Dangote Group, controlled by Africa’s richest man, Aliko Dangote, plans to invest $3.8 billion in sugar and rice and $800 million in dairy production in the next three years as the company seeks to expand and deal with a shortage of dollars in its home market of Nigeria.

The conglomerate plans to increase its production of sugar to 1.5 million metric tons a year by 2020 from 100,000 tons now and is seeking to add 1 million tons of rice, Edwin Devakumar, executive director at Dangote’s industries unit, said Tuesday in an interview in Lagos, Nigeria’s commercial hub. The company also plans to have 50,000 cattle producing 500 million liters of milk a year by 2019, he said.


A lack of foreign exchange means companies are struggling to pay for imported goods, increasing the burden on local agriculture to meet demand for food from Nigeria’s population of more than 180 million, Devakumar said. “All raw sugar has to be imported today, same thing for flour milling,” he said.

Dangote, whose cement unit is Nigeria’s biggest listed company, has been investing in agriculture as the country’s government seeks to diversify away from oil, which accounts for 90 percent of the nation’s export earnings and the bulk of revenue. The economy, which plunged into its first recession in a quarter-century last year amid falling crude prices, is forecast by the World Bank to expand by 1.2 percent this year.

The company has established Dangote Rice Ltd. and will list the unit on the Nigerian Stock Exchange “at the appropriate time,” Devakumar said.

Dangote plans to cultivate 350,000 hectares (864,850 acres) of land for sugar cane and add 200,000 hectares for rice, according to the executive director. The company has ordered five plants for sugar milling and 10 for rice from Switzerland to be located in the north of the country, he said.

Sourcing Funds
The Lagos-based company will finance the projects through “internal resources or equity funding” and loans from banks and export-credit agencies, Devakumar said. The funds will be used mainly to procure “farm-development equipment” as well as sugar and rice mills, he said.

Dangote is “at the planning stage’’ to invest in other agricultural projects including production of soybean, oil palm, palm kernel and corn, according to the executive director. It will support rice cultivation by supplying high-yield seeds, pesticides and fertilisers to contract farmers, he said.

Aliko Dangote, 60, has a net worth of $12.1 billion, according to the Bloomberg Billionaires Index. That ranks him just inside the top 100 worldwide.

People cover their noses at the stench of death in the Crystal Church of God in Owode Onirin, just outside Lagos, where bloody clothes, drums, bibles and hymn books still litter the bare floor.

Three days earlier, four worshippers were killed as they prayed, in the latest murders blamed on a shadowy gang dubbed the Badoo, believed to have killed 30 people since June last year.

So-called “cult killings” — gang violence often fuelled by drugs and belief in black magic — are not a new phenomenon in Nigeria, which is nearly evenly split between a Muslim north and Christian south.


Crime often spikes during times of economic hardship.

But the murders by the Badoo are making headlines because of their increasing frequency and the manner in which victims are dispatched.

“They must have scaled the fence and hypnotised the victims before carrying out their deadly act,” Israel Ojobaro, an engineer who lives on the church premises, told AFP.

“Two women and two children, including a nine-month-old baby, had their heads smashed with a grinding stone.”

The gang then moved to another church on the same street to steal money and mobile phones.

“They must have used (magic) charms as no one noticed when they entered the church. By the time the worshippers were awake, their phones and money had been taken away,” said church head Taiwo Adesanya.

– Drain victims’ blood –
Fear and a lack of faith in the police to protect them has prompted residents to watch over their communities. Every night, bonfires are lit on the streets between 10:00 pm and 6:00 am.

Anyone caught on suspicion of being a member of the gang is immediately lynched, locals said.

Police say vigilantes have killed at least 10 suspects in the last month. Innocent people have been targeted.

The Badoo saga started last year when a female schoolteacher was raped and killed in the Ibeshe area of Ikorodu, which lies 10 kilometres (six miles) from Lagos across the lagoon as the crow flies.

The woman’s skull was smashed with a stone. Before leaving, the gang wrote “Badoo” on the wall. Since then, there have been similar killings across the town.

Members of the gang are believed to have magical powers which they use to mysteriously appear and disappear during attacks.

“Initially, we thought (the Ibeshe case) was just a case of robbery,” said resident Olubare Ademola.

“But we began to take them more seriously when we realised they have been using the same style.”

Last month, a man, his 28-year-old wife and two children, were killed in the Odogunyan area of Ikorodu. Other killings have occurred in quick succession.

The gang is said to drain the blood of their victims into a calabash or gourd, then soak it onto a white handkerchief.

“The rumour is that Badoo sells the blood-stained handkerchief to ritualists who use it for money and power charms,” said Babatunde Ogunyemi, a traditional chief in Ibeshe, in the south of Ikorodu.

“Each handkerchief costs 500,000 naira ($1,600, 1,400 euros). This explains why Badoo usually wipe out an entire family in order to make more money.”

Local people in Ibeshe have turned to traditional methods to fight the gang and claim to have driven them from the area after making animal sacrifices to local deities, according to Ogunyemi.

– 200 suspects arrested –
Despite the prevalence of Islam and Christianity in Nigeria, belief in black magic (juju) remains widespread, particularly outside the main cities.

A joint military operation has been launched to flush out a number of gangs from in and around Ikorodu, where schoolchildren have also been kidnapped.

“We received an intelligence report that some cultists (gang members) were trying to form an umbrella body called ‘777’ and we quickly moved in to abort it,” a senior army officer told AFP on July 7.

As he spoke, soldiers jumped down from a convoy of pick-up trucks and ran towards the Ikorodu creeks in search of suspected Badoo members and other gangs.

“It’s going to be a continuous exercise until we are able to make the communities safe and secure,” the officer said.

The police in Lagos state said they had arrested and were interrogating some 200 suspects over the Badoo killings.

“Those with no case to answer will be released,” said police spokesman Olarinde Famous-Cole.

Lagos state governor Akinwunmi Ambode met with traditional rulers in Ikorodu last week and urged them to collaborate with his government to “arrest this situation as quickly as possible”.

At least 15 people were killed when four female suicide bombers detonated their explosives in Maiduguri, northeast Nigeria, police said on Wednesday, in the latest violence to hit the strategic city.
Borno state police commissioner Damian Chukwu told reporters the four struck in the suburb of Molai Kalemari on Tuesday night and that most of the victims were civilian militia manning security posts.

“The bombers detonated IEDs (improvised explosive devices) strapped to their bodies at different locations of the area, killing 19 people, including the bombers,” he said.


“A total of 23 people were injured.”

Bello Danbatta, a spokesman for the Civilian Joint Task Force (JTF) militia and chief security officer at the Borno State Emergency Management Agency (SEMA), said it appeared his men were the targets.

Two of the bombers blew themselves up at checkpoints manned by militia members, who assist the military with security and sometimes accompany soldiers on operations against Boko Haram jihadists.

“In all we lost 12 of our gallant JTF,” he said.

He added: “Civilian JTF have sacrificed their lives to protect their people and the life and property of the citizens of Borno state.

“We sacrificed our life, inshallah (God willing), we continue to fight this insurgency.”

SEMA operatives in face-masks and white overalls were on Wednesday seen removing body parts from the scene of the attacks. Victims were covered with rugs awaiting burial, as local people looked on.

Suicide bombings have become a feature of Boko Haram’s eight-year insurgency in northeast Nigeria, which has killed at least 20,000 people and made more than 2.6 million others homeless.

Young women and girls have frequently been used to attack security checkpoints, as well as civilian “soft targets” such as mosques, markets and bus stations.

Nine people were killed in a string of suicide bomb attacks in the city last month around the Eid al-Fitr holiday marking the end of the Muslim holy month of Ramadan.

The University of Maiduguri, which lies on the edge of the city, has become a frequent target since the start of the year, as it teaches the “western” education despised by the Islamic State group affiliate.

Nigeria’s military and government maintain the group is a spent force and on the verge of defeat as a result of sustained counter-insurgency operations since early 2015.

The Lagos Police Command says it has arrested eight persons alleged to be involved in a clash that led to the destruction of property in Idi-Oro, Mushin.

The command Spokesman, ASP Olarinde Famous-Cole, confirmed the arrest to the News Agency of Nigeria (NAN) on Monday.

Famous-Cole said that the Commissioner of Police, Mr Fatai Owoseni, had also deployed more police personnel to ensure peace in the area.

He said the suspects, who were arrested in Idi Oro had machetes and axes in their possession

“Normalcy has returned to the area and there is a heavy police presence there.

“The public should go about their business. There is a free- flow of traffic in the area now,” Famous-Cole said.

NAN learnt that a quarrel which occurred among some residents in Alamutu area of Idi-Oro in Mushin on Sunday degenerated on Monday morning, leading to destruction of property.

The police had to deploy men of the Rapid Response Squad to bring the situation under control.

Sixteen–month–old Arthur Moffat was recently diagnosed with an acyanotic congenital heart defect.
Authur, who is being managed with an anti-failure medications, requires N5million for corrective heart surgery.
According to a Medical Report signed by a consultant paediatric cardiologist, Olabisi Onabanjo University Teaching Hospital, Saganmu (OOUTH): “ An echocardiography study done on Authur at 15 months of age revealed perimembranous VSD with pulmonary stenosis. He has been managed medically with anti-failure medication and his condition has also been complicated by failure to thrive despite optimal medical management. As such, surgical repair of the defect is advocated.”

His mother, Mrs. Victoria Moffat told The Guardian that when he was one month old, his growth became stunted.
“The symptoms still persisted so we were referred to OOUTH, where a heart x-ray and ecogram were done twice. We were told he has a hole in the heart and that he needs surgical treatment in India,” she added.
She is, however, appealing to well-meaning Nigerians, corporate organisations, non governmental organisations and the government to help save her son’s life.

The Commissioner of Police in Lagos State, Mr Fatai Owoseni, said the command was working with sister security agencies to arrest the suspected militants that killed four policemen, an army captain and a civilian today.

Owoseni made the promise in a statement on Sunday while responding to the killings by militants in Isawo area of Ikorodu in Lagos state.

His statement, the first by any top security official clarified earlier reports that two soldiers were killed.

The commissioner said that the officers were killed while trying to rescue some people abducted by the unidentified gunmen.
“At about 1a.m of today Sunday April 9, the Police received distress call that a group of militants/kidnappers had entered Owutu-Isawo in Ikorodu through the thick swampy forest surrounding the area.

“They were reported to have kidnapped some residents. In response, the Police and the Army immediately mobilised personnel to the area, where the kidnapped victims were rescued.

“Sadly, however, five out of the gallant, brave and patriotic officers lost their lives during the rescue operation. One of them is a Nigerian Army Captain, while the remaining four are Policemen. One of the residents in the area also died.

“We pray that the God Almighty reward their loyalty to the Nation with Paradise and grant their souls peaceful rest.

“We also pray that God gives their respective families the courage to bear the loss,” Owoseni said.

“The Command will like to assure the public that with synergy from sister security agencies, the criminal elements involved in this dastardly act shall be apprehended and made to face the full wrath of the law.

“ We will continue to rely on the good people of Lagos State for useful information and their partnership,” he said.

The commissioner said that the officers were killed while trying to rescue some people abducted by the unidentified gunmen, stressing that one army Captain and a civilian were among the six persons killed.

Some unidentified gunmen on Sunday abducted Mr Gabriel Odu-Orji, the Cross Rivers Commissioner for Water Resources at Effionawan street in Mayne Avenue area of Calabar South.

An eye witness, Mr James Ibri, told the News Agency of Nigeria (NAN) that five gunmen came in a blue Audi car and picked Odu-Orji away as he stepped down to eat in a restaurant.

Ibri said that the gunmen dropped their car and ordered the Commissioner into his Prado Jeep and drove away with him.

“At around 12 pm today, I was in front of one restaurant waiting for a friend when the Commissioner for Water Resources stepped down and was approaching the restaurant.
“Before he could get into the restaurant, some well-armed men numbering about five came in a blue Audi, parked their car by the road side and ordered the Commissioner into his car and drove away.

“Those guys were kidnappers because they wore mask to hide their faces,’’ he said.

ASP Irene Ugbo, the State Police Public Relations Officer, confirmed the incident to NAN in a telephone interview.

“We have received a complaint about the abduction of the Commissioner for Water Resources. He was kidnapped and taken away in his Prado Jeep today.

“We have deployed our men from the command and those from the intelligence department to all routes in the state with a view to release him.

“As we speak, all check points are thoroughly manned by our men to ensure that he is released safely,’’ Ugbo said.

Mr Emmanuel Ogidi, National Vice-Chairman (South-South) of People Democratic Party (PDP), said outcome of Thursday’s stakeholders’ meeting revealed that National Chairman, Sen. Ali Modu Sheriff, lacked capacity to lead the party.

Ogidi stated this in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.

He said that walking out on former President Goodluck Jonathan, governors, Board of Trustees (BoT) members and other prominent party leaders at the Abuja meeting “revealed the character of Sheriff and spoke a lot about him”.

According to him, Sheriff’s conduct on that occasion was not just disrespect for Jonathan but a proof that he cannot be trusted.
Sheriff had told newsmen that he walked out of the meeting convened by Jonathan to find solution to the party’s leadership crisis because he was not allowed to address the session in his capacity as national chairman.

Ogidi said that Sheriff had obviously showed that he was not competent to lead the PDP “and even to be chairman or head of a village meeting”. He said exhibiting such action in the presence of Jonathan who granted him a waiver into the party was condemnable.

“Sheriff showed that he is not a PDP member or a party man. Sheriff did not know what PDP went through for 16 years. “Who is Sheriff and when did he join​ PDP? It was the same Jonathan that he disrespected that day, who gave him a waiver to join.

“He is not a member of the party; he does not understand how the party works. “The former president convened a meeting, and by his status and capacity, everybody responded.
“Former Senate Presidents, David Mark and Adophous Wabara and others, including former national chairmen, were all there. Who-is-who in PDP were there as well as the founding fathers of the party.

“If Sheriff was an intelligent man, he shouldn’t have done what he did. Even the small supporters he had, he disappointed them; some of them felt so bad. “If he was a party man he wouldn’t​ have done that.

“Let us take for granted that we in PDP offended him, is that how to treat the party? “I haven’t seen where a man is bigger than the party. Your community can offend you but you cannot do anything to your community,” Ogidi said.

He recalled that PDP had in the past had issues with its national chairmen at different times, even at conventions, and they were resolved amicably. “Even when Chief Audu Ogbe, a former chairman of the party, had issues with former President Olusegun Obasanjo, he didn’t behave like this.”

Ogidi said that Sheriff was acting national chairman, whose substantive position was being recommended by the National Executive Council for endorsement at the May, 2016 national convention.

“He was never a chairman,” he said. He, however, urged members of the party to rise now and speak up, saying “this is the time to speak”.

No fewer than five policemen and two soldiers, including an army captain were killed by suspected militants early Sunday morning in Ikorodu Area of Lagos.
Sources told the News Agency of Nigeria (NAN) that the bodies of the victims had been removed. The slain Captain was simply identified as Muhammad. There has been no official confirmation of the killings yet.
NAN gathered that the existing presence of the Joint Task Force called Operation Awatse did not deter the militants from operating in the area they were driven away from about a year ago by members of the same task force.
NAN also gathered that the militants had struck at Woodland Estate close to Ishawo Creeks and engaged the security personnel, soldiers and the police, in a gun duel. “At the end of the gun duel, five policemen and two soldiers were reportedly gunned down by the militants,” the source told NAN.
It was unclear if there were any casualties on the part of the militants, although security forces were said to have reinforced and stormed the area for reconnaissance and possible counter-action.
When contacted, the Lagos State Police Command Public Relations Officer, ASP. Olarinde Famous-Cole, said he was still gathering information on the matter adding that a statement would soon be issued.
Also, the spokesperson of the 81 Division, Nigerian Army, Lt. Col. Olaolu Daudu said that a statement would be released on the incident later.NAN recalled that, on March 13, 2017, it reported the return of the militants to the area.
Residents said they lived in palpable fear. The militants, whose stocks in trade are kidnapping and oil theft, were chased out of the area in Aug. 2016 by the Task Force, after several bloody clashes in the community.
Scores of people were killed during the clashes between militants and residents of Isawo community before the joint military task force was deployed in the area. Famous-Cole told NAN in March that the command was re-strategising the security arrangements in the state, including Ikorodu area.
He said more police patrol teams would be deployed in the area, and urged residents to provide useful information on the activities of the hoodlums. The Flag Officer Commanding, Western Naval Command, Rear Adm. Fergusson Bobai, told NAN: “I don’t have any report yet to suggest that militants are back in those areas.
“But Lagos State Governor, Akinwunmi Ambode, has approved the return of swamp buggies to open up the creeks in those areas to enable the security forces carry out in-depth patrols. The swamp buggy is a motor vehicle used to traverse swampy terrain.
Buggies are able to move about on dry land, shallow mud, sand, shallow water and deep mud. The Inspector-General of Police, Mr Idris Ibrahim, on Aug. 4, 2016 visited Isawo creeks and was briefed about the activities of the militants.

The United States is vowing to keep up the pressure on Syria after the intense nighttime wave of missile strikes from U.S. ships, despite the prospect of escalating Russian ill will that could further inflame one of the world's most vexing conflicts.
Standing firm, the Trump administration on Friday signaled new sanctions would soon follow the missile attack, and the Pentagon was even probing whether Russia itself was involved in the chemical weapons assault that compelled President Donald Trump to action. The attack against a Syrian air base was the first U.S. assault against the government of President Bashar Assad.
Much of the international community rallied behind Trump's decision to fire the cruise missiles in reaction to this week's chemical weapons attack that killed dozens of men, women and children in Syria. But a spokesman for Russian President Vladimir Putin warned that the strikes dealt "a significant blow" to relations between Moscow and Washington.
At the United Nations, Russia's deputy ambassador, Vladimir Safronkov, strongly criticized what he called the U.S. "flagrant violation of international law and an act of aggression" whose "consequences for regional and international security could be extremely serious." He called the Assad government a main force against terrorism and said it deserved the presumption of innocence in the chemical weapons attack.
U.S. officials blame Moscow for propping up Assad.
"The world is waiting for the Russian government to act responsibly in Syria," Nikki Haley, the U.S. ambassador to the U.N., said during an emergency Security Council session. "The world is waiting for Russia to reconsider its misplaced alliance with Bashar Assad."
Haley said the U.S. was prepared to take further action in Syria but hoped it wouldn't be necessary.
The official Saudi Press Agency reported that King Salman complimented Trump in a telephone conversation for his "courageous decision."

On Friday, senior U.S. military officials were looking more closely at possible Russian involvement in the poison attack. Officials said a drone belonging to either Russia or Syria was seen hovering over the site after the assault earlier this week. The drone returned late in the day as citizens were going to a nearby hospital for treatment. Shortly afterward, officials say the hospital was targeted.
The officials, who insisted on anonymity in order to discuss the sensitive matter, said they believe the hospital attack may have been an effort to cover up evidence of the earlier assault.
