Also, the bandits are operating like the Mafia in Italy and America. That means they have a lot of support among some of the people and local authorities. Note that when the Italian government decided to start fighting the Mafia, things got ugly. As in police, judges, witnesses, and other innocents were being killed and assasinated. It took the Italians over 30 years, if not more, to wipe out large swathes of the mafia, and they are still ACTIVE. Same with USA Mafia.
Students are easy to catch, most of them are strangers in the community where they are and they are easily isolated and separated. And they are not armed, or a mafia. All these explanations just to justify incompetence. Its a shame. |
