Based on Brazil's quarantine rules the only way Fred could have played in Brazil is if he had left the UK 2 weeks before the world cup qualifiers.

And after the qualifiers he would have had to quarantine in the UK for 10 days before returning to training.

The EPL clubs are happy to pay that price cos the alternative is that they release the players but then are subject to the UK rule that demands 14 day quarantine when the players come back.
