheavals that might sink us deeper into unimaginable crises. The session was a gathering of thousands of enthusiastic residents and indigenes in Rivers State, including reputable worship leaders, clergies and gospel singers, who joined in the commemoration service to thank God over the botched attempt to abruptly end the administration of Governor Fubara on 30th October, 2023 by undemocratic elements and haters of the State. He expressed gratitude to God for His divine rescue by frustrating the schemes of detractors, acknowledging that without the overwhelming but organic support of Rivers people, his winning over his transducers would not have been entirely as sweet as it is now. The Governor said, "If you were not with us, if you had not stood with us, we won't be here at this hour. A lot of you might not understand what happened on the 30th of October, 2023. It was an assassination to the people of Rivers State, indirectly and assassination at me directly. "Since they can't kill everyone of you, they need to kill one person so that everybody will be declared dead. But somehow, somewhere, by the special grace of God, they failed. And the God that we are thanking today, what they meant for evil, God turned it to good." Governor Fubara mocked his detractors who had remained determined to derail governance, and insisted that despite their antics, his administration has demonstrated prudence, transparency and accountability in handling the financial resources of the State. Such public financial diligence, he noted, has attracted commendations from BudgIT, a civic-tech organisation that assessed Rivers State as maintaining the Number One spot in the 2024 Fiscal Performance Ranking among the 36 states of the Federation. He said, "I can tell you, they said we are not going to last for one week, we are here, we have done one year plus. We are also doing one year anniversary of their attack. "They said those buccaneers will not leave as local government chairmen, today, we have the 23 local government chairmen sitting here with us. They said their commissioners should resign so that we will be crippled. Today, we have more than 23 commissioners. "They said, in a programme in Rivers State University, that we are not going to do anything, and that they want to frustrate us. They are going to make us not to succeed. But by the special grace of God, we have embarked on projects that are touching the lives of Rivers people. "We didn't end there. We have shown prudence that we are not here to steal your money; that we are here to be accountable. And yesterday, we saw it, it was declared by BudgIT that Rivers State has shown Transparency and Accountability and has ranked us in Number One position." Governor Fubara told the people that, so far, the journey of governance has been rewarding, adding that the most difficult part of the struggle has been experienced. He insisted that there is nothing happening now that cannot be surmounted, and urged all Rivers people to brace up, be strong and be assured that the unity and peace is still intact. He said, "I now ask the question: who is the winner? So, I tell you, this evening, we are here to thank God, to appreciate God, to say God, the way you did it one year ago, we know you are going to do it again for us much more. "So, you don't need to bother about the stories on social media. That one is the least of your trouble. By tomorrow, I am still going to pay my contractors. "By tomorrow, those of you who have not gotten your salaries, your alert will also come to you. Local Government Chairmen, they have had their JAAC, your money is coming to your accounts. "Who is the loser? We are not doing luncheon here to celebrate loss or failure. We are praising God because He is taking us to a higher position. So, you see the reason why you need to be happy? You see the reason why we chose today to celebrate the goodness of God in our State and in our lives? We can't thank Him enough." Governor Fubara restated the commitment of his administration to defend the interest of the State genuinely, adding that with the support of Rivers people, together, they will journey to the end. The Governor explained while he sincerely implemented the details of the Presidential Peace Accord, including withdrawing legal suits, saying that the other party violated the accord, and went ahead to pursue their suits and secured judgment in their favour. He said, "We made a promise to you that we will continue to defend and protect the interest of Rivers State genuinely, and we are not going back on that. We will do it, and we will follow through with it. With your support, we will journey it to the end. "Because we are people of peace, if there is any advantage that was taken over us, it is because of our genuine interest for peace. The preacher said something about peace. I want to tell you that we went to Abuja and Mr President, knowing the importance of peace of Rivers State, brought out some conditions. We came back here in this State. "First, we did everything that has to be done with those conditions. We went to court immediately, withdrew our matters, but they did not. And you call yourself honourable, when you cannot even obey simple instruction, and you blame it on Fubara. "How is Fubara the problem? Fubara is not the problem! It was because we withdrew our matter, even the matter you filed, and we said we don't want to continue: you took advantage of it, and went and got judgment. Is it not fraud?" Governor Fubara said such dishonourable persons should not come to the public to demand that people must listen to them. He insisted that he acted more honourably, believing that the agreement should be what should bind everybody together. He explained, "When I discovered that I am being ambushed, not by the person who initiated the peace, but by people who believed that they are smarter. "But you know such smartness, no matter what you call yourself, it is still foolishness before God. That is why, as they said, those other things that they are looking for, to make them feel they are coming back to life, we will not do it. So, let me see how they will come to life when we don't do it." Governor Fubara agreed with the preacher of the day who declared the evening as an enactment of the peace of God enthroned in Rivers State. He said Rivers people are leaving the arena confident that God is taking them to greater height of peace in this State because of the genuine hearts craving for people. Governor Fubara enjoined all true Rivers people to be strong and remain keyed into the overwhelming peace reigning in the State. He stressed, "My promise to you all Rivers people is that our administration will do things that will stand the test of time. No matter what it is, we will continue to do those things that even when we leave, people will see them and say, yes, it is done for the good, not for personal interests. "Not doing a road because I have a farm; not expanding a road because I have a business interest along that street. But I mean doing things that even when we leave, we will be remembered for leaving such legacies." Delivering a short exhortation, Rev. Umai Ukpai harped on the importance of peace in every individual's life and in Rivers State, emphasising that God abhors trouble makers whose activities are geared towards disrupting the peace and creating uncomfortable living environment. Rev Ukpai declared that enough is enough for such people while demanding for peace, and invoking the wrath of God on disobedient persons who think they are so powerful to kick people out of their land or from any position of appointment because, according to him, God has arisen to preserve his own. Highlights of the event included performances by Government House Choir, Preye Odede, Mbata, Ada Zion, Jackson Jones, Okopi, St. Jude's Military Church Choir, Asu Ekiye, Frank Edwards, and Joe Praise, among others. Rivers people stop Police and APC's attempt to Shutdown Rivers Judiciary The Special Anti-Robbery Squad (SARS) with hundreds of APC thugs marched to the gate of the Rivers State High Court Complex, chased away staff and judges before locking the gates. This illegal action on Friday was targeted at stopping the court from sitting on a suit filed by a rival faction. Amaechi supporters alao vandalised vehicles and offices as they attempted to intimidate judicial officers. . Amaechi supporters led by Jacob Briggs from Akuku-Toru Local Government Area said that they blocked the court premises to stop proceedings in the suit filed by Senator Magnus Abe. Briggs claimed that the Senator is planning to use the High Court to stop the Rivers APC Local Government Congresses. Rivers youths stormed the court, opened it and allowed the court to sit. After the court opened, the Court presided over by Justice Chinwendu Nwogu granted injunction stopping the Local Government Congress of APC . . Justice Nwogu nullified any attempt to use the controversial Ward Congress of the Rivers APC to conduct the Local Government Congress of the party, pending the determination of the substantive suit. One of the counsel for the applicants, Henry Bellow, said that the ruling is a victory for democracy. He said: “I am counsel for the members of the APC who were unconstitutionally excluded from participating in the purportedly congress even after they had satisfied the conditions precedence to their participation in the congress according to APC guidelines. “They paid money for nomination forms. They paid but got to APC secretariat, it was locked only to hear winners have emerged in the congress and it is against the constitution of the party.” Meanwhile, the counsel for the APC, who was sent from the national secretariat to take over the matter, Cuturu Eddeh, accused the state legal adviser of the party, Mr. Chiwikpe Chieme, of professional misconduct, adding that he (Chiwikpe) did not have the mandate to represent APC on the matter. Eddeh said: “This matter was brought to Port Harcourt from Bori on Monday. Him (Chiwikpe) coming to say he represented the APC is wrong. He went there and made damaging comments and representation of APC. The Chairman of the Party did not instruct him to stand in for the matter. I have a letter from the national party to represent the party. ” He knows the implication of that. “Chiwikpe does not have the right to represent the APC and make any submission on its behalf; he has been suspended by the party since last year.” In his reaction on the incident, the Attorney General of the State, Emmanuel Aguma (SAN), expressed worries over the attitude of APC supporters, noting that there was an attempt to close down the state judiciary. Aguma said: “The APC supporters came here and closed the court, but youths of Rivers State came and opened it. The police behaved well except for the men of Special Anti-Robbery Squad, who were shooting at Rivers youths. “I am surprised that there were no casualties. My gratitude is to the youths of the state who came out en masse to chase the APC away. “The court was totally destroyed. The judge that came to work this morning, His Lordship Andrew Jaja was manhandled and his car totally vandalised.” “What is happening is not related to court. It is APC versus APC and they came to close the court. Tomorrow they will come to say that the state is unsafe. They are not politicians. “We are prepared to lay down our lives. Karu alone is almost like 30℅ of the state which is the most populated and is Christian dominated, also , Akwanga, N/Eggon, Kokona, Obi , Keana and Doma are heavy pulated LGAs with small size of Muslims. In Adamawa 16 of the 21 LGAs are predominantly Christians. Adamawa North and South Are predominantly Christians while Muslims are mostly in the Central |
