You are got it wrong. Money is required to run those courses. Since they have limited numbers of students. If any of the student stop at any level, it will automatically affects the budget to keep the course running. There must be a way to discourage students from leaving hence the policy, anyone who's not willing to follow the policy should not apply for admission in the school.
