I am always surprised how does ProPay get overlooked as a Paypal alternative, I think it's a great service, especially when it is accepted on Ebay and has so many currencies available. Also anther interesting option could be Paysera with their credit card payment services and affordable international money transfers.

Western Union and MoneyGram indeed can be quite expensive. Cheaper options are Azimo or Paysera services (if you are able to receive USD transfers). Also to use these options you need to have a bank account. If you have conditions, then sending money will be substantially cheaper for your relatives.
