MOSOP President/Spokesman, Dr. Goodluck Diigbo said the demand was not supported by any expertise review, which is required to adopt the report. In a statement to an ill-planned occasion for the visit of Nigeria’s Minister of Petroleum Resources, Mrs Diezani Alison-Madueke today, Friday, August 8, 2014 in Bori, Diigbo said there was no short-cut to implementing an environmental impact assessment study (EIAS). “Those individuals demanding $100 billion did not receive any authorization from the Ogoni people. The general public is advised to discountenance the ridiculous demand, for it has no basis in reality,” he noted. “I heard that a group of people in Port Harcourt, about 35 miles from Ogoniland, described as indigenes of Ogoni have demanded $100 billion for restoration in connection with“ pollution”. To determine financial costs and several other impacts related to petroleum devastation in Ogoni can only be possible when the United Nations Environmental Programme assessment process reaches the execution stage,” Diigbo explained. On August 4, 2011, the United Nations Environmental Programme (UNEP) had released an assessment report on Ogoni, considered the worst environmental petroleum devastation in history. On behalf of the Ogoni people, I repeat my call for the review, which is to provide for making alterations in the UNEP Report and setting out proper scientific study to authenticate the report. Such alterations in, and additions to updating are necessary to bring its findings, both in substance and in form, into compliance with four broader EIA requirements: 1. Due Process for the conduct of an Environmental Impact Assessment Study (EIAS) 2. Guidelines for Implementation of authenticated EIAS 3. Conditions for EIAS Implementation Process 4. Statutory Implementation or execution through Legislation At the end of this meeting, Madam Petroleum Minister can return with the message to the President that Ogoni people want the UNEP Report to undergo proper and satisfactory expertise or know-how review, as sometimes called. The review if successful, will lead to compliance with the prerequisite Due Process, which is the number requirement. The stakeholders will then come together to determine guidelines for implementation. The stakeholders will have to follow-up the guidelines with working out an agreement on conditions for implementation. After that agreement is reached, a legislative procedure will be considered and recommended by the stakeholders. There is no short-cut to implementing an environmental impact assessment study. There is no Nigerian way, which can’t be the way. Diigbo said the number of churches involved serves as an indication that seeds of political freedom and liberty are growing in Ogoniland, following the Self-Government Declaration of August 2, 2012. Addressing the congregation at Mount Zion Holy Ghost Church, Bane – the hometown of late Ken Saro-Wiwa, who founded MOSOP, Dr. Diigbo said the Ogoni Self-Government is a commitment to correct specific acts of deprivation, particularly the denial of the Ogoni control over Ogoni wealth and natural resources. At the God Action Missionary, Bori, he explained that as the Ogoni population multiplies, no central government, even within Ogoniland, could alone provide the effective sense of control and direction required for peace, security and development. On Thursday, August 2, in a live broadcast on a newly established radio station, Voice of Ogoni, Diigbo had, on behalf of the Ogoni people, declared a political autonomous Republic of Ogoni, saying: “By this declaration of political autonomy, we, the Ogoni people, are determined to enforce the United Nations Declaration on Rights of Indigenous Peoples without fear or retreat.” Explaining the rationale behind the declaration, in a statement signed by Tambari Deekor, MOSOP Media's Associate Editor, Diigbo said they were “acting with legitimacy to reclaim all of our rights, without exception.” “The urgency behind the declaration is that self-government for Ogoni was overdue, in view of many important issues bordering on indigenous rights of the Ogoni people being tampered with now. All Ogonis are free to contest. OCIA was formulated to enforce the United Nations Declaration on Rights of Indigenous Peoples. In a message to a meeting of aspirants held in Teyork, MOSOP President/Spokesman, Dr. Goodluck Diigbo today welcomed the fact that more Ogonis are organizing themselves to end all forms of discrimination and oppression against them. Diigbo described the electoral process as a mandatory community based elections, with a three-step electoral process in which the college-elected district leaders are to elect the Central Authority President and the custodians of traditions, otherwise called lawmakers. Diigbo indicated that initial statistics show that the authority will kick-off with 300,000 jobs, including those already serving in the Rivers State public service, local government councils, all able working Ogonis that were victimized and forcefully retired since 1993 because of their role in the Ogoni struggle, and other village jobs in many areas that are often not documented. He announced the setting up of: Skills Development and Employment Agency chaired by Rev. Joseph Tor-ate of Gokana Kingdom, Hon. Patience Chitte of Eleme Kingdom as Administrator and Hon. Dumkui Nnelo of Bori National Territory as the Administrative Secretary. The agency is to supply data to guide OCIA in its labor planning, recruitment and management. The United Nations Declaration on Rights of Indigenous Peoples says in article 3 that: “Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development;” while article 4 states that: “Indigenous peoples, in exercising their right to self-determination, have the right to autonomy or self-government in matters relating to their internal and local affairs, as well as ways and means for financing their autonomous functions.” Diigbo added that the Ogoni Central Indigenous Authority, which shall be inaugurated, soon; shall consult and cooperate in good faith with the national government of Nigeria. The Ogoni Freedom Remembrance Month ended on the 6th of June, 2012. There were various events during the Month, including religious activities and village to village consultation and sensitization on the role of the OCIA. |

The report titled: Police May Arrest MOSOP Leader was published on Friday, April 13, 2012. Diigbo said the report is threatening, intimidatory, hateful, anonymous, fabricated, and double-edged report leveling wild charges without any basis in facts. The timing of the report is very troubling. Diigbo wants the police to test the motive and probe the existence of: The Ogoni Patriots credited with a petition fishing for crimes to incriminate him. “The charges distract and try to undermine MOSOP and the Ogoni people at a time they want Ledum Mitee, who held MOSOP hostage for 14 years to account for missing money. The Leadership newspaper reporter is a close friend of Ledum Mitee: one Mr. Anayo Onukwugha, in Port Harcourt. “I do not see how the false report will help the Ogoni people in the pursuit of equity, fairness and justice? Who does it benefit: The Police, Government or Leadership Newspaper? It therefore deserves urgent action. It is this kind of report that contributes to the negative belief that the police in Nigeria are neither effective nor credible. Falsification of crimes can make it more difficult to fight crimes,” Diigbo stated. Dear Acting Inspector General of Police: On behalf of MOSOP and myself, I write to ask you sir: the Acting Inspector General of Police, Mr. Mohammed Abubakar to investigate how the report titled: Police May Arrest MOSOP Leader came about. The report is threatening, intimidatory, hateful, anonymous, fabricated, and double-edged and double-edged. Yet, it is able level various crimes against my person in a democracy. Even if the publicity so far generated may prove useful to MOSOP’s call for reckoning and accountability, the image of Nigeria is further jeopardized. It is not good either for the police, and all these can be addressed by determining how a body that does not exist, the socalled The Ogoni Patriots can write petition; fishing for crimes to incriminate me. The dangerous nature of this piece of journalism makes it inexpedient to ignore the frantic charges. The timing proves that it is an exigency media package to benefit frauds and corruption. The con report trickily camouflages the police powers of law enforcement to intimidate me, and to attack MOSOP by setting me up for junta-style persecution. The report inadvertently gives the appearance that the office of the Acting Inspector General of Police is coming after me. It is very clear that this is meant to distract the public as MOSOP Alerts President Goodluck Jonathan of massive frauds in MOSOP. The investigation of the report can correct the public perception that someone involved in frauds may want to use the police as a tool to cover-up. The report is published at a time that the Ogoni people want to hold Ledum Mitee and Prof. Ben Naanen accountable for missing funds. The author of the Leadership report is Ledum Mitee’s friend: Anayo Onukwugha. He operates from the newspaper’s office in Port Harcourt. He has developed a pattern. Indeed, a truly daily publication is it; but it can do better, to positively lead in the just cause of the Ogoni people. It can balance its report to inform and educate, which is how it can possibly influence the economic, political and social reforms process in Nigeria. Instead, to try to create leverage for Mitee and his cohorts at a time there is urgent call for accountability. The police authorities can discover who The Ogoni Patriots, if not Anayo Onukwugha. It is not the first time and the Police in Port Harcourt, Rivers State are familiar with Ledum Mitee’s masked petitions. Can falsification of crimes benefit the Police, Government or Leadership Newspaper? Media falsehood, no matter who is involved cannot help the Ogoni cause, while at the same time demanding for equity, fairness and justice? My background in journalism – 14 years of practice, teaches me that the Leadership report in question is unethical, and a complete betrayal of public trust. Journalists enjoy press freedom in public trust. To earn public trust, it is part of the media’s responsibility to expose crimes with facts, not to create facts in order to report crimes that did not happen. I implore the Nigeria Police Force, particularly the Acting Inspector General of Police to kindly investigate the report in question.
