naptu2: One of the best examples of this problem is Quilox Night Club and you'll understand what is happening when I describe the problem to you.
The interior of the club is soundproof, you can't hear the music outside, yet Quilox causes massive problems every Christmas season.
The first time they held a 24 hour non-stop party. The party was held outside ! They not only disturbed the neighbourhood with their noise, but their customers parked their cars right on Ozumba Mbadiwe Road, thereby causing massive traffic jams. They were walking right on the road early in the morning, I almost hit some of them.
It's like they were emboldened by that event and in 2019 they had a 48 hour non-stop party. It was reported that Governor Sanwo-Olu was stuck in the traffic that they created and his motorcade had to take another route.
I knew better than to take that route that day, after my experience the previous year, but I was following the events on Twitter. It trended across Nigeria because people that were stuck in traffic were complaining. Some people spent the night in that traffic.
LASTMA came to make the customers to move their vehicles, but they resisted. LASTMA then got police reinforcement and towed vehicles off the road. The police arrested people that resisted and took them to Maroko Police Station. LASEPA then came and shut down the club.
There was commotion at Maroko Police Station. Policemen said that Shina Peller (the owner of Quilox) came to attack them, so they arrested him. Shina Peller said that he went to bail his customers and the police arrested him.
There were still similar problems with Quilox in 2021 and 2022.
The government was better prepared last year (when Quilox held a 58 hour party) and they immediately went to shut the place down when complaints about the noise and illegal parking began.
This is a nightclub that has a soundproof hall!
That's the anyhowness that happens here and that's what government is trying to stop.
People just believe that they can set up anything anywhere and do whatever they want and that they can whip up public sympathy against the governnment. It's got to stop. |

helinues: I have been to that club severally, is it not the one in front of Eko Hotel.
There shouldn't have been a club in that place to start with. So many crazy things have been happening there at night for decades.
So if Lagos state government are shutting it down now, it's politics because they could have done that long time with all the reportings It's not in front of Eko Hotel, it's on Ozumba Mbadiwe Avenue. They sometimes hold events in which their customers park right on the road and block the entire avenue. In 2017 it took the grace of God for me not to knock down some of their patrons because they were walking in the middle of a major road. The interior of the club is soundproofed, but they sometimes have events outside and the noise disturbs the entire neighbourhood. They have warned them several times. |

Na politics. Since Peller moved away from Apc, he has not been having it easy with the government . Nah, you'll see it in my posts, they've been shutting down Quilox right from when he was still in APC. The disruption is too much, they block one of the most important roads in the state (I have been in that traffic jam before, there was even a time that the governor couldn't pass because of them), the noise is so much and people (including very important people) keep phoning government officials to complain and people are complaining online. The incident in 2019 trended all night as people complained. |

naptu2: It trended all night in 2019 before LASTMA and Ministry of Environment went to shut down the place and arrest people that were parking on the road.
It trends virtually every year as people go through hell on Ozumba Mbadiwe Road.

Quilox in 2020 LASEPA Reopens Club Quilox

The Lagos State Environmental Protection Agency has re-opened Club Quilox on Friday after securing the management’s commitment to comply with the State’s Environmental Laws, Regulations, Guidelines and Standards.
The Club was reopened after a meeting held at the Agency’s office in which its management committed to carrying out its activities without obstructing the flow of traffic on Ozumba Mbadiwe and other adjoining streets, by ensuring its clients are properly parked in designated areas. The Club has also demonstrated firm commitment to ensure that sound emanating from musical events hosted within its facility does not exceed the recommended limits set by the State.
The popular club owned by a member of the Federal House of Representative, Mr Shina Abiola Peller had organised a 36-hour non-stop event that led to traffic gridlock and noise pollution with its attendant effect on Victoria Island and its environs.
The General Manager, Dr Dolapo Fasawe who led the operation disclosed that “We are reopening the club for operation as it has fulfilled our conditions and complied with the extant law guiding its operations. The club was sanctioned and fined for environmental nuisances and we ensure total compliance before reopening.”
Speaking further, the General Manager noted that this should serve as a warning to other entertainment and event centres, to ensure that they operate within the ambit of the law, whilst carrying out their activities. She advised that entertainment and event centres should work with relevant agencies to put effective traffic management systems in place when hosting events and desist from generating noise.

LASEPA @LasepaOfficial In a bold move to tackle noise, air pollution, and other environmental infractions, the Lagos State Environmental Protection Agency (LASEPA) yesterday conducted a comprehensive enforcement operation in key areas of Lagos State, including Agric, Ibeshe, and Ikorodu.
Despite prior warnings, several establishments, including hotels, bar, gas filling station, poultry farms, and lounge, continued to flout LASEPA's directives. As a result, these establishments have been temporarily shut down to ensure compliance with environmental regulations.
The affected establishments include Victory Hotel, Wendy Bar, Moore Gas Plant, Provider Farm and Poultry, Cloud 24, Little Palace Hotel, City Groove Lounge and Bar, Destiny Castle, and B.S. Gold Warehouse.

LASEPA @LasepaOfficial In its ongoing efforts to combat environmental violations, the Lagos State Environmental Protection Agency (LASEPA) yesterday took its enforcement exercise to Epe and lbeju Lekki area of Lagos State.
The agency sealed off several establishments that had failed to comply with environmental regulations despite prior warnings.
The comprehensive enforcement operation resulted in the temporary shutdown of establishments that continued to flout LASEPA's directives. The affected establishments include Procare Hotel, Assemblies of God Nigeria Arena of Miracles, The Christ Apostolic Church, Winners Supermarket, Ebighebi House of Yahweh, Sapphire Grill, Fortune Effeveur Nigeria Ltd, Jata Hotel and Event, Glitterati Bar and Restaurant, VW Hotels, New Travellers Lounge and Bar, Prime Extra Club and Prime Food.
The General Manager, LASEPA, @thetundeajayi said the Agency will not hesitate to take necessary actions against any establishment that fails to comply with environmental regulations, urging all businesses to take responsibility for their environmental impact and work with the State government to create a sustainable and better future for Lagos residents.

naptu2: I think this is a really good opportunity to look at things from the other side.
Lagos State environmental agencies have been in the news recently because they've been carrying out regulatory enforcement. We've heard stories about places that have been shut or demolished, we've heard the side of the owners of those places and we've heard the side of the government. There is one side that has been missing in all of these.
You see, in most cases the government doesn't just go to shut down or demolish these premises. In most cases government action is as a result of complaints from members of the public. Complaints like the one below.
And just as the owners of the shut or demolished properties are not happy with government, many of the complainants are also not happy with government.
As has often been said, government doesn't just go to demolish or seal places. They usually do this only after a lot of warnings have been ignored. Those warnings are also a problem for the complainant. I'll give you some examples.
The government recently demolished some structures that were built on the Ikota canal and it is still going to demolish more structures. It was proven that the government has issued several warnings to the owners of those properties since 2019.
I told you that I saw tweets by someone that was complaining about those structures. He said that they had also warned the owners of the structures many times. He said that they experience flooding in their area because the owners had blocked the canal. He tweeted before and after pictures of the area.
Now imagine that you are that complainant above and you have complained to the government since 2019 and nothing has been done because the government was warning the owners and giving them time to voluntarily remove their structures. Imagine that you have been suffering the floods every year, but government has done nothing about your complaints, how would you feel?
I remember when the former head of LASEPA gave details of their processes. He said that they don't just shut places down for noise pollution. They first advise them, that is, tell them what the problem is and how they can solve it, then they come back later to monitor the situation (or the complainant can complain again), then they issue a first warning if the situation is still the same, then a second warning and then they seal off the property.
Some Nigerians have no patience for that.
I was advising someone to contact LASEPA a few years ago, when another person butted in and said that LASEPA doesn't do anything. He said that they are only there to collect money for regulations.
Yet I know many people that have had their problems solved satisfactorily by LASEPA. I guessed that the guy had a complaint and didn't have the patience to follow through and I was right.
A very good example is that girl that reported a church. She made a tweet thread about it and I converted it into a Nairaland thread. She didn't just report the church once. She reported them and they started praying against her, then she reported them several more times and they eventually had to change the location of their vigil because LASEPA was on their case.

naptu2: What you are asking for already exists both at the federal and state levels.
Unfortunately I'm in transit at the moment, so I'm going to compose this post entirely from my memory, but I'll provide more information when I get to my destination.
The law that created the Nigerian Environmental Safety Regulatory Agency (NESREA) empowers it to set noise limits. Individuals and organisations must comply with this limit or they will be made to pay fines for every day that they contravene the regulation and they can also be jailed. Unfortunately I can't remember what the limit is.
In Lagos State, LASEPA has set a limit of 55 decibels during the day and 45 decibels at night. I watched an episode of Sunrise Daily (between 2005 and 2009) in which the then commissioner of environment, Dr Muiz Banire talked about noise pollution.
He said that he tested the generator in his home and discovered that he was contravening the law and he had to get it soundproofed. He said that citizens could complain to LASEPA and LASEPA would initially issue a warning to the defaulter to reduce the noise being emitted. Then they will conduct inspections to see if their warning is being complied with and lastly, they will seal the property if the problem continues.

naptu2: The Lagos State Government has held several meetings with religious leaders, club owners, etc. over the past 22 years to educate them about Lagos State laws on noise pollution and to tell them what they can do in order to comply with the law.
● Churches have been advised to remove external speakers and the big churches with powerful internal speakers have been advised to soundproof their halls.
● Nightclubs, bars and other such entertainment venues have been advised to soundproof their halls.
● Mosques have been advised not to use external speakers during prayers.
etc.
In recent times the traffic law enforcement agencies have also had issues with nightclubs that hold special events at Christmastime, but do not have enough parking space for their patrons and they end up parking on the road and obstructing traffic. The government has advised them to provide adequate parking space for their patrons.
