Do the VOs still allow a visa applicant the ability to prove hardship in the absence of a police certificate for another country. Nigerian citizen but would have to go back to China to get a police certificate. Tried using a proxy but was unsuccessful in obtaining the Chinese police certificate. Have evidence of trying to get the police certificate via the school of enrollment and using another student there but was very unsuccessful.
