The fact that they are still modifying the design of this road makes me agree with Donald Duke. You cannot have a good cost estimate of such a project until the design is at least 90% assured. There are valid concerns about the terribly swampy terrains between Delta, Rivers and Bayelsa states, even international oil companies have major issues with their pipeline right of way in these terrains and sometimes have to use very advanced technologies to maneuver the terrain or preferably, they avoid the swamp completely. The pipeline RoW network in the Niger Delta pose another serious risk to the project as there are many oil and gas pipelines crossing from shallow water facilities to onshore facilities in these areas I bet that the cost of these swampy sections have not been properly estimated and this will likely pose a significant challenge to the project..

These roads run through villages and farms of the local people. These are their community corridors and as far as the roads are not in use, you cannot stop the villagers from using it for their insignificant local needs. How does a local farmer drying cassava on the road affect the road's integrity in any way? and once the roads are put in service, the villagers will stop the practice. This is a very irrelevant and trivial observation.
