Don't meet soldiers that you know, go to any barracks around, request to see their GOC or any high ranking officer, he'll give you some soldiers, then those soldiers can't be petitioned.. They'll come with rifle, not pistol.. it'll cost you money tho(maybe about 100k depending on your location + 5k/10k per soldier + you fit run the soldiers) so maybe about 150k, then they(cultists) would stop coming, if they do, they'll come in peace
