There were strong indications last night that the Department of State Services (DSS) was planning to invite three ex-ministers and some prominent Nigerians for questioning, following their announcement by a secessionist organisation, Biafra Zionist Federation (BZF) as cabinet members.
The Federal Government was shocked that none of the people the pro-Biafra group appointed as ministers had reacted more than 72 hours after their names were announced.
The BZF had on Monday announced the formation of an interim government for the Republic of Biafra, with one Barrister Benjamin Onwuka as the President.
Some of the people listed as ministers at a press conference the group held in Enugu include former Minister of Power, Prof Barth Nnaji; former Minister of Information Prof Jerry Gana and another former Information Minister, Labaran Maku.
The pro-Biafra organisation also named other key cabinet members to include Prof. Pat Utomi as Foreign Affairs Minister; Prof. Chukwuma Soludo as governor of the Central Bank of Biafra (CBB); Mrs. Aruma Oteh as Minister of Finance and a former Personal Secretary to the late former Biafran leader Dim Chukwuemeka Odumegwu Ojukwu as Minister of Petroleum.
Other appointees are ace broadcaster, Amarachi Ubani as Minister of Information; Ohanaeze President, Chief Nnia Nwodo as Ambassador to the US; Gana as Minister of Transport; Maku as Aviation Minister; a lecturer at the University of Nigeria, Nsukka (UNN), Mrs. Mary Okafor as Minister of Trade and Industry; Benny Lar as Secretary to the Government of the Republic; Gabriel Oluwole Osagie as Minister of Education; Nnaji as Minister of Energy and Philip Effiong Jnr. As Minister of Health.
The Nation investigation revealed that the Federal Government was disturbed that none of those named as cabinet members has disowned the secessionist movement more than 72 hours after.
A top intelligence source, who spoke in confidence with our correspondent in Abuja, said: “Respected citizens such as these should not in any way be associated with acts of treason. Assuming that it was inadvertently or mischievously done, they have a duty to themselves and the nation to renounce such association.
“In this particular instance, we are worried about the deafening silence on the part of these respected citizens. What do they lose by renouncing their listing by the secessionists?”
He, however, said the DSS would wait for a “respectable period” before moving against any of them.
The source said: “If the silence persists, we reserve the right to read meaning into it, and that could lead to the law taking its course.”
Findings made at press time revealed that the activities of BZF had been placed under surveillance.
“We will not condone any act of treason anymore in this country. We have had enough of secessionist agitations under any guise.
“The BZF is under investigation and surveillance by the DSS and other intelligence agencies,” another source added.
Some of the affected people contacted last night reacted in different ways.
Maku said: “Somebody called that I have been appointed a minister of Biafra. How can somebody associate me with a micro in Nigeria? What does that tell you?
“It means there is confusion and desperation among the youths. You need to bring the youths together and reassure them that they have a future.”
A media adviser, Mr. Ike Abonyi, who spoke on behalf of the President of Ohanaeze Ndigbo, Chief Nnia Nwodo, said: “The President of Ohanaeze is presently engrossed in tackling challenges facing Ndigbo. He will not be involved in every issue. He will not give credence to any group.
Disowning the BZF, the Chairman of the House of Representatives Committee on Science and Technology, Hon. Beni Lar, said: “It has come to my notice that several media outlets published my name as being part of a Biafran declaration, to include me as a cabinet member. I dissociate myself with any such move or movement.
“As a true democrat, I have repeatedly granted interviews on the need for Nigeria to remain one, indivisible country. Long live the Federal Republic of Nigeria.”
Asked to react to his inclusion in the cabinet of the Republic of Biafra, Prof. Gana, who said he was in transit, said: “I am on my way back, I will talk to you later. I will call you back.ý”
Efforts to speak with Utomi was unsuccessful as calls and text message to his mobile number were neither answered nor replied.

Dr Nkerereuwem who expressed fears over the alarming rate of HIV/AIDS infections among married men and women in the state, said recent statistics conducted by the agency revealed that married couples surprisingly account for the highest prevalence rate of 51.6 percent while prostitutes and commercial sex workers constitute only 4 percent.
Etok, who spoke during an interactive session with journalists yesterday said most couples engage themselves in unprotected sex outside their marital home which makes them more susceptible to the virus.
“We have areas of high prevalence, before the statistics started coming we were sure that the most-at risk population will be the commercial sex workers, we were sure that this group will be the most affected but our data showed surprisingly that married men and women are the highest HIV infections with 51.6 percent.
“The commercial sex workers recorded only 4 percent while those engaged in casual sex recorded second highest with 30 percent’’ he said.
The programme Manager attributed the high prevalence rate among the couples to include denial the existence of HIV/AIDS virus and the fact that most of them engage in sex not minding the status of the other sex partners.
According to him people are still tied to the culture of marrying widows without minding what killed their husbands He identified another group which comprises businessmen and women and government who attend seminars and workshops within and outside the country with their concubines.
Etok called on residents in the state to make themselves available for testing which he said are carried out free of charge in designated place across the state.
He said his agency has recorded significant achievements in the second sphere of the World Bank HIV/AID assisted programme which ended on February 26, 2017.
These according to him include the production of and dissemination of HIV/AIDS workplace policy which provided the framework for the elimination of stigma in workplace, reducing it spread and managing its impacts .
He disclosed in 2015 AKSACA won the House of Representatives Excellence Award as the best SACA with positive impact in the rural communities in South-South geopolitical zone of Nigeria despite still being the 2nd in HIV/AIDS prevalence in the country.

The President of the Senate, Bukola Saraki, has blamed sentiments from parts of the country for the rejection of devolution of powers clause in ongoing 1999 Constitution’s review by lawmakers.
Mr. Saraki made this known when he appeared on News Agency of Nigeria Forum in Abuja.
He said that if the voting on the amendments had come months before agitations for restructuring and inciting remarks from some Nigerians, it would have scaled through.
According to Mr. Saraki, the fact that it did not pull through means that there are some Nigerians that are not sure of what it is, and a lot of people equated devolution of power with restructuring.
“This was why I said when I was in Ilorin that we should all blame ourselves because I think the commentaries by sections, groups and individuals have built a lot of mistrust.
“If the constitutional review had come like eight months ago, the devolution clause would have passed.
“I think that the sentiments, fake news and one part of the country saying they want to go and another saying they want to stay, contributed to the rejection.
“All of these issues created this mistrust as people are not sure of what it is all about and are having insinuations that some people want to play a fast one on them.
“So, those who were sceptical said they were not ready to support this and as I keep saying, we are a country of multiple religions, multiple ethnicity, which must be respected,’’ he said.
The president of the senate said that as a diverse nation with different ways of life, it was important to appreciate the concern of everyone on the state of the nation.
He said “you can’t bully people to go one way because that is the way you want it.
“The Constitution has said two-thirds; if you say two-thirds, that means you must have the buy-in of more than majority of the people.’’
However, Mr. Saraki assured that it was not the end-of-the-road for the clause in the amendment, saying that he was optimistic that if re-presented for voting, it may scale through.
He called for adequate education, awareness creation and engagement of major stakeholders on the matter.
According to Mr. Saraki, with adequate education, those with reservations will better understand the place of devolution of powers in the unity and development of the nation.
He explained that allowing states to handle functions like stamp duties, railway construction and investment, for instance, would bring to bear the benefits of devolution.
He pointed out that if Nigerians were properly enlightened to appreciate the benefits of devolution rather than the sentiments being built around the matter, the country would be better for it.
The president of the senate also explained that the lawmakers that voted against the clause and similar ones, may have taken the side of caution, not to attract the wrath of their constituents.
He urged them to use the period of the National Assembly recess, which began on Thursday, to consult more with their constituents on the clause so that when re-presented on resumption, it could scale through.
He urged Nigerians not to lose hope as such rejection was common in parliaments and was not peculiar to Nigeria.
Mr. Saraki said that important matters like devolution of power in other climes suffered the same fate, adding that in most cases, they were re-presented with adjustments after further consultations.
“I have given many examples. Even America that we copy, a lot of you must have been following in the last few months the Health Bill issue in America.
“They attempted seven times and that is just a health bill. They go, they fail, they adjust and they come back.
“They do not say because they failed, they would begin to insult everybody that did not agree.
“If we want this bill to pass, it is the same people that will have to make it pass. So, we cannot blackmail or bully them. We must convince them and get their buy-in.
“We all need to understand the process. First of all, constitutional review by its nature is not a bill that will just pass through the normal process.
“It needs two-thirds and that means they must be issues that a majority of Nigerians want.
“Secondly, because of the net effect of it, it is important that wide consultations are done. When you say all Nigerians want something, you will see it in the vote,’’ he said.
Mr. Saraki maintained that he was hopeful that devolution of powers would receive the nod of majority of the lawmakers after the recess.

Crack detectives of the Economic and Financial Crimes Commission on Tuesday and Wednesday interrogated Kabir Tafida, the Sarkin Fada of Sokoto, who also acts as the chief of staff to Sultan Abubakar Sa’ad.
Mr. Tafida was questioned over a suspicious transfer of N700 million into his account from the Sokoto State government account, people familiar with the matter told PREMIUM TIMES.
He was released on administrative bail Wednesday evening following what a source described as “unceasing pressure on the EFCC by the Sultan and the Sokoto State government”.
Mr. Tafida was first invited to the EFCC office in Abuja on Tuesday where he was interrogated by a team of investigators.
He was then asked to return on Wednesday for more questioning.
One source said the money in question was taken from the Sokoto State’s share of the Paris club refund recently made to Nigeria’s 36 states and the Federal Capital Territory, but PREMIUM TIMES is unable to independently verify that claim.
But we were able to clearly determine that at least N700million was recently transferred from the Sokoto State government account to Mr. Tafida.
The kingmaker is not known to have offered any service to the goverment, investigators said, adding, “the suspect has also been receiving huge funds from the government of Sokoto on behalf of the Sultan.”
Mr. Tafida was reportedly allowed to go home on Tuesday on self recognizance following pressure from the Sultan and the Sokoto governor, another source said.
When contacted Wednesday evening, Imam Imam, the spokesperson to Governor Aminu Tambuwal, simply said he had just learnt of the development and that the Sokoto State government would issue a statement shortly.
No such statement has been sent to PREMIUM TIMES as at 7 a.m. Thursday.
However, a top official of the state government said the N700 million traced to the Sarkin Fada “is from the government of Sokoto State and is meant for the purchase of a House for the Sultan in Abuja”.
He said the monarch lacked official residence in the nation’s capital, adding, “the matter was discussed extensively at the meeting of the state executive council and due approval granted.
“In fact, the money is captured in the state’s 2017 budget and was officially released,” he said.
But investigators said the state has to explain why the funds was transferred to Mr. Tafida’s personal account rather than that of the Sultanate.
“Also why was the money not paid to an estate agent or a contractor buying or building a house for the Sultan,” one investigator said. “As far as we are concerned, there is something suspicious about this transaction.”
The spokesperson for the EFCC, Wilson Uwujaren, could not be reached to comment for this story as his known mobile telephone lines failed to connect Wednesday evening and Thursday morning.

With no other Nigerian cities listed in the ten-city fortune club, the nation’s commercial nerve-centre automatically clinches the wealthiest spot among Nigerian major cities.
In a report by AfrAsia Bank and New World Wealth, Lagos, considered to be home to
US$120 billion Africa’s wealth, is only topped by two South-African cities; Johannesburg and Cape Town as well as Egyptian city of Cairo.
The Nigerian state is unofficially believed to be most populous too in the country.
Four billionaires in dollars are mentioned to be resident in Lagos, with 360 multi-millionaires and 6,800 millionaires.
Two Forbes-recognized wealthiest Nigerians, Femi Otedola of Zenon Oil and Mike Adenuga of Globacom reside in Lagos.
Africa’s richest man, Aliko Dangote also has investment in the city.
The report says by “Total wealth”, it refers to the “private wealth held by all the individuals living in each city. It includes all their assets (property, cash, equities and business interests) less any liabilities. We exclude government funds from our figures.”
Cities ranked below Lagos include, Nairobi in Kenya, Luanda, Durban, Pretoria, Casablanca and Accra.
While Nigeria, Ghana, Morocco, Egypt, Angola and Kenya have a city each to their fortune consideration, South-Africa has five of its cities listed, making it the richest country in Africa.

The Nigeria Police has redeployed all police officers currently serving in different formations along the Abuja-Kaduna Highway.
According to a statement by Jimoh Moshood, the Nigeria Police spokesperson, the affected officers include all junior and senior police officers.
The affected officials include “Area Commanders, Divisional Police Officers, all other Officers, Inspectors and Rank and Files serving in the Police Divisions, Police Stations and out posts situated on Abuja-Kaduna-Zaria Highways …” Mr. Moshood, a chief superintendent of police, said.
“New Area Commanders, Divisional Police Officers, other superior Police Officers, Inspectors and Rank and Files have been posted to take over from the outgoing ones,” he added.
The police said the redeployments were to ensure “total success of operations Absolute Sanity currently ongoing on Abuja-Kaduna Highway aimed at routing out gangs of kidnappers and armed robbers terrorising Abuja-Kaduna Highway.”
The highway has become notorious for kidnappings and other criminal acts despite the high presence of security operatives there.
“The redeployment is to bring in new experience and fresh impetus to the fights against kidnappings, armed robberies and other violent crimes on these Highways, and ensure full execution of Operations Absolute Sanity’s strategies in achieving the stipulated mandates of the operations,” Mr. Moshood said.
The spokesperson also confirmed that a police inspector, Idris Musa, was given post-humous promoted promotion after he died in a battle against Boko Haram.

New Area Commanders, Divisional Police Officers, other superior Police Officers, Inspectors and Rank and Files have been posted to take over from the outgoing ones.
The redeployment is to bring in new experience and fresh impetus to the fights against kidnappings, armed robberies and other violent crimes on these Highways, and ensure full execution of Operations Absolute Sanity’s strategies in achieving the stipulated mandates of the operations.
In another development, the Inspector General of Police has promoted post-humously late Inspector Idris Musa to the rank of an Assistant Superintendent of Police for act of bravery, gallantry and supreme sacrifice of losing his life in active service to his fatherland, Nigeria and the Nigeria Police Force. The late Police Officer will be remembered as one of the heroes of the Nigeria Police Force in the fight against Boko-Haram insurgency in Nigeria.
It will be recalled that Inspector Idris Musa eventually died at about 0100hrs of 24th July, 2017 from injury he sustained along with two (2) other Police Officers who survived when they came under IEDs attack from the remnant of Boko-Haram insurgents who were moving out to attack public centres, place of worships and other locations in Kano metropolis in the early hours of 23rd of July, 2017.
The Inspector General of Police has directed that the late Inspector Idris Musa be given a befitting burial.

Migrants from developing countries sent 429 billion dollars to their countries of origin in 2016, Ms Louise Arbour, UN Special Representative for International Migration, has said.
Arbour said this in her remarks to the session on the latest round of consultations on a two-day Global Compact for Migration at UN Headquarters in New York.
She said the 429 billion dollars remittances were some f the migrants’ most tangible contributions to achieving the Sustainable Development Goals (SDGs) in developing countries.
She said the remittances were more than three times larger than official development assistance (ODA), and more stable than other forms of private capital flows.
According to her, such transfers to developing countries have lifted millions of families out of poverty, while stressing the need to lower the associated transaction costs to leverage remittances for development.
Migration also provides substantial development benefits to places of destination, for both developed and developing countries, particularly through the contribution of labour migrants of all skills levels, she argued.
The senior UN official regretted that although the net benefits of migration far outweighed its costs, the public perception was often the opposite.
Arbour said “such public perceptions and attitudes negatively influence sound migration policy choices.
“This must be reversed so that policy is evidence-based and not perception-driven. Policies responding to false perceptions reinforce the apparent validity of these erroneous stereotypes and make recourse to proper policies that much harder”.
The consultation is the fourth in a series of six thematic consultations that will take place this year and feed into the drafting of the Global Compact for Safe, Orderly and Regular Migration, expected to be adopted by UN Member States in 2018.
An outgrowth of the New York Declaration, adopted at a 2016 UN Summit on refugees and migrants, the Compact will be the first intergovernmental negotiated agreement, prepared under the auspices of the UN, to cover all dimensions of international migration in a comprehensive manner.
The current consultation, conducted by representatives of Member States, UN agencies, civil society, migrants and diaspora, examined the challenges and opportunities in leveraging the economic and social contributions of migrants to countries of origin and destination.
In his remarks, Director General of International Organization for Migration (IOM), Mr William Swing, emphasized the advantages of making sure migration is considered in development planning.
Swing cited the need to ensure that migration is seen as an issue affecting all aspects of human development, including human rights, and the importance of mainstreaming migration in the broader development strategy.

FOLLOWING a WhatsApp message sent to police authorities by some young men from whom officers took N200,000, three policemen attached to Area ‘N’ Command, Ijede-Ikorodu, Lagos, have been dismissed from the Force.
They reportedly arrested the young men and accused them of being fraudsters, popularly known as ‘ yahoo yahoo boys’. The officers then forced the young men to part with N200,000 via ATM withdrawal and mobile bank transfer.
The dismissal of the policemen—Inspector Okelue Nkemeonye, with Force No. 136005; Sergeant Braimoh Sunday, 355897, and Sergeant Yusuf Olukoga—followed an Orderly Room Trial at the Zone 2 Command Headquarters, Onikan.

They were reportedly found guilty by the adjudicating officer on two charges of offence against discipline.
Police WhatsApp number
Explaining the circumstance that led to their dismissal, Assistant Commissioner of Police, Public Complaint Rapid Response Unit, PCRRU, at the Force Headquarters, Abuja, Abayomi Shogunle, disclosed that a complainant had told the unit via WhatsApp number 0805 700 0003 that he was arrested at gunpoint and money was forcefully collected from him after he was assaulted.
He said that upon receipt of the complaint on June 21, the unit dispatched its team to Ikorodu, where the three policemen, including ASP Bayo Obadia, who led the team, were apprehended.
Investigation
Shogunle said after investigation, it was found out that the allegations were true.
His words: “Upon the receipt of the complaint, a case with tracking number PCRRU637624 was registered and acknowledgement of complaint sent to the complainant.
“PCRRU investigation team was dispatched to Ikorodu where all the three dismissed policemen, including AP No. 98199 ASP Bayo Obadia, who led the team, were apprehended. PCRRU preliminary investigation revealed that all the allegations contained in the WhatsApp message actually happened.
“Also, the four police officers, who were armed on the day of the incident, falsely paraded themselves as operatives of Special Anti-Robbery Squad, SARS, despite not being posted to SARS.
Change Begins with Me Campaign
“Investigation also showed that the officers extorted N200,000 from the young men, who they tagged ‘ Yahoo Yahoo Boys’. The money was forced from them via N90,000 ATM withdrawal and N110,000 mobile bank money transfer to a third party account provided by the policemen.
“All the extorted N200,000 was recovered by the PCRRU investigators.
“The Inspector-General, Ibrahim Idris, has commended the complainant for coming forward to report the incident to PCRRU.
“He also said that all allegations of professional misconduct reported against any police officer would be treated in line with relevant laws and in keeping to the ‘Change Begins with Me Campaigns’ of the Federal Government.”

ABAKALIKI—Former Chief Security Officer to late General Sani Abacha, Major Hamza Al-Mustapha, said Nigerians should expect the end to Biafra agitations soon.
This came as the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, weekend, called on Yerima Shettima to stop his campaign of calumny against Mazi Nnamdi Kanu, as the group will not accept or condone anybody associating MASSOB with Ralph Uwazuruike or Biafra Independence Movement, BIM, in the country.

This is even as the former chairman of Police Service Commission, PSC, Chief Simon Okeke, said the agitation by the Indigenous People of Biafra, IPOB, is a reaction to the hopelessness and lopsidedness of successive governments in Nigeria.
Agitations will end soon
Major Al-Mustapha disclosed this while speaking to newsmen at an International peace campaign organised by Awareness for Good Leadership, Peace and Development, in Katsina, weekend.
He said he is working to see the end of the agitations and also working out ways on how to mend issues from within the six geopolitical zones of the North and the South.
He said he has plans to bring together all classes of Nigerians together to identify what the principles of peace is all about in the interest of the nation.
According to him, “I’m already handling that issue of agitations for Biafra. If you have been following what is going on, I’m at the centre of it. And this will come to pass pretty soon and will take a new dimension on how we can mend issues from within the six geopolitical zones or within the North and the South. You will soon see the results and that will soon come to national attention. I left there for here and I’m going back there, God willing.”
Stop campaign of calumny against Kanu
In a statement issued in Abakaliki, National Secretary of MASSOB, Comrade Ugwuoke Ibem Ugwuoke, lambasted Yerima Shettima, leader Arewa Youths Consultative Forum, for allegedly trying to deceive the people of Biafra and create disaffection among the genuine pro-Biafra groups that are committed towards the actualization and restoration of an independent and sovereign state of Biafra.
The statement read in part: “MASSOB is not against BIM or Ralph Uwazuruike. We will not accept or condone anybody associating MASSOB with Uwazuruike even ignorantly.
“MASSOB has a new leader in the person of Comrade Uchenna Madu, the former MASSOB National Director of Information. We still wish to correct Yerima Shettima that the so-called Ojukwu memorial lectures he annually attends in Owerri with tens of Hausa-Fulani people is not MASSOB programme but that of Uwazuruike-led BIM.
“MASSOB advises Yerima Shettima to stop his campaign of calumny against Mazi Nnamdi Kanu and also his propaganda of deceit to paint Uwazuruike a white saint. The people of Biafra know their leaders.”
IPOB’s agitation, reaction to state of lopsideness —Ex PSC boss
Speaking with select journalists during his quarterly news conference in his Akata House, Amichi, Nnewi South Local Government Area, Anambra State, Chief Okeke told Igbo elders and Nigerians who are castigating IPOB leader, Mazi Nnamdi Kanu, to listen to him and address some of the points he has made through IPOB activities.
Chief Okeke, however, stated that secession is not the best option for Ndigbo, rather if there is equitable governance in Nigeria and equity and fairness in doing things in the country, there will be no need for Biafra restoration.
“IPOB’s secession idea is arising from a state of hopelessness and lopsidedness that successive governments in Nigeria have kept Biafrans. The agitation for Biafra restoration is a reaction to some actions of non involvement of Ndigbo in the Nigerian governance.”
Chief Okeke blamed some Nigerian leaders, particularly former Head of State, Gen. Yakubu Gowon (retd) for the woes in the country, saying: “His creation of 12 states, instead of the regional government he met in office, has brought unnecessary agitations by different ethnic groups in Nigeria.
“Gowon created 12 States with jaundice in his head; he created the states to humiliate Ndigbo, by ensuring that Ndigbo who live near the river banks, like today’s Obigbo in Rivers State are lost to other states.”
I pray for Biafran agitation to collapse in 2019—Methodist Prelate
Meanwhile, the Prelate of the Methodist Church of Nigeria, Samuel Uche, has condemned the agitation for the break-up of the country, saying that those championing it were being sponsored by selfish politicians.
“All these campaigns that the Igbo must leave the country or that Biafra must be are all sponsored by politicians who are looking for political power,” Uche said, yesterday, in Ibekwe, Ikot Abasi Local Government Area, Akwa Ibom State, during a thanksgiving church service organised by Managing Director of Niger Delta Development Commission, NDDC, Nsima Ekere.
Uche prayed: “Any politician who sponsors people to kill others so that they can enter political office will never enjoy that office. I pray that Biafra and all those agitations will crumble in 2019. I am not PDP, APC or APGA. I am for every Nigerian. Nigerians will reject bad leaders in 2019.”
Uche spoke about “great deprivation” in the Niger Delta region and called on the Federal Government to urgently address the problem of the area.
“As a leader of the Methodist, I am saying here that we should allow this area, Niger Delta, to control its resources and pay a certain percentage of money to the centre.”
“Let us practice true federalism,” he said, adding that what is keeping Nigeria one was nothing other than oil.
“All these shouts of one Nigeria, one Nigeria is because of oil.
“If the oil dries up today, it will be to your tents oh Nigeria!”
Mr. Uche said he heard the finance minister say recently that there was improvement in the nation’s economy.
He said he believed the minister but that he would believe her the more when he sees families around him enjoy three square meals daily.
He attacked the nation’s politicians as being greedy lots.
Nigeria has enough to take care of the people’s needs but not enough to satisfy greedy politicians, he said.
“If we spend responsibly what we have, everybody could be taken care of and everybody will be happy.”
The NDDC chief, Mr. Ekere, in his remark during the church service, thanked God for His blessings upon his life and that of his wife.
Mr. Ekere asked Nigerians to continue to pray for President Muhammadu Buhari and the nation.
The event was attended by several dignitaries, including Governor Solomon Lalong of Plateau State, the former governor of Akwa Ibom State, Victor Attah; and the Deputy National Chairman of the All Progressive Congress, APC, Segun Oni, who represented the party’s National Chairman, John Oyegun

A Lagos Division of the Federal High Court on Thursday adjourned till July 26 a N100 million suit filed against Dangote Refinery Limited by a member of its staff, Martina Amosu.
Joined as co-respondent in the suit is the Economic and Financial Crimes Commission, EFCC, which has held Ms. Amosu in custody over allegations of fraud.
According to an affidavit sworn to by the father of the applicant, Martin Ushie, and filed before the court by a Lagos lawyer, Temitope Elusogbon, the deponent averred that his daughter was employed as the Head of Accounts for Dangote Refinery Limited and had been acting in that capacity since 2011.
In the course of her employment, according to the affidavit, the company periodically pays money into her personal account for disbursement to external contractors/beneficiaries and other people in accordance with the company’s instructions. Early this year, the company complained that there was double approval to pay contractors and this led to double payment, and as a result, the company instructed the contractors who had been paid twice to remit the excess payment back into the applicant’s account. Some of the contractors complied while others failed to do so, according to the affidavit. Thereafter, Dangote Refinery instructed the applicant to forward details of her personal account for scrutiny but she declined saying the details were personal and private information which the company had no right to request or demand.
The company subsequently laid a complaint with the EFCC alleging she had diverted its funds.
On June 30, Ms. Amosu was arrested, her family members threatened, and her house searched without a search warrant, the affidavit stated, adding that the applicant had been in EFCC custody ever since.
Mr. Elusogbon said he requested his client’s bail on July 1 but the conditions given were “outrageous, unfavourable and impossible” to meet. He then asked for the bail conditions to be varied, but the EFCC officials stated that they must pay N34 million via bank draft.
Mr. Ushie averred further that the money paid into the personal account of the applicant by the company were disbursed in line with the instructions of the company, but the company failed to do an auditor reconciliation of its account and the monies disbursed rather they were trying to intimidate or coerce the applicant into paying for their mistakes.
Mr. Ushie also averred that his daughter told him that all the documents relevant to a proper reconciliation of the accounts are with the company, and reconciliation is the only way the matter can be resolved and not keeping her in the EFCC cell at Ikoyi.
Consequently, the applicant is urging the court not only to declare her arrest and detention illegal, but to also declare that the bail conditions stipulated for her by EFCC as unfair and unreasonable.
In addition, the applicant while demanding for N100 million as damages for the trauma caused by the action of the respondents, urged the court to order her release from the custody of EFCC on such terms as may be specified by the court.
When the case was mentioned, Judge Chuka Obiozor while adjourning for hearing ordered the applicant to serve all the court process on both the EFCC and Dangote
Refinery Limited.

Boko Haram insurgents on Saturday killed a leader of hunters in Adamawa State, Bukar Jimeta, and three of his men.
Sources said that the men were ambushed in Dagu village, which borders Askira Uba in Borno State, while pushing back an attack on the village by the insurgents.
A local hunter who managed to escaped said the insurgents had attacked the village in large numbers but were repelled by the hunters group.
“We engaged them in a fierce battle to the extent that our ammunition got exhausted. We wanted to dodge but our commander insisted that we should continue. Seeing their (Boko Haram) sophisticated weapons, we sneaked back but Bukar Jimeta continued with the fight.
“They couldn’t kill him with gun, so they resorted to use axe on him, this was how he was killed. Indeed, we lost a gallant fighter,’’ the source said, seeking anonymity for security reasons.
Residents in surrounding villages said they were awoken by sounds of gunshots from the direction of Dagu on Saturday night.
“These hunters have been helping in mopping up remnants of Boko Haram who usually come to loot food stuff and rustle cows,” a fleeing resident who identified himself as Umaru said.
“This time, they came in large numbers with military uniforms. Hunters led by Bukar Jimeta engaged them in a fierce battle.
“He killed many before he was killed with axe. A deep axe-cut was found on his dead body,’’ he said.
The chairman of the hunters’ association in Adamawa, Usman Tola, confirmed the incident in a telephone interview.
“Though we lost one of our gallant fighters, we will not be rattled because we are fighting to defend our communities.”
Aisha Gombi, a female leader of the hunters, expressed sorrow, saying Mr. Jimeta was a fearless fighter in the war against the insurgents.
“We lost a great commander, teacher and a father that we will continue to remember,’’ she said.
The remains of Mr. Jimeta and his comrades were buried on Sunday evening in Gombi, a town recently recovered from Boko Haram.
Since 2014, hunters and other local vigilantes have joined the military and other security agencies to fight Boko Haram in North-east Nigeria.

The Centre for Democracy and Development (CDD), yesterday, released its two years assessment report of President Muhammadu Buhari’s administration.
It was titled ‘Buharimetre Mid-Term Report on the Performance of The Incumbent Administration Against its 222 Campaign Promises.’

The CDD Director, Idayat Hassan, said that the two years’ assessment report revealed that five of the campaign promises had not and could not be achieved by the incumbent administration, saying, “these constitutes broken promises.

“The promises include the commitment to end medical tourism, which has become a routine feat of President Muhammad Buhari, who is presently being treated in London for an undisclosed ailment; the creation of three million jobs annually; provision of steady power supply to Nigerians between 12 and 18 months of the administration in power; the building of one million new houses a year over the next decade; and immediate increase of national budget to health sector from 5.5 per cent to 10 per cent,” she said.

The report showed that in its first two years, the Buhari administration achieved seven of its campaign promises, including the public declaration of assets and liabilities, but frowned that the details were yet to be published.

Other achievements included presentation of National Anti-Corruption Strategy, establishment of a good working relationship with state governments in the conflict-ridden North East, neighbouring countries and the international community in the fight against Boko Haram; introduction of time-limited partial amnesty to rank and file of Boko Haram members; review of health policy; introduction of social insurance scheme; and review of structure of joint venture companies and ensuring transparent tendering process, not managed by federal ministers.

What is federalism? To use the simplest definition at my disposal, federalism is a political system in which powers are shared between two “equal” levels of government: namely national and sub-national governments. Nigeria and Brazil have a third tier — local or municipal government. These powers are fundamentally to make laws. The powers held by each tier of government are determined from country to country. That is it why it is impossible to find two countries practising federalism exactly the same way. Every country has its own peculiar formation, politics, evolution, experience, culture and circumstances.

One major factor that accounts for the differences in the practice of federalism is the history of state formation. Some countries, such as the United Arab Emirates, voluntarily agreed to form a federation. They pre-defined the terms of their engagement before consummating their political matrimony. Many others, such as Nigeria, are colonial creations. It is a case of “arranged marriage”. However, there are usually some basics across federalisms: the national government, or central government, which we call federal government in Nigeria, typically takes control of foreign affairs, monetary policy and defence. These I would describe as the “irreducible minimum”.

What then is “true” federalism? For decades, different sections of Nigeria, particularly in the south, have been campaigning for restructuring, with “true federalism” being the focal point. It is argued that Nigeria currently runs a unitary system in which most powers are in the hands of the central/federal government. Indeed, federalism is designed to accommodate diversity so that no part can lord it over the other. The diversity could be ethnic, political, religious or even historical. The federating units — called states in Nigeria, provinces in Canada, cantons in Switzerland and emirates in the UAE — are equal: they are not subordinate to the centre.

In comparison, a unitary system has an all-powerful centre and the units are subordinate to this centre. Confederacy is a different proposition altogether: it is merely an association of independent countries such that the centre is subordinate to these units. Any of the units can pull out of the union at anytime. There is no country that currently has a confederacy; it exists mainly in associations, leagues and unions, such as AU, ECOWAS and FIFA. Belgium and Switzerland are the closest to confederacy today — but without the “free exit” clause. The Senegambia confederacy, established by Senegal and Gambia in 1982, dissolved in 1989 because it just did not work.

Back to the question: what is “true” federalism? One common definition among the agitators in Nigeria is self-determination for the federating units. For example, any state that has oil should take charge of the oil, determine who mines it and under what conditions, pocket the revenue and donate a maintenance allowance to the federal purse. This should also apply to every other mineral wealth. Currently, the centre controls that. Derivation and resource control are thus among the key demands. It is also argued that states should be allowed to set up a police force, levy taxes as they may wish, and decide if they want to run Sharia or Canonical legal systems.

To achieve “true” federalism, there are also suggestions that Nigeria should be restructured to a six-zone nation in line with the current six geo-political zones: north-east, north-central, north-west, south-east, south-south and south-west. In 1963, we had four regions: north, east, west and mid-west. We currently have 36 states. Under the proposed regional structure, it is expected that the cost of running government will also come down dramatically: from 36 state governors to six regional governors, and from 36 state houses of assembly to six regional assemblies. It is also projected that the six regions will compete “positively” in development terms.

A clear argument that has been advanced over time is that in the first republic, the three (and later four) regions competed positively. The north had groundnuts, the west cocoa and the east oil palm. If one region set up a university, the others would follow suit; if one region started a TV station, others would do theirs; and such like. To return to the era of healthy rivalry, we need to return to the regions, according to the proponents of regionalism. The distortion to our federalism is generally believed to have started in 1966 when the military adopted their central command system to run the country. The military went on to do significant violence to federalism for three decades.

Now where do I stand on “true” federalism? Before I proceed, we need to get some misconceptions out of the way. There is this impression that the regions had healthy rivalry and developed cocoa, groundnuts and oil palm in the first republic because of the truly “federal” constitution, and that the 1999 “unitary” constitution stopped agricultural development. This is urban legend. I can confirm that there is nothing in the 1999 constitution that stops Bayelsa state from developing its rice potential to feed Nigeria — and even export. What has dwarfed agriculture is the oil boom (and I will discuss this in greater detail in my next article: “The Pursuit of ‘Fiscal’ Federalism”).

Actually, the three regions “competed” in the 1960s and created three TV stations, but as 36 states “compete” today, there are at least 36 state-owned stations. Those three regions also “competed” and built three universities, but 36 states are “competing” today and, the way I count, we now have more than three state-owned universities. Competition, narrowly defined, is seen as only possible between regions and not states. I object. In the south-east alone today, Abia prides itself as the SME state, Ebonyi calls itself the rice state and Anambra brands itself the home of science and technology. That’s called healthy competition, according to my English tutor.

I love the argument about reducing the number of states. Most states are not viable, it is argued, and cannot survive without the petrodollar-funded federation allocation. This is a sound argument, but it ignores two factors. One, there is no state in Nigeria that is not viable. We have reduced the definition of viability to federation allocations, yet oil-poor Ekiti can make more money than oil-rich Bayelsa through visionary leadership. What natural resources does Japan have? What allocations does Las Vegas collect? Two, states were created for political reasons, so as you collapse them into one region, you may solve an economic problem and create multiple political crises.

Let us take another look. Under the “true” federalism proposal, we are to revive the 1963 constitution and amend a few provisions to pave the way for a return to regions and provinces in place of states and LGAs. Meaning Akwa Ibom, Edo, Delta, Bayelsa, Rivers and Cross River, for example, will now have one governor. Like seriously? Kogi state will return to Kabba Province, as it was called in 1963, consisting of today’s east, west and central senatorial districts with roughly 10 ethnic groups: Igala, Ebirra, Okun, Nupe, Ogori, Bassa, Gwari, Kakanda, Oworo and Ogori/Magongo. They will be re-united under one provincial chairman. Are you joking me?!

My stand: I’m not opposed to restructuring. Change is the only constant in life. But I think we are still badly missing the point. We think our problem is the system of government; I think our problem is inept and corrupt governance at every level of government. It is not as if we have not tried state police, regionalism, etc, before. But does anyone still remember what Major Kaduna Nzeogwu said in his coup speech? He spoke about “the political profiteers, the swindlers, the men in high and low places that seek bribes and demand 10 percent… the tribalists, the nepotists…” In 1966!!! The way some people talk about the first republic, you would think Nigeria was the best thing after paradise.

That is why I am saying, yet again, that we should perform the experiment I’ve been suggesting all along: relocate Germans to Nigeria; let them come and operate the same demonised 1999 constitution; don’t change a word in the document; also relocate Nigerians to Germany and let them operate the perfect federal constitution over there; and give both sets of human beings 10 years each in their new country. Return in 2027 for development assessment. I promise you: Nigeria will turn to Germany and Germany will turn to Nigeria within 10 years. You see, our problem is not the law. It is the kind of human beings we have as leaders. Rwanda is my witness.

Heavenly Father, 36 states and FCT have just shared over N243 billion from the Paris Club refunds. Merciful Father, when the first tranche was refunded, the agreement was that 75% would be used to offset arrears of salaries owed to labourers who, you said, deserve their wages. We later found out that while Nigerian workers and pensioners were perishing, some governors were spending the money building hotels and buying up mansions home and abroad. Loving Father, please touch the hearts of these wicked leaders to clear the backlog of salaries before they start building hotels again. Dear Lord, blind their eyes to the private jets, the yachts and those tiny girls. Amen.

In 1990, FIFA suspended Nigeria from all age-group competitions for just one reason: they wrote to the NFA asking for explanations on the discrepancies in the dates of birth of Samson Siasia, Andrew Uwe and Dahiru Sadi, and we failed to reply until it was too late. Here we go again. In 2013, the Egmont Group, a global body central to the anti-graft war, asked Nigeria to make its financial intelligence unit autonomous but we ignored them. Now we’ve been suspended. If we don’t do the right thing by January 2018, we will be expelled altogether, and this will affect not just the anti-graft war but millions of Nigerians doing business abroad. Sigh.

TSA PUZZLE
Did I just read that the federal government has filed a suit seeking the remittance of $793m, “hidden” by seven Nigerian commercial banks, to the treasury single account (TSA)? Although most of the accused banks and agencies have denied hiding any money, my real puzzle is why the federal government will engage the services of a lawyer and incur legal costs on a matter that is purely administrative. Is it not as simple as writing a memo to the defaulting government agencies to remit the money and getting the CBN to discipline the banks? Why engage lawyers on such a straightforward matter? Is it just another job for the boys? Change!

CANCEL POLLS
Lagos state held polls saturday into 20 councils and 37 LCDAs. If you are like me, you would have concluded years ago that APC would sweep the poll. Why? Exhibit One: In Ebonyi, PDP won all the 13 chairmanship seats and 171 councillorship seats last April. Exhibit Two: in July, APC won all the 27 chairmanships and 287 councillorships in Jigawa. Sitting governors simply put their guys there. That is the way state “independent” electoral commissions roll. And on the issues of restructuring, can we cancel council polls and just ask governors to appoint the chairpersons and councillors? Why waste billions when we already know the results before election? Farce.

The Christian Association of Nigeria (CAN) has lauded the Federal Government’s intervention in reinstating the Christian Religious Knowledge and the Islamic Religious Knowledge in the nation’s schools’ curriculum as separate subjects.
The president of CAN, Samson Ayokunle, noted with satisfaction the government’s directive to the Nigerian Educational Research and Development Council (NERDC) to restore the subjects which was merged and put under Civic Education.
The News Agency of Nigeria (NAN) recalls that CAN had protested the fusion of the two subjects of the two dominant religions, saying it was a ploy to “Islamise” the country.
But the Sultan of Sokoto, Muhammad Abubakar, debunked the claims, saying there was no plan to “Islamise” the nation.
He said Muslims had been canvassing to make Islamic Religious Knowledge a compulsory subject in schools.
“When Umar Yar’Adua was President, Christians and Muslims leaders wrote, asking him to make Islamic and Christian Religious Knowledge core and compulsory subjects in schools.
“When Goodluck Jonathan took over, we presented a paper making the same demand which was approved, but the then Minister of Education refused to implement it for reasons best known to him,” the Sultan said.
The CAN president said in a statement in Abuja on Saturday that it was gladdening that NERDC had reinstated the subjects.
“The Federal Ministry of Education should review all the textbooks that are currently being used in schools as some of them encourage ungodly practices like masturbation.
“We appreciate all well-meaning Nigerians, the media and the civil society for their roles while the controversy lasted.
“We pray for divine guidance and wisdom for our political leaders as they lead the country,” said Mr. Ayokunle in the statement signed by Adebayo Oladeji, CAN’s Special Assistant on Media and Communications.
Mr. Ayokunle noted that the merger of the two subjects had been rejected long before the President Muhammadu Buhari-led administration took power, adding: “It is controversial, unlawful and ungodly.
According to the cleric, the reversal is an indication that there is a listening and sensitive government that is ready to reverse unacceptable policies.
He also commended the timely intervention of the National Assembly that helped to doused the tension that was generated by the policy.
Ayokunle called on the government to direct NERDC to organise a national seminar on the new curriculum with a view to addressing all the “grey”areas.
He urged state governments to recruit teachers for both the CRK and IRK especially in the North where most of the states had no teachers for the subjects. (NAN)

The Fulanis in Southern Kaduna have said 54 of their members from various hamlets were killed in the recent attacks in some communities in Kajuru Local Government Area.
They also said 15 others are still unaccounted for.
This was revealed by the Assistant National Secretary of Miyetti Allah Cattle Breeders Association, Ibrahim Abdullahi, at a press conference in Kaduna on Saturday.
The Kaduna State Commissioner of Police, Agyelo Abeh, had on Wednesday explained how the violence started.
He said some local youth “attacked a young Fulani boy grazing cattle for no known reason” and that the father of the boy “was equally assaulted when he came to his rescue” .
“The father later died in the hospital due to the injury he sustained from the youth,” he said.
The police commissioner said a total of 33 people including 27 Fulanis and six locals were killed in the violence.
Speaking on Saturday, Mr. Ibrahim traced the genesis of the crisis to an incident of kidnapping in which both the native Adara and Fulani were victims.
The Fulani leader said after the incident, they called on security agencies to arrest and bring all culprits to justice.
“We also called on our members to exercise self restraint and not to take the laws into their hands.
“Three days after we woke up with another circle of killings,destruction of Fulani and their properties in a larger proportion of which the media turned a blind eye and covering facts regarding the onslaught against Fulani.
“As at yesterday Friday 21/07/2017, we have buried 54 corpses of Fulani attacked and killed by the Adara community in Kajuru local government,” he said.
Mr. Ibrahim accused the media of “deliberate distortion of facts and biased reporting” of the attacks.
He said the Fulani are portrayed as the aggressors “while actual aggressors are mischievously being portrayed as victims.”
“This deliberate distortion and misrepresentation of facts makes us to suspect that there is a grand design and conspiracy to give a dog a bad name in order to hang it.
“We wish to appeal to our media that this misrepresentation of facts will not do anyone good,” he said.
The Fulani leader also decried what he described as the inability of the security agencies to arrest those accused of perpetrating and masterminding the crisis.
“Their names have already been handed to the security agencies but up to now they are still moving freely as if nothing happened at all.
“For the avoidance of doubt, we have the full list of all those killed, 54 in number, and ready to take you to their graves.
“About 15 others are still missing. Thousands of cows are still unaccounted for and over 500 hundred displaced persons mostly women band children whose husbands have either been killed or missing are in Kajuru and Kasuwar Magani.
“You may wish to visit them to see for your selves their plight and deplorable condition. Those insinuating that Fulani killed over 40 people should please take you to their graves,” he said

“The fact that America can produce a Trump in this day and age, it means Americans are as human as we are,” he said in a rare reflection that appeared to have mocked the US election last November.
He said he was happy about the turnout of events in the U.S. adding: ”I am not justifying what African leaders are doing. If our leaders are doing wrong, we should say that they are doing wrong.
“Trump has come so that America can be humbled, and we can also learn that lesson.”
Obasanjo spoke during the launch of the French version of a book entitled ‘Making Africa Work.’ at the French Embassy in Pretoria, South Africa, according to the News24 portal.
The book described as ”A trenchant analysis of the continent economic fault lines and a handbook of best practices to redress them,” is authored by Greg Mills, Jeffrey Herbst, Olusegun Obasanjo and Dickie Davis.
The former president pointed out that although Africa still needs foreign direct investment, it is time for the continent to show the rest of the world that it can take charge of its own future.
“Nobody can do it for us, and it is all of us, and if we do it, we will get it right,” he said.
