We have a body that does that and that body is NSCIA. Sultan is the leader of the council, that is why he talks about Muslims in all regions in Nigeria, but Nigerians are making it looks like the Sultan is just putting his mouth in things that should not concern him. (The body is for all related Islamic affairs in Nigeria, not just about moon sighting).

What is the full meaning of prediction?
A prediction is what someone thinks will happen. A prediction is a forecast, but not only about the weather. Pre means “before” and diction has to do with talking. So a prediction is a statement about the future. It's a guess, sometimes based on facts or evidence, but not always.

What am stating about when the moon will come out in a location at a particular time is a #FACT not a prediction.. technology has cancelled the uncertainty unless we want to keep on desive ourselves.there is a stark deference between a prediction and a fact.. prediction is not sure ,a fact is sure ..thats what it is when it come to moon sighting this days in astronomy/astrology , through technology.

Oga it has to do with tribalism because all this started by you guys saying why should a Fulani man be the one to announced the commencement of Ramadan.
1) It is a prediction, because however you want to define it you must put prediction and prediction is prediction not absolute no matter how accurate it maybe you must verify it physically.
2) you said nowhere in the Quran or Hadith bestowed anyone. That is not true > "O you who believe! Obey Allah and obey the Messenger and those in authority among you."

This Ayah is interpreted to include leaders who are responsible for communal decisions, such as the announcement of Ramadan. Therefore, it is customary for Muslims to follow the announcement made by their local or national Islamic authority. And if as a Muslim you decided to over do na you sabi.
3) Yes everybody is encouraged to look for the moon, it's not a must that it has to be Sultan, but if as an individual you are able to sight the new moon then the council through the local authority will have to verify your statement.
Now you said the Arabs don't announce the sighting of moon, it's not true also. If you have an X account search I think it's @Haramain and you see that they do.

If everybody decided to do as he wishes then so many people will either fast for more than a month or less than that.

No2,no where in the Quran nor the Hadiths is anyone bestowed with the Authority of sighting moon and anouncing when others should start fast or end fast ..no where .
No 3,with the aforementioned,you yourself can look up to the sky in the wee hours of morning or late in the late and do your observations if you no see the crescent no fast ..wait till the next day..

You lots are so funny ..some of us have traveled to many Arab countries and this practice of announcing moon sighting is not done anywhere.

Prediction is not absolute, you guys claim to be civilized but don't understand what prediction means. Did the Saudi that you are talking about not adjusted their calendar in the 21st century (less than 10 yrs self)? Tribalism has eaten you guys up that anything and everything has to do with it. I know you got blinded by tribalism not that you didn't know what prediction means. seek for help cause it's a disease that is rooted in the heart. This is the problem I have with people who are literate but act ignorant in the name of religion...even calendars in Saudi Arabia has the date of the start of Ramadan stated already...the calculation on sighting of the moon in any region of the world is 100% correct..no Muslim need anyone to tell him or her when to start fasting..nor did the Quran say someone has to see the moon and tell you when to fast ..the Sultan has no authority on that, technology has taken over that..heck Bashir we have satellites up there and man has been to the moon.. knows it's velocity, knows it's trajectory, Islam and the Arab world were the leaders in astronomy but wahabiss type of Islam killed it because someone want to claim know it all in Islam..also when i was young northern Muslim starting day of Ramadan or ileya was a day different.. didn't know how it got to be same day..even kanuri don't follow sultan announcements.

No it will not affect you my brother. Imagine a friend of yours is getting divorce and the case is settled at the court, or a friends family are to share inheritance etc pls how will that affect you?
And we don't amend religion to suit others as it is the law of the creator. What today's people want will not be the same as what our children will want, then if keep changing base on what we want as a humans then it's no longer a religion of the Most High but that of the people. Example is the western world look at how they behave now, a man will just wake up and change his identity to a Dog, or man will decide to marry a fellow man or a girl will walk around half naked and will say my body my choice.

However, shariah affects me negatively that's why I'm against it. You don't shariah when you have government courts. Well, panels are not bad since they are legal instruments too.
