A few days ago, the Minister/Deputy Chairman, National Planning Commission (NPC), Dr. Shamsideen Usman made a formal note of how former President Olusegun Obasanjo allegedly threw away the Vision 2010 initiated by the late despotic leader, Gen. Sani Abacha. According to Usman, "Obasanjo threw away the vision 2010 because he didn't want to hear anything Abacha."

What irked him more is that vision 2010 could have lifted the country beyond the abyss it presently finds itself. The project was well thought out, and barring its non-implementation by Obasanjo, Usman believed this country would be better than it is. He was sure because he was part of it. Usman claimed further that Gen. Obasanjo replaced vision 2010 with Vision 2020 "even though it was in principle, without any concrete effort to prepare the document."

Although the allegation against Obasanjo is personal, the issue of overruling predecessors in the country is old. Usually, new governments jettison policies or projects of their predecessors in order to discredit them and to impress that the new government would allow no nonsense. It is a case of giving a dog a bad name in order to hang it. True, some government policies were obnoxious and self-seeking; and therefore deserve to be discontinued. Many others are meant to be beneficial to citizens and therefore ought to be encouraged. At the worst, some projects need to be modified. Former Head of State, Gen. Muhammadu Buhari for instance enacted the draconian decree that prescribed death penalty for traffickers in dangerous drug such as cocaine. It was a welcome development when military President Ibrahim Babangida stopped the operation of the law on the ground first that it was too dracoman; and secondly that the law was retroactive, visiting the death penalty on persons who trafficked in hard drugs before the law itself was enacted. Abolishing the law, arguably, amounted to good riddance to bad rubbish. The same however cannot be said of several other projects, which were simply aborted to discredit previous governments. Buhari terminated the Lagos metroline project initiated by Governor Lateef Jakande of the state at the time. The termination was painful because government had completed feasibility study and preliminary arrangement, for its full take off. That was a project that undoubtedly would have improved changed traffic flow, public service and cost of public transportation in Lagos. The apparent malice in government then was so bad that it was prepared to pay and indeed paid huge damages for the breach of contract occasioned by the unilateral termination. Today, it is impossible to undertake that project as principally conceived, first because of the extraordinary cost implications, and secondly because of the massive social dislocations it will entail. Since December 31, 2003 when Buhari struck, Lagos has moved on in population, housing and settlement.

It is easy to conjecture Obasanjo's relationship with Abacha. As the incumbent Head of State, Abacha arrested and detained Obasanjo, a former Head of State, for coup charges that everyone believed was phantom.

Obasanjo's main pre-occupation at the time was to seek a return to democracy, following the military annulment of the June 12, 1993 election adjudged to be the fairest and best in the country's history. Who knows? May be Obasanjo's suggestion of an Interim National Government was what Abacha considered to be a coup attempt. Were that time to be 2003 or 2004, one probably could label Obasanjo as over-ambitious, since he then showed enough sign that he was ready to succumb to "pressure" that he stayed on beyond the two terms allowed him by the constitution. As an observer, I have no problem imagining that Obasanjo could not have been in love with Abacha, in view of the treason charge. Besides, how can Obasanjo express gratitude to a man who almost killed him. If Abacha hadn't died, there was no telling how long Obasanjo would last in detention. It took him years after he was freed (following Abacha's sudden death), plus a presidential treatment, to recover from the ordeal that he went through. It would be difficult for anybody, nonetheless Obasanjo to endorse anything that Abacha did. So it is not difficult to imagine that Usman was speaking fairly when he said Obsanjo didn't like anything Abacha. During his time, whatever Abacha did was suspect. When he died, no one had anything to say about him except perhaps Wada Nas. Abacha stole the country blind. Part of the Nigeria's money he stashed away is still in the vault of foreign banks. There was a ready excuse for anyone to shun Abacha, dead or alive. Yet, Abacha was not a devil, even if had more devilish inclination than otherwise. Everybody has a little bit of devil in him or her. Abacha set up the Petroleum Trust Fund (PTF) with which he built and maintained several federal highways. Since his death, and despite the higher revenue that accrued to the nation through oil export, no government has been able to surpass his achievement in that area. He built hospitals with oil revenue. And the Niger Delta was not the chronic problems it is today.

We need consistency in this country, as Usman emphasised, to maintain projects and policies tailored towards Nigerian's best interest. Jakande started the low-income housing through which thousands of poor people today are proud owners of house or flats. This was possible because he made it possible for the people to pay a little at a time; something they could afford. At the time, the application form was N100 or N200 and the deposit was N1000 for a two bedrooms, and N1200 for a three-bedroom apartment. Successful applicants paid very little as monthly or yearly mortgages and at the end, became proud owners of houses after 20 or 25 years. When a new government came in, it decided to modify or improve on the housing structure and design, which was okay. But it also drove up the price to N25, 000 per flat. Not only that, an applicant must pay half of it to get an allocation, after which he was given a short period to pay the balance. Naturally, the new methodology adopted by government effectively deprived the common man from winning so-called low-income houses. Unfortunately, that new trend was never reversed. Instead, the prices and demand on applicants grew higher. Continuity is essential, unless it will manifestly occasion absurdities. Our political leaders are not interested in continuity because it does not afford them opportunity to embezzle money. Some government leaders change their predecessor's policies simply to spite them or portray them as lacking credibility. Most other officials cancel projects in order to create fraudulent wealth for themselves.

Vision 2010 is dead now, despite the huge resources government spent on it, and the impressive array of experienced professionals that formulated the vision. Usman already had a problem with Vision 2020. According to him, it was without any concrete effort to prepare the document. He even indicated that Obasanjo initiated vision 2020 when he realised, after 'killing Vision 2010' that the country needed a long term planning. Obasanjo's term has gone and the incumbent President Umaru Yar'Adua has modified the new vision to be Nigerian Vision 20:2020 which seeks to place the country among the 20 most developed economy by the year 2020 - 11 years from now. Many people thought the new vision was dead on arrival having regard to the myriad of problems that have enveloped the country. The new vision seems to be working in the opposite direction - to make Nigeria one of the 20 least developed countries in the world; that is, if the country has not already attained that status. It is instructive that the Federal Government remains optimistic about its vision and its seven-point agenda. Only last Thursday, Yar'Adua told his audience at the launch of three books written by Imo State Governor, Chief Ikedi Ohakim that he would shame critics of his seven-point agenda by successfully implementing them. On his part, Usman believed the present administration has maintained consistency in its polices, calling it a demonstration that the Vision 20:2020 would succeed. He said efforts were being made to get the National Assembly legislate the vision into law and to make it mandatory for successive administration to continue its implementation.

It is certainly easier said than done. A new government determined to be uncooperative will either ignore existing laws or repeal them outright. What is really important is to identify honest policies and projects that improve the welfare of Nigerians and to sincerely pursue their implementation irrespective of who started them. At this moment, all Nigerians particularly top government functionaries should be concerned that the country is rapidly failing. Indeed, it has all the trappings of a failed state and any hope of recovery is very dim. Some people are actually convinced that there is no way to reverse Nigeria's failure and that optimism by government officials to the country is an act of self-deception. We should begin to ask ourselves whether we want the country to totally degenerate on us, or whether we should consciously bring about an orderly disintegration. The latter will be less costly and will provide a better opportunity for rebuilding.


The 21/2 km road in ABUAD

Frontline lawyer, Chief Afe Babalola (SAN) has reportedly rejected the Ekiti State Government's offer to tar two and a half kilometres of the 10-kilometre road leading to the Afe Babalola University, Ado Ekiti. Reason: He did not want the offer to tarnish the enviable reputation he is trying to give to the institution, "in view of the fact that controversy has now arisen on whether or not (your) government is right to provide any infrastructure in the university."

In any event, well-meaning Nigerians have pledged to support the university financially and otherwise. The university has already mobilised to build roads and other infrastructure. Babalola while appreciating government offer said he would not want whatever little assistance the government intends to give to the university to dwarf the "monumental achievements" already made, or mar the institution's enviable reputation earned nationally and internationally.

Two great lessons arise: Nigerians should learn to do things without going cap in hand to government. We should reject what is considered to be an offer of carrot and stick, with strings attached. The heavens will not fall afterall. Secondly, Ekiti government should let the people know what it plans to do with the money earmarked for the ABUAD road. A sum of N256 million, as one newspaper estimated, is enormous. It would have been sad if such amount is committed to building only two-and-half kilometre of road. Government should speak out.

Barely two years to the next general election in the country, the Board of Trustees (BoT) of the Peoples Democratic Party (PDP), yesterday at a meeting raised fears of a possible loss of control of Oyo, Kaduna, Akwa Ibom, Enugu, Ogun, Kebbi and Nasarawa States. The party has therefore dubbed the states as “problem states”.
A source at the meeting told THISDAY that the BoT was worried over divisions in the party which were manifesting as a result of disagreements in some states.
According to the source, the National Chairman of the party, Prince Vincent Ogbulafor, in a speech also alluded to the problem in states where the serving governors were at loggerheads with their predecessors.
THISDAY further gathered that the party elders expressed concern at the rate of disagreements between incumbent Gove-rnors and their predecessors in many states. They singled out six states where they believe the party would face serious situations.
According to the source, the party commended its National Working Committee (NWC) for setting up a 15-man Comm-ittee of Elders headed by Senator Ike Nwachukwu to consolidate the on-going reconciliation efforts in various states where misunderstanding exists.
While deliberating on the recent defection of two incumbent governors into its fold in Zamfara and Bauchi states, the source said the meeting reviewed the challenges and strategy to adopt in integrating the new entrants into the party without displacing its loyal members.
The BoT, the source also revealed, hailed the way and manner the new entrants were received. The party, it was also gathered, was looking forward to formally receive Governor Ikedi Ohakim of Imo State on July 25.
The BoT, it was gathered, backed the directive given to the National Vice Chairmen and the State Chairmen to ensure that the PDP constitution was followed while handling the issue of returnees.
The meeting which also discussed the last Special Convention where the party constitution was amended, discussed issues concerning the newly printed PDP Constitution and membership cards. A decision was thereafter taken to ensure that all members were issued with their copies.
Other issues which featured during the meeting were the challenges posed by the global economic meltdown, the Niger Delta crisis and the review of President Umaru Musa Yar’Adua’s seven-point agenda.
In Oyo State, incumbent Governor Adebayo Alao-Akala and his predecessor, Rashidi Ladoja have been constantly engaged in battle of wits. In fact, the Akala government has instituted a probe of Ladoja’s tenure. In Kaduna, Enugu, Kebbi and Nasarawa States, the same situation as that of Oyo State obtain. The crises between the incumbents and their predecessors in those four states are, however, going on underground.
However, the problem in Ogun State PDP is slightly different. It is between Governor Gbenga Daniel, on one hand and majority of the state legislators, Speaker of the House of Representatives and party elders on the other. The most recent outburst was the accusation of oath taking between the governor and legislators.
