It was the lack of understanding of the word self government that was the problem while they did not join. And the occupation by Nigeria..

Self government means you have control over your resource and land..

India, Philippines, Ukraine, Belarus, New Zealand were not a country when they join the United nation.

When India became self government under britian, it join the united nation.. and became independent year after in 1947.
