The truth remains that this bill not only exposes your dependency on the federal government albeit other productive regions and seeks to put an end to such parasitism but it also affirms my position that SE will aways oppose anything that benefits both the SS and SW.

The coastal highway is just the latest act of sabotage . Opposition to Obasanjo's 25% to oil producing states at which time no SE state was producing oil. You only have your marginal wells operating after Yaradua granted 13,% and you then got GEJ to grant licences to open up oil wells in the SE that are owned exclusively by SE businessmen.


The PIB is another example of your treachery .

But given that the SE and core north are filled to the brim with incompetent leadership , this would have been what they ought to correct about how VAT is collected.

Laziness and ineptitude combined is why VAT is collected at the point of production or from corporate headquarters which are all domiciled in the better South (SS and SW)


Everywhere else that VAT is law, it is charged on Point of sale.

One way to go about remediating this is by ensuring that major distributors of consumable brands are registered in their licenced state of distribution and from there the state FIRS can collect VAT directly. The harder way is to first review retail laws and have franchised outlets in every community as it's done in Europe and the US. The situation where every street has 20 provision shops will have to go in place of a licensed operator within a given radius and operating hours. In the US they have 7/11s that operate 24hrs within a block area. In Europe you have tobacconist and liquor licenced vendors operating within an area and time frame.

This is one way to get VAT directly at point of sale . The governors can mandate each vendor to operate purely cashless for certain transaction ranges.

The only drawback from this is that consumer volume in Nigeria will reduce drastically because most of these provision stores actually are the main buyers of goods from manufacturers and distributors and not the populace. If every street has about on average 10 provision shops stocking up on noodles and other essentials which they buy in bulk, you will understand how these petty traders actually boost consumption and demand of goods . The provision shops do not even make decent profit margins because they are too clustered in one area. Creating licenses for these petty traders is one way to recoup tax and declutter the over clogged market of retailers.

For airtime, this can easily be rectified by having the Telcos provide the state of location where their data or airtime is purchased and the vat applied therein.

For alcohol, the Sharia states should stop being hypocritical. Alcohol is far cheeper in the Sharia north than in the South because most bar owners there have a near monopoly and sell higher volumes than their counterparts in states that alcohol is legal. Sharia states can easily grant alcohol licenses to bar owners as is being done till this day by the Emirate council - a scenario dating back to colonial indirect rule in the north where British colonial workers had to get an alcohol and tobacco permit from the Amir claiming they suffer from a disease that requires they use both vices. Instead of the Emirs granting such licence to liquor houses which is the norm today, the state governorment should take over and if they like impose 300% VAT on every bottle sold within the confines of the drinking parlours.


This is the way forward.

Abia generates N633 million and gets N5 billion after the revenue is shared. The bill proposes that it will help them get more, which means Abia should be expecting more than N5 billion after this bill is passed. Show me how you came about that claim, or did you manufacture it from thin air? Are we going to pass the bill and wake up tomorrow to see Abia getting only N2 billion in VAT revenue when they were happy with the N5 billion? I don't think Abians want to be tricked like that

Generating something is different from receiving something, if Abia can generate 2 billion instead of 633 million that's a good thing, instead of receiving 5 billion they didn't work for that's been a liability to the government, let Abia and every other state learn to catch fish themselves instead of receiving free fish ,

I have used Abia as an example to show much they currently generate and earn after revenue is shared. Show me your own data that validates the claim that it will favor them

You said Abia genarate N663 million, ? Will Abias revenue still be N663 million if companies are to pay taxes directly to Abia and not to do headquarters?

FIRS has the data. The people proposing this reform know how much (estimates) companies in various states paid to their headquarters in Lagos as opposed to the states they’re operating in. They have data of VAT generated across various states. Why are in such a hurry to pass a bill you don’t understand?

If you know the data is available, why are you asking questions here? Let companies pay taxes to the actual location where the consumption of goods and services took place not to headquarters, if Abia gets less than 5 billion then that's what they deserve to get, you get according to your consumption period

Those is one of the misinformation against the bill. This scenario you have described is what is partially presently obtainable. What the bill is saying is that all future consumption should not be allocated to Lagos or Abuja but should be allocated to the state where it is consumed.

So if you buy a recharge card in Gboko, the tax on it should be charged to the state where gboko is located rather than allocate it to Lagos and making Lagos look like the only state with high IGR.

If headquarters are so crucial can you give the figures of just one example company? Just one example
Do you even know what the proposal is?

You don't get it, headquarters of a company will have to pay tax to the state on behalf of the company, for example dangote will pay taxes to Lagos even though he has branches all over the country

Etc will pay tax to the state government which their headquarters was registered

The bill is pushing towards it. Ensure resource control, and states have more economic autonomy. Less viable states would seek partnerships with more viable states and regional integration becomes automatic.

It's a tax reform bill it has nothing to do with resource control,
this bill will only enrich some states at the expensive of others , alot of companies have their headquarters based in Lagos and Ogun, they have distribution center all over the country , these companies will only pay taxes to the states where their headquarters is based and those states will keep the money, those states where their distribution centers are will get nothing, to be fair let those companies pay taxes to every state according to how their products are sold in each state

I will only support this Bill if the 6 geopolitical zones of Nigeria are structured to regional government and giving regional autonomy , plus resource control
