Nairaland General › Deep Water Exploration:fg Opened Up A New Frontier In Oil & Gas Exploration by nex(op): 8:40pm On Jun 25, 2016
From the very beginning of oil exploration in Nigeria in 1937, till early 1993, virtually all exploration and production activities were restricted to land and swamps. Where prospecting ventured offshore, it was in areas not greater than 200m water depth.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/PIC.-9.-NATIONAL-ECONOMIC-COUNCIL-MEETING-IN-ABUJA.jpg

But then in 1993, the Federal Government opened up a new frontier in oil and Gas exploration, heralding the bright prospects of a promising future, by allocating some offshore blocks in water depths reaching 2500m. These deep water depth and plans for even greater depths than 2500m will undoubtedly impact positively the country’s production and reserve blueprint. Though these deep water operations are technically challenging and massively capital intensive, experience multinational companies have been awarded some deep offshore blocks and even ultra deep concessions. By the end of 1998, the deep water operators in Nigeria had achieved the following:

Acquisition of21,000 km 2D Seismic Lines
Acquisition of21,500 km 3D Seismic Lines
Drillingof33 exploration/appraisal wells in depths ranging from 300-1460m.
Even better news is significant discoveries reported by most of the operators. Little wonder then, that against a commitment of $864 million USD for the first 6 (six) years of deep water prospecting under a PSC (production sharing contract) the industry has invested approximately $1.3 billion USD up to the end of 1998.

Operators have, indeed, continued aggressive exploration activities virtually in spite of the volatile global petroleum atmosphere of recent times, and long lead times from discovery, production and sales.

The technical challenges of deep and ultra-deep water depths has meant a number of less than 20 wells drilled worldwide in water depths greater than 1000m. Expectedly, since most of the deep water activity in Nigeria is in, so called, virgin territory, thereby lacking infrastructural support and services, the cost of prospecting is extremely high.

This is however ameliorated and set off against the PSC with the Federal Government of Nigeria under the aegis

Nairaland General › FG Walks Closer To Ending Fuel Supply And Distribution Problem. by nex(op): 8:33pm On Jun 25, 2016
As 46 km Escravos-Warri Pipeline is RecommissionedThe Minister of State for Petroleum Resources and Group Managing Director of the Nigerian National Petroleum Corporation, Dr. Ibe Kachikwu has recommissioned the Escravos-Warri-Kaduna pipeline stressing that both Warri and Kaduna refineries are now receiving crude simultaneously for the first time in many years.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/nnpc.png

The Group General Manager, Group Public Affairs Division, Mallam Garba Deen Muhammad in a press statement quoted Dr. Kachikwu as saying that Warri has started working while Kaduna will start production at the end of the month.

The Minister noted that this means that for the first time in many years, all the three refineries and major crude pipelines will be working at the same time.

Dr. Kachikwu stated that Escravos terminal is the heart beat of the downstream sector of the industry and critical to local supply of finished petroleum product as both refineries in Warri and Kaduna are majorly fed from Escravos crude stock.

“The challenge of this country is the challenge of focus and stewardship. For the first time in many years the three refineries are going to be working and it will help in a great deal with the issue of fuel supply and distribution across the country and it will go a long way to manage the fuel crisis,’’ Dr. Kachikwu said.

He enjoined Nigerians to be more patient as the Corporation is working hard to end fuel shortage across the country.

“I appreciate the patience of Nigerians and I am committed and focused to make petrol available to all nooks and crannies of Nigeria,” the Minister reassured.

Nairaland General › Central Bank Of Nigeria Presents N500bn Non-oil Export Stimulation Facility. by nex(op): 5:27pm On Jun 25, 2016
The Central Bank of Nigeria, CBN, has unveiled the implementation modalities of the five hundred billion naira Non-oil Export Stimulation Facility, and the fifty billion naira Export Rediscounting and Refinancing Facility.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/CBN-headquarters-Abuja2.jpg

The Director, Development Finance Department of CBN, Dr. Mudashiru Olaitan who made this known at a forum in Lagos said the Facility would have a tenor of one year at six percent interest rate per annum.

Dr. Olaitan, who was represented by the Assistant Director Development Finance Department, CBN, Mrs. Fateh Udoo, further explained that the implementation of the facilities would improve export financing and also provide opportunities for exporters to expand their businesses.

The Acting Managing Director of Nigerian Export-Import Bank, NEXIM, Mr. Bashir Wali, said he was optimistic that with the release of the guidelines and commencement of the scheme, Nigerian exporters and export oriented businesses will seize the opportunity to boost the current low contribution of non-oil exports, which has remained at about five percent over the years.

He explained that besides the issues of availability and access to funds, NEXIM had also intensified collaboration with relevant institutions and stakeholder’s towards addressing other challenges affecting the export sector such as the problems of infrastructure, issues of packaging and labelling as well as access to markets.

NEXIM is to serve as administrator of the fund with the participation of commercial banks.

Nairaland General › DSTV Lost 288,000 Sub-saharan Africa Subscribers In 2016. by nex(op): 4:44pm On Jun 25, 2016
NASPERS Ltd. is seeking to further boost its international internet business as it grapples with falling PayTV subscription numbers in sub-Saharan Africa. The company, which usually spends half a billion dollars a year on acquisitions, is “on the lookout” for more deals, Chief Executive Officer Bob Van Dijk said in a phone interview on Saturday, without giving further information on potential targets.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Naspers-CEO-Bob-Van-Djik.jpg

Naspers, Africa’s biggest company by market value, said on Friday that adjusted net income—its main measure of profit—rose 21% to $1.2 billion in the 12 months through March.

The company has transformed itself from a South African newspaper publisher into a continent-wide multi-media provider and backer of emerging-market internet businesses. It now counts on internet businesses for about 70% of revenue.

Naspers has benefited from an early investment in Chinese digital media company Tencent Holdings Ltd, in which it owns a 34% stake. It also owns Africa’s biggest pay-TV network, DSTV.

The pay-TV business has been struggling, with subscription numbers falling by 288,000 in 2016. “We have also lost a lot of subscribers in the last year in sub-Saharan Africa, people have just not been able to afford it,” Van Dijk said.

“We bill in local currencies, but our costs are in dollars. It is quite painful when the currencies are running in the wrong direction.” The company has frozen prices and says it expects a difficult few years in sub-Saharan Africa.

Nairaland General › Salary Delays In Kwara Caused By BVN Verification. by nex(op): 4:42pm On Jun 25, 2016
The Kwara State Government says only civil servants and pensioners that are yet to undergo BVN clearance are currently being owed by the State Government. In the same vein, it emphasized that all cleared workers and pensioners in the state will continue to receive their entitlements.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/05/kwara-state2.png

In a statement issued in Ilorin, the state capital, on behalf of the Kwara State Personnel Database Development Committee by Dr. Muyideen Akorede, the state government said 15% of the 83,000 workers and pensioners that are yet to be BVN verified had their entitlements warehoused pending clearance.
The statement clarified that while the state government was one of the least affected by the huge drop in federal allocation and has been paying salaries regularly, certain categories of workers and pensioners who did not supply their details on time are temporarily affected.

The State Government said having gone through physical verification, workers and pensioners have to be subjected to BVN verification at the Nigerian Interbank Settle System(NIBSS) which is also verifying workers from other states and the Federal Government.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/05/kwara-state.png

Continuing, the state government said the salaries and pensions of the affected individuals have been warehoused and will be paid to those verified as soon as the exercise is completed.

While urging the affected workers to exercise patience, the government stressed that the verification was necessary to ensure only authentic workers and pensioners who have worked for their wages are paid in the state.

The State Government expressed optimism that expected savings from the exercise will enhance its efforts to end the salary crises in the state.
On the issue of LG workers, the state government emphasized that cleared workers were paid based on available resources from federation allocation and internal revenue, stressing that the recent decision to prioritize salaries of basic education teachers will bring added relief to the workers.

Nairaland General › As Economic Crisis Deepens, Zimbabwe’s Hwange Coal Mine To Cut 1,500 Jobs by nex(op): 10:48am On Jun 25, 2016
HWANGE Colliery Ltd., a partly state-owned Zimbabwean coal miner, plans to cut 1,500 jobs this year to make it more viable and has put measures in place to protect it from lawsuits, Deputy Mines Minister Fred Moyo said.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Opposition.jpg

“Hwange’s labour force is 3,000 and about 1,500 are going to be laid off to make the company remain viable,” Moyo told lawmakers leaders in the capital, Harare. The country has a 37% stake in the company. “Government has put in place a scheme arrangement authorized by the High Court which will protect the company against litigation.”

Hwange operates a mine in northwest Zimbabwe and is the country’s largest coal miner after Makomo Resources (Pvt) Ltd. and a supplier of the fuel to state-owned power utility Zesa Holdings (Pvt) Ltd. British businessman Nicholas van Hoogstraten holds 20% of Hwange through Messina Investments Ltd.

The development comes on the back of a deepening economic crisis on the southern African nation.

Zimbabwe is delaying salary payments to army and air force personnel by two weeks because of cash shortages at the Finance Ministry.

President Robert Mugabe’s administration took the decision because of a worsening shortage of dollar notes in recent months.

Since abandoning its own currency in 2009 to end hyperinflation, Zimbabwe has used mainly U.S. dollars, as well as South African rand, euros, and British pounds. The government spends about 83% of its revenue on wages for state workers, according to Finance Minister Patrick Chinamasa.

While the government has been postponing paydays for civil servants since 2014, it hasn’t been clear previously if the military was affected. Some soldiers looted shops in the capital, Harare, in 2008 when their pay was delayed at the height of Zimbabwe’s hyperinflation crisis, triggered by a failed land reform program that slashed agricultural exports.

At that time, inflation accelerated to about 500 billion percent, according to the International Monetary Fund. The economy has halved in size since 2000.

Nairaland General › Kwara Dedicates 60% Of June Allocation For Teachers. by nex(op): 6:30pm On Jun 24, 2016
As part of the commitment of the Kwara State government to resolve the lingering salary crises at the basic education level, The Joint Accounts Allocation Committee(JAAC) today appropriated 60 per cent of the June statutory allocation for basic education teachers which is N623, 544, 446.06

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2015/10/Alhaji-Abdulfatah-Ahmed.jpg

In addition, 10 per cent of the State’s Internally Generated Revenue (IGR) for the month of May representing N82, 586, 847.07 was released for the purpose of teachers’ salary, making a total of N706, 131, 293.13. This is against the N462, 051, 119.75 that was appropriated for the same purpose in May.

It also reflects a return to the previous practice of making teachers’ salaries a first line charge.

The Commissioner for Finance, Alhaji Demola Banu made this disclosure in a statement released after the meeting of the Technical Committee of the State Joint Account Allocation Committee (JAAC) meeting held on Thursday, 23 June, 2016.

Banu said that the June statutory allocation for the 16 local governments in the State stood at N1, 039, 240, 743.43, while noting that 40 per cent of the allocation representing N415, 696, 297.37 was released for LG employees’ salaries and pensioners’ arrears.

The Commissioner further noted that the 16 LGs paid about N189million to banks for previous salary-related borrowings.

He explained that the decision to appropriate a larger portion of the allocation for teachers’ salary was part of the government’s robust plans to ameliorate the condition of the primary and junior secondary school teachers.

It would be recalled that Governor Abdulfatah Ahmed, during a meeting with stakeholders in the Education sector last Monday, restated his commitment to finding a lasting solution to the lingering salary crises at the basic education level.

The governor said that he is worried about the plight of primary and junior secondary teachers as well as other workers who are being owed salaries due to huge decline in allocation. He assured that government is looking for a robust solution to the crises.

Nairaland General › Buhari Support Group To Senate: Nigeria’s Interest Is Paramount. by nex(op): 2:24pm On Jun 24, 2016
paramount, and should take precedence over any other interest, a group, the Buhari Media Support Group (BMSG), has admonished the Senate.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/image-31.jpeg

The BMSG in a statement signed by Muhammad Labbo, Coordinator and Cassidy Madueke, Secretary, views with disappointment the attempt by the Senate to blackmail the president into submitting to its whims and caprices by stampeding him to stop the court summons of principal officers of the Senate to defend themselves against allegation of forgery.

The BMSG believes that as lawmakers, the senators should be on the same page with the president and his administration to uphold the laws of the land.

The BMSG notes that rather than constitute themselves into obstacles in the quest to reposition the country and ensure obedience to rule of law, the distinguished senators should be seen to show good example to the citizenry.

Furthermore, we wish to remind the Senate that President Muhammadu Buhari has sworn to an oath to uphold the nation’s constitution, and no attempt should be made by any individual or group to undermine this sacred responsibility.

Additionally, it needs to be restated that the summons emanated from the petition raised by some senators over the forgery of the Senate standing order, a ground norm for conducting business in the hallowed chambers of the Senate.

The BMSG strongly believes that the individuals mentioned in the summons will have an opportunity in the court to prove their innocence, rather than using the hallowed chambers of the Senate to fan embers of division, and ill-feeling against the President.

The BMSG implores that as the representatives of their various constituencies, the senators should always work together with the executive to address the myriad of problems besetting Nigeria.

We therefore urge the Senate to immediately withdraw their uncouth language against the president and render an unreserved apology to Nigerians.

Nairaland General › NOA Kicks Against High Rate Of Deportation. by nex(op): 2:21pm On Jun 24, 2016
The National Orientation Agency (NOA) has decried the high rate of human capital flight and deportation of Nigerians from other countries, urging Nigerians to be more patriotic by staying back home to build the country of our dreams through collective efforts.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/NOA-1.jpg

This was made known in a press release issued to the Media by the agency’s Deputy Director, PressMr. Fidel Agu in Abuja.

He said that the Director General of NOA, Garba Abari made the call in Abuja saying that the trend of Nigerians migrating to other countries in search of elusive greener pastures had assumed a worrisome dimension with 431 and 391 Nigerians repatriated from other countries in March and April, 2016 respectively, citing reports from the Office of the National Security Adviser (ONSA) and the Intelligence Community.
Agu said that the DG said the reports anticipate that the number of Nigerian deportees from foreign countries will increase if Britain exits the European Union or if Donald Trump wins the United States of America Presidential election.

“In his words, “The government is deeply concerned by an upsurge in the numbers of Nigerians being deported from other countries. These deportees left the country in search of greener pastures which continue to elude many of them.
“Meanwhile, those countries Nigerians run to were developed by their citizens. Nigerians should cultivate faith in their own country and stay back to build it rather than exposing themselves to untold hardship and embarrassments trying to migrate to other countries.

“Nigerians are therefore urged to prove the genuiness of our patriotism and quality of our resilience as a people to keep faith and work together to build a better country than the one our founding fathers bequeathed us.” He said.
He added that the current difficulty experienced by Nigerians is only a passing phase.
“The measures taken by the present administration in some areas may be painful but they are for the long term interest of the nation”, he explained.

He said the government was working assiduously to deliver the change it promised, while the Agency will continue to enlighten and mobilize Nigerians to imbibe the virtues of the nation’s core values for the development of the country.

Nairaland General › VP Yemi Osinbajo: The Future Of Nigeria Depends On The Elites. by nex(op): 12:19pm On Jun 24, 2016
Vice President Yemi Osinbajo, has again harped on the significant role elites play in the development of a country like Nigeria, saying the weight of what happens in the society whether good or bad rests on the shoulders of the elites.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/osinbajo1.jpg

This was stated in press release made available to the press by the Senior Special Assistant-Media & Publicity, to the Vice President, Laolu Akande on Thursday in Abuja.

Prof Osinbajo who spoke to lawyers last night at the Nigeria Bar Association Section on Business Law Dinner submitted that elites like, the lawyers who formed the better part of the audience yesterday, “are the repository for knowledge and information,” and therefore must use their knowledge for the common good of the nation.

The Vice President who had in the past spoken about the need for elite consensus in the country and called for a “new tribe of Nigerians,” to rid the country of corruption, reiterated a similar message of elite responsibility noting that “whether we accept it or not, the weight of what happens in our society really rests on our shoulders (as elites).

Therefore the society would depend a lot on the elites in the coming years and that is a huge responsibility.”

The event was the 10th Annual Conference of NBA’s Section on Business held at the Transcorp Hilton, Abuja, where Osinbajo, himself a lawyer was Special Guest of Honour.

According to him no country can move forward if the elites have not come to consensus on certain values, adding that “the challenges facing Nigeria is huge yet the elites are yet to come consensus.”

“There is no consensus (as yet) on ethics, integrity and even corruption. To what extent do we accept corruption; that is, to what extent do we think it is most unacceptable, that it would destroy our country. We need consensus on what is right to do, for self preservation and for that (the preservation) of the country, it is essential.”

The Vice President stated that “there is no society that has been successful, where the elites don’t have consensus on questions of integrity and morals,” adding that “forging such consensus regarding vital issues is the only way to go, if our society is to grow.”

Stressing the fact that, “we do not have to belong to the same religion or tribe, state or geo-political zones, he reiterated the need to speak about ethics and how to enforce it if we want our country to move forward and be united.”

On the ease of doing business, the VP said the Buhari administration has recently set up a Presidential Ease of Doing Business Council which he chairs, adding that the Council will work to “create an enabling environment for business which, might necessitate removal or relaxation of some of the rules and making more use of electronic applications to shorten the time and be able to say specifically how long getting necessary documents or certificates will take.”

He also noted that “the area of adjudication requires some radical thinking and changes, commercial litigation is the area that feels the pinch the most,” noting that the system is so slow that, it has attracted a lot of negative comments outside the country.

Meanwhile, the Vice President has urged Christians to deal with challenges and conflicts in the body of Christ with due diligence as expected of believers and based on Scripture.

He stated this today during a meeting with a delegation of the Christian Arbitration Centre led by retired Supreme Court Justice James Ogebe, at the Presidential Villa, Abuja.

While expressing his delight at the formation of the centre to resolve conflicts among Christians, the VP told the delegation to seek the buy-ins from trustworthy Christian leaders to support the Centre ahead of its summit in September.

Earlier, the leader of the delegation, Justice Ogebe, said the reason for setting up Christian Arbitration Centre was for Christians to have a place where Christians can come for justice without going to the regular courts for matters that are strictly Christian.

He said it is sad when church matters such as allegations and conflicts are treated at the secular courts

Crime › EFCC Closes Its Case Against A Former Nasarawa State Governor. by nex(op): 10:27am On Jun 24, 2016
The trial of a former governor of Nasarawa State, Aliyu Akwe Doma, and two others, continued on June 23, 2016, with the Economic and Financial Crimes Commission, EFCC, presenting its ninth witness, as it closed its case against the accused persons.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Akwe-Doma.jpg

This was made known in apress release made available to the media by the EFCC’s Head, Media & Publicity, Wilson Uwujaren on Thursday in Abuja.

Akwe Doma, alongside Timothy Anthony Anjide, a former Secretary to the State Government, and Dauda Egwa, a former Accountant-General, are being prosecuted by the EFCC on a 10-count charge bordering on money laundering and financial crimes.

The accused persons between January 2007 and December 2009 allegedly conspired and fraudulently laundered state funds to the tune of N8bn, an offence contrary to Section 14(1)(a) of the Money Laundering (Prohibition) Act 2004 and punishable under section 14(1) of the same Act.

At today’s hearing, PW 9, Abdulrazaq Salawu, an operative with the EFCC, told the court how he met the defendants, following different petitions and intelligence report received by the Commission.

Led in evidence by Kemi Pinheiro, SAN, Salawu told the court that the investigation was carried out to establish the veracity of the allegations against the defendants.

“During investigation, the team saw movements of funds from the state government account to the Secretary to the State Government. Upon this discovery, we invited some of the state officials to give explanations as to the purpose of such transfers.

“In the course of the investigation, having analysed the account and discovered that several funds were released, officials in charge of finances were asked to provide payment vouchers relating to the release of such funds. Among the vouchers released were those marked ‘special releases’.

‘‘When the team asked Katsa about the purpose of such releases, he said he could not give explanations. He said that those releases were done on the instruction of the Secretary of State Government. These special releases had no approval and no supporting documents to show the purpose for which the huge sums were meant for,” Salawu said.

He further stated that the third defendant confirmed that monies were released upon receiving mere phone calls.

According to him, “We discovered that monies were released and were tagged ‘emergencies’. Most of these releases were without approval. Dauda Egwa in his statement confirmed that those monies were released on mere phone calls received from the former governor, Aliyu Akwe Doma. It was discovered that monies were released without memos or approvals, as the officials in charge of finance were only called on the phone to release such monies on emergency; so, it was not an error of classification. They were also released based on verbal instructions from the governor.
“Under the emergency releases , over N15 billion was released. Out of this, about N3bn was captured as security vote, while another N3bn plus was captured under security operations. Also, about N5bn was spent under questionable narrations, while about N1bn was released via phone calls with no memos or approvals.”

“All monies were disbursed through cash received by the SSG, as his signature was appended on the payment. But when confronted with the signature, he was evasive, saying he needed time to check the records.’’
Statements of the third defendant were admitted into evidence as P35, P36 and P37; statements of the second defendant as P38, P39 and P40 and statements of the first defendant, Aliyu Akwe Doma, as P41abc and P42 ab, respectively.

The case has been adjourned to November 28, 29, 30 and December 1, 2016 for continuation of trial.

Nairaland General › UNICEF React To Report Of Humanitarian Situation Of Idps In Bama, Borno by nex(op): 9:39am On Jun 24, 2016
Following reports of mass starvation at IDP camps in Bama, UNICEF in a report stated its ongoing commitment while working with partners in Bama, Borno State, since March 2016, providing health, nutrition and water and sanitation support in a camp housing 25,000 people displaced by the conflict, including 15,000 children.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/ClAtE5PWMAEW1b1.jpg

UNICEF promotes the rights and wellbeing of every child, in everything we do. Together with our partners, we work in 190 countries and territories to translate that commitment into practical action, focusing special effort on reaching the most vulnerable and excluded children, to the benefit of all children, everywhere.

UNICEF has provided health and nutrition support for approximately 19,000 people. Since May, UNICEF and the Borno State Primary Health Care Development Agency have had a permanent primary health care presence in Bama. We are seeing an average of 140 outpatients a day, providing treatment primarily for malaria, respiratory infections and diarrhoea; screening children for malnutrition and treating severely malnourished children; and providing Vitamin A, micronutrient supplements and deworming tablets.

Most recent data available from the team on the ground show that from 3 April to 31 May 2016, more than 320 children were admitted for treatment for severe acute malnutrition – an average of 6 new cases per day.

UNICEF has also repaired and upgraded five boreholes in Bama, providing 10-12 litres of water per day per person in the camp. Construction work is due to begin on 150 latrines in the next few days.

UNICEF has also identified 3,000 children who have become separated from their families and have started to register children with the aim of trying to trace their families.

Speaking at a farewell audience with the outgoing Ambassador of Norway to Nigeria, Ambassador Rolf Ree, President Buhari said his administration will continue to promote agriculture as an alternative revenue earner for the country.

The President welcomed the humanitarian aid provided by Norway and some European Union member countries in support of Internally Displaced Persons in the country.

He reaffirmed the Federal government’s commitment to explore opportunities to ensure the rehabilitation and safe return of affected persons to their communities.

The President, who also received the outgoing Ambassador of Mexico, Mr Anthonio Garcia Blanco, commended the cordial relations between both countries in the forty years of their diplomatic relations.

Nairaland General › Police To Review The Deployment Of Special Unit Officers. by nex(op): 4:42pm On Jun 23, 2016
The Acting Inspector-General of Police(IGP), Mr Ibrahim Idris, on Wednesday said that the force would review the deployment of special units’ personnel to individuals and private companies.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/special-unit-police3.jpg

Idris disclosed this at the handing over ceremony between him and the former IGP, Mr Solomon Arase, in Abuja.

” Henceforth, deployment of special units’ personnel to businessmen and private companies must be critically reviewed,” he said.

He said that the units were established to tackle serious security challenges in the country such as riot and terrorism.

Idris said the deployment of the personnel would be focused on the locations where there were challenges.

He said that under his leadership, the police would operate within the principles of democratic policing.

“Henceforth, the Nigeria Police Force will be guided by the international core values of policing with integrity, ensuring that the rule of law prevails,” he said.
Idris said that the police would also ensure that integrity and accountability were its cardinal operational principle.

He warned that it would be an offence for any commander at any command to treat complaints with levity.

“This is in line with one of the principles of democratic policing which states that a democratic police institution must be responsive to the yearnings of the community,” he said.

He also said that the Police X-Squad Unit would be strengthened to tackle corruption in line with the present administration’s policy.

“The personnel deployed to this anti-corruption unit will be supported with incentives to make them more effective in the discharge of their duties,” he said.

Earlier, Arase said that he was fulfilled that an experienced officer of the calibre of Idris was appointed by President Muhammadu Buhari.

He urged officers and men of the force to extend the same support and cooperation given him to the new leadership of the police.

Arase enjoined members of the media to extend similar gesture to his successor.

He thanked Buhari for the trust he had in him and promised to be loyal to him even in retirement.

The News Agency of Nigeria (NAN) reports that Idris is the 19th indigenous IGP.

Nairaland General › Rejoinder To International Centre For Investigative Reporting Mudslinging ..... by nex(op): 4:15pm On Jun 23, 2016
The attention of the Nigerian Army has been drawn to a 5 part campaign of calumny by “The Cable”, an online medium in which it serialized what they described as undercover story of how wounded soldiers were abandoned by the Nigerian Army, the government and the Nigerian society by reporters of International Centre for Investigative Reporting (ICIR). This allegation is not true.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/nigerian-military-tanks-nta.jpg

Apart from questioning the motive of the medium, it is pertinent to state that most of narrations were outright falsehood and calculated attempt to cause disaffection amongst personnel and create an impression that they care about the well being of troops more than the Nigerian Army, the government and the nation. This is far from the truth as they failed to update their previous knowledge and impression about the Nigerian Army, neither did they avail themselves the benefit of the current and true situation of things in the Service.

Nigerian Army has given all organizations and individuals the opportunity to clear any doubt through the various Army Headquarters Department, formations and units and in particular, the Directorate of Army Public Relations and the Department of Civil Military Affairs.

Unfortunately, these under cover agents failed to availed themselves with such opportunity.

No country would tolerate the attitude of subversive elements such as the ICIR and its partner medium, The Cable, especially at the very critical national security situation. They want to demoralize and instigate the soldiers to reverse the gains made in the fight against terrorism and insurgency.

Some of the stories being narrated by the medium could better be described as orchestrated campaign of calumny, otherwise how else could one describe their fabrication about the alleged abandonment of a soldier by his imaginary commander as stated in one of their narrations?

It is therefore safe to conclude that ICIR and The Cable have embarked on yet another round of subversive activities in order to portray the Nigerian Army and the nation as uncaring. This is in an effort to score cheap popularity or create an aura of a professional investigative journalists for themselves. They are far from that, rather they are bunch of fifth columnists that enhance the work of crisis merchants and terrorists.

It is important to state that most of what they were alleging took place between 2012 and early 2015. This did not take into account the changes and progress recorded within the last one year especially with the coming on board of the present Chief of Army Staff, Lieutenant General TY Buratai in July 2015. Their embarrassing pieces did not also take into account the genuine and verifiable efforts made to rehabilitate our soldiers wounded in action in the North East and other theatre of operations. For anybody to state that the present government does not care about the plight of soldiers is to say the least, it is most uncharitable. The President Muhammadu Buhari’s administration has demonstrated most uncommon concern about our well being in terms of logistics, welfare and general administration.

The medium in their failed attempt to whip up sentiments, conjured facts and photographs to suit their selfish and condemnable objectives. It is in this regards the Nigerian Army deemed it necessary to call their bluff and set the records straight with a view to portray the writers for what they are; cheap blackmailers. They have also declared themselves as enemies of the people as they do not wish the war against terrorism and insurgency to succeed hence their distractive and demoralizing lies. We are also constrained to release the attached video clip of one of our wounded colleague using the prosthesis which The Cable alleged was uncomfortable. Let the discerning minds be the judge. It is pertinent to state that this same type was given to the soldier they interviewed.

With the title “Investigation Broken Limbs, Shattered Dreams, Forgotten Soldiers, Boko Haram War” among other dubious and misleading titles, the medium is determined to demoralize the military and cause rancour. Unfortunately for them their allegations are concocted lies, otherwise how else could one believe the story of a soldier who alleged that he was shot while guarding his commander who did not come out despite the commotion. The question to ask is who sent in the reinforcement and who was the alleged commander, when and where exactly did that happen?

It may interest the medium to note that nobody has forgotten any soldier, least of all the Nigerian Army. In fact, the Nigerian Army takes pride and joy in the current impressive performances of its soldiers.

Therefore, it is out of place that it will ever neglect, let alone forget any of its soldiers especially at their hours of need after they have always given the nation all they had.

The campaign fell flat as it has not taken into cognisance the casualty evacuation procedures and other welfare schemes or entitlements of troops.

The write up also failed to take into account that so much has been done to ameliorate the conditions of our wounded colleagues. Tremendous progress has been made since the assumption into office of the present Chief of Army Staff in July last year in that regard.

To say the least, the medium and the persons behind the piece were just trying to practice journalism through negativism and they have already failed. How could anyone call this investigative journalism? Unknown to them, more has been done by the Army to support our troops wounded in action especially in the last one year.

For the avoidance of doubt, no fewer than 17 officers and soldiers of the Nigerian Army were issued with prosthesis including Gunner Nwibani Sorborinor, the soldier they interviewed. The soldier in question was just being unnecessarily obstinate simply because he was not taken to India for treatment unlike the others. This is not deliberate because as at that time, India could not grant visa to the injured soldiers for some inexplicable reasons hence to locally source for solution which turned out to be more apt and most appropriate.

Additionally, from July 2015 to date, no fewer than 71 officers and soldiers with medical issues were medically evacuated to various countries such as India, UAE, Scotland and Germany by the Nigerian Army. It is important to note that while some were treated abroad, others were treated here in Nigeria by specialists based on the severity of their cases. Those with prosthetic limbs made in India are 16 in number, while those with prosthetic limbs procured in Nigeria are 9 in number. The latter have benefitted from locally made prosthesis because it is better, most fitting and they are doing very well contrary to medium’s allegations. The attached video clip speaks for itself. It is interesting to also note that the prosthetics in Nigeria were procured from Roseline Medical Centre Lagos, which is one of the best and reputable in that field. One expect the so-called investigative journalists to visit India and Roseline Medical Centre and compare their products and interview other beneficiaries before being judgemental.

The Nigerian Army has nothing to hide, neither will it tolerate any infraction among its personnel especially when it comes to troops welfare.

The public are therefore kindly requested to discountenance the serial write ups by ICIR and The Cable Online medium as they are pure fabrications aimed at distracting the Nigerian Army from succeeding in the fight against Boko Haram terrorists by demoralizing the troops.

Such write ups are therefore unacceptable, inaccurate and exist only in the writers’ fertile imagination.

Acting Director Army Public Relations

Nairaland General › Buhari’s Sugar-coated Pill Takes Anti-graft War To The States. by nex(op): 4:10pm On Jun 23, 2016
The recent agreement between the federal and state governments to implement a Fiscal Sustainability Plan, FSP marks a new level in President Muhammadu Buhari’s ambitions to cure the Government at federal and state levels of their corruption ills.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/shehu-garba.jpg

Before now, observers had noted the existence of a gap between what the administration is doing at the center and the business-as-usual going on in the states, without regard to the political party in power.

President Buhari campaigned on a platform of good governance and zero tolerance for corruption, promising to reign in the massive malfeasance in the the three tiers of the government in the country’s ecosystem. His victory at the polls is largely owed to his anti-corruption stance.

In twelve months of the new government, there is not a single whiff of corruption scandal from the administration. Which is unlike the past when the occurrence of fraud or scams was a weekly and sometimes a daily affair.

While he has waged this war, the like of which had never been seen before against corruption at the center yielding enormous successes in this period, corruption allegations continue to dominate the headlines in many of the states.

Now, it is clear, the government in Abuja is determined to redefine the relationship between the center and the states by bringing systemic reforms to curb corruption at all levels.

This is something the President had foretold in his inaugural address when he stormed into power on May 29th,2015.

Hear what he said:

“Elsewhere relations between Abuja and the States have to be clarified if we are to serve the country better. Constitutionally there are limits to powers of each of the three tiers of government but that should not mean the Federal Government should fold its arms and close its eyes to what is going on in the states and local governments. Not least the operations of the Local Government Joint Account. While the Federal Government cannot interfere in the details of its operations it will ensure that the gross corruption at the local level is checked. As far as the constitution allows me I will try to ensure that there is responsible and accountable governance at all levels of government in the country. For I will not have kept my own trust with the Nigerian people if I allow others abuse theirs under my watch.”

While he got on with his own part, fighting corruption most vigorously than ever witnessed,he clearly wasn’t content with his achievements for which he is getting richly-deserved accolades.

While it appeared to the impatient critic that the President was in a fix as to what to do, it seems clear by now that he merely waited in the lurch for the notoriously corrupt state administrations.

When he took office, he found out the two-thirds of the states, 27 precisely were in salary arrears. The new president considered this a national emergency and he promptly released funds from the Central Bank to bail them out all.

Some of the accounts that trailed the spending of the bailout funds are, to say the least, quite unsavory.

President Buhari bided his time. Now that salary arrears have accumulated one more time and the states are back again asking for more money, he is saying to them that there is no more free ride for anyone.

The Nigerian Governors Forum, acting on a vision of their own or in somewhat anticipation of the President’s mind set up a committee chaired by the extremely brilliant governor of Kaduna State, Nasir El-Rufai which provided the framework for a new bailout scheme.

Based on it, a grand plan was put together imposing new and stringent requirements for states accessing a N90 Billion Naira loans.

So far, as disclosed at the end of the last National Economic Council,NEC meeting by the Governor of Akwa Ibom state Mr. Udom Emmanuel, only five states have qualified to access the new facility.

The Minister of Finance, Kemi Adeosun who introduced the measures as part of a broader push for increased transparency and war against corruption was quoted extensively by The Nation as saying that “governors unanimously approved the plan; the commissioners (of finance) endorsed the plan; they know it is going to involve a lot of hard work in some cases.”

What are the states required to do to draw from the loan?

Minister Adeosun itemized some of the conditions: “they have to clean out their ghost workers, set up efficiency units, reduce their recurrent expenditure, publish their accounts and also publish their budgets.”

She went on to highlight five strategic objectives as the price governors and their states will have to pay if they want their states are to reduce corruption and be fiscally sustainable.

These five objectives are the improvement of accountability and transparency; increasing public revenue;rationalizing public expenditure; improving public financial management and having a sustainable debt management profile.

The specific conditions for accessing the new loans include:

Publishing audited annual financial statements within nine months of financial year end; publishing state budget online annually; introduction and compliance with International Public Sector Accounting Standards (IPSAS); quarterly online publication of budget performance; setting up realistic and achievable targets to improve Internally Generated Revenue, IGR and the implementation of the Treasury Single Account,TSA.

More of the set conditions include quarterly reconciliation meetings between the federal and state governments on VAT, PAYE taxes and other accounts as well as the sharing of databases among them on companies in their domains; setting limits on personnel expenditure vis-a-vis capital spending; biometric capture of employees on payroll; introduction of continuous internal audit and, the hardest of all, the federal government wants the states to strive to attain credit rating!

This, without gain sayings, is a tall order but as it is everywhere, tackling corruption in Nigeria is a massively herculean task, but not one that is insurmountable.

The generous dose of support for the policy options for decreasing the heist by the states is one such reason for optimism. By generally accepting to support the anti-corruption reforms enunciated by Abuja, states of the federation have sent a powerful message to the international community that corruption is equally a concern for them. Prospective investors have worried all the times they sought to get into the Nigerian markets that corruption played into their evaluation and assessment and it badly hurts. All must therefore be on the same page. Failure to tackle corruption,as the President has repeatedly warned, is having serious consequences for the nation’s development and its existence as an entity. “We kill corruption or corruption kill us,” says the President. And it is easy to see how this can happen: unfettered corruption can diminish the faith of ordinary citizens in the rule of law which leads to failure of democracy as a system of government, and in turn the failure of states.

It is with a view to waging a very successful war that government is showing a willingness to work with all stakeholders; with all anti -corruption forces including civil society, political parties, states and local governments. This is the only way it can work.

It may have taken some time for the federally financed anti-corruption spotlight to shine on the states, given how terribly wrong things had been in the past but the real shame of it is in the fact that citizens aren’t still demanding accountability in their states.

Now that federal and state governments have unveiled a borrowing plan richly spiced and flavored with anti-corruption substance, it is hoped that the patently induced-hurdles will force reluctant states into line.

The Ministry of Finance for their part should do all it can to ensure that the barriers to entry are not lowered for anyone, party member or not.

Education › Ministry Of Education To Meet Vcs Over Post-utme. by nex(op): 12:58pm On Jun 23, 2016
The Federal Ministry of Education has decided to convene a meeting with vice-chancellors, admission officers and other stakeholders to discuss processes for the post-Unified Tertiary Matriculation Examination (UTME).

Dr Folashade Yemi-Esan, the Permanent Secretary, Federal Ministry of Education, who made this known while speaking with the News Agency of Nigeria (NAN) on Wednesday in Abuja, said the meeting would hold next week.

NAN recalls that the Minister of Education, Malam Adamu Adamu, recently raised concern over the post-UTME test being conducted by various universities.

“As far as I am concerned, if the nation has confidence in what JAMB is doing, the universities should not be holding another examinations.

“If the universities have any complain against JAMB, let them bring it and then we address it.

“But if JAMB is qualified enough to conduct tests and they have conducted test, then there will be no need to conduct another test for students to gain admission,’’ Adamu had said.

Yemi-Esan said that the minister had made a pronouncement which should be complied with.

“The responsibility is now on us to give them guidelines and modalities on how to go about what the honourable minister has said.

“There is no written directive but all the stakeholders were at that meeting where the minster said it openly.

“There is going to be a meeting of the all the vice-chancellors and admission officers sometime next week to work our modalities,’’ she said.

However, an academic, who spoke on the condition of anonymity, told NAN that scrapping post-UTME could not be done by mere comment at an event.

He said that he expected the minister to issue a circular on the issue to the universities through the National Universities Commission (NUC).

Meanwhile, various universities have been sending out notices via the media for the test even as some stakeholders believe that the Federal Government has scrapped exercise.

Nairaland General › Breaking: Acting Inspector General Of Police Sets New Agenda. by nex(op): 10:39am On Jun 23, 2016
SPEECH DELIVERED BY THE NEW IBRAHIM KPOTUN IDRIS, Mni, Psc, ON WEDNESDAY, 22ND OF JUNE, 2016 AT THE NIGERIA POLICE FORCE HEADQUARTERS, ABUJA.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/i.d.jpg

It is with great pleasure and sense of responsibility I address you this morning as the new Ag. Inspector General of Police of our beloved great country. I want to thank Almighty Allah for this day and want to show my utmost thanks and appreciation to the President, Commander-in-chief of the Armed Forces of Federal Republic of Nigeria, and the Chairman of the Nigeria Police Council, President Muhammad Buhari, GCON, for having the trust and confidence in me and for appointing me to this exalted position. I promise not to fail this nation in our quest to make the citizens of this Country safer and also to ensure that our nation remained united and peaceful. I want to use this opportunity to inform you of our policy direction in the management of our Police Force from this day.
The Nigeria Police Force will henceforth be guided by the international core values of policing with integrity, ensuring that the rule of law prevails in our actions and activities, and to strictly respect diversity, courage, compassion and professionalism. The Nigeria Police also would operate within the principles of Democratic Policing which is an institution that is responsive, respresentive and accountable to its citizens at all times.
The Nigeria Police Force will henceforth, have as its main focus, integrity and accountability as its cardinal operational principle in all its actions and will be decisive on any of its personnel that deviate from its core values.
In order to establish and maintain high standard of behaviour in our official conduct and to eliminate impunity and ensure transparency in the application of the above core values, we will ensure that the following activities will be carried out immediately by this administration: –

1. Responsive Police Institution: – It will be against work ethics henceforth for any Police Commander at any Command level to treat complaints with levity, and complaint received from members of the public must be treated within shorted possible time to the satisfaction of the complainant. This is in line with one of the principles of democratic policing which states that a democratic police institution must be responsive to the yearnings of the community.

2. Transparency and Accountability in the Management of Police cooperative and Police insurance schemes:-
The management of Police Cooperative and insurance schemes which are investments made by the members of the force will henceforth be made more transparent and accountable to the generality of the police personnel, especially the ranks and file who constitute the largest contributors. A lot can be achieved in our efforts to enhance the welfare of the police personnel through genuine utilization of these two investments. The accounts of these institutions bodies will be made more transparent and accountable to the entire members of the force, and contributors will have more say in the running of these accounts and on how their investments will be utilized on daily basis.

3. Strengthening of the Police X-Squads Units to fight corruption amongst civil servants: – In our effort to give a boost to the current administration’s war on corruption, the Police management will strengthen the police x-squad units in the Police Commands with the deployment of thoroughly vetted, selfless and patriotic officers to tackle corruption and abuse of office within the police organization and amongst the Federal, States and local government levels. The personnel deployed to this anti-corruption unit will be supported with incentives to make them more effective in the discharge of their duties.

4. Cheap and Affordable Housing for Ranks and File:- This administration will leave no stone unturned to look into the issue of provision of cheap and affordable accommodation for the police ranks and file to own individually.

5. Availability of Police Uniforms and accoutrement:- Making uniforms and accoutrement available for members of Ranks and File will be a priority of this administration. Henceforth, appearance of every police officer will be taken seriously.

6. Payment of Salaries:- Prompt and timely payment of salaries of serving personnel will a cardinal objective to be vigorously pursued by this administration. I promise that we will ensure that the police are not at disadvantaged position compared to other Security Agencies in terms of salaries and other entitlements.

7. Establishment of Forensic Laboratories in the six geopolitical zones in the country: – In order to enhance the investigative capacity of the Nigeria Police, concerted effort will be made to establish at least one police forensic laboratory in each of the six geopolitical zones of the country. This will boost the capacity of the police to effectively and efficiently investigate and prosecute crime within the organization.

8. Establishment of Joint Operation Centres in States Police Commands:- Coordination with other security agencies is very critical at this period of security challenges in the country. Therefore, there shall be established in every Police Command headquarters a joint operation center for effective coordination and synergy with other security agencies to adequately respond to major crises 24/7. This will bring our daily operations closer and will build more trust and confidence amongst us.

9. Establishment of Criminal Database in all Police Divisions Nationwide:- Effective criminal database in police divisions will enhance the police capacity for effective investigation of criminal cases in Nigeria. This administration will establish database in all Police divisions in the country.

10. Reorganization and Restructuring of Special Anti-Robbery Squads:- Violent criminality is gradually taking over our streets, neighborhoods and communities. In order to address these ugly challenges, the Special Anti-Robbery Squads in the State Commands will be restructured, reorganized and made more robust to reverse these ugly trends in our communities. The personnel deployed to these squads will be trained, retrained and motivated accordingly to perform their duties.

11. Reorganization and Restructuring of Police Special Units (PMF AND CTU);- The time has come for the Nigeria Police to play more active role in the unity and stability of this great country. This can only be achieved through the reorganization and restructuring of the Special Police Units of Mobile Force and Counter Terrorism Units. This administration will vigorously pursue the reorganization and restructuring of these Units so as to make them more professional and organized. The following will be vigorously pursued:

11.1 Deployment of Special Units:- Hence forth, deployment of special unit’s personnel to individual businessmen and private companies must be critically reviewed, these units are established to tackle serious security challenges in the country such as riots, terrorisms, and counter insurgency operations. Their deployment will be focused on the locations where we experience the challenges

11.2 Capacity Building: – Efforts will be vigorously pursued to provide capacity to these special units in form of professional training on human rights, use of force, operational deployment procedures and other subjects that are applicable to their duties.

11.3 Housing of Police Special Units in Barracks:- Concerted effort will equally be pursued to ensure the provision of barracks to house all personnel of Police Special Units such as PMF and CTU. This will be a major focus of this administration. This will enhance the effectiveness and efficiency of these units. Housing them in the barracks will enable quick mobilization and will also enhance their cohesiveness as a police striking force.

12. Posting Of Female Officers in Command Positions in States ;- One of the Principles of Democratic policing is a police institution that is responsive, representative and accountable to its citizens. Therefore, because the female population in Nigeria accounts for about fifty percent of the population of this country, emphasis will be in place for the posting of female police officers in command positions. This will boost the morale of female Police officers.

13. Establishment of Eminent Persons Forums in the States of the Federation: – As part of Community policing strategies to tackle ethnic and religious upheavals that have bedeviled several parts of the country,

the Nigeria Police in collaboration with States shall establish Eminent Person’s/ Stakeholders’ forum in every Police Command to help in mediation in to security challenges. The Forum will be composed of retired civil servants, Religious leaders, retired senior security officers and traditional/community leaders. They will assist in mediation and social controls during security challenges in any part of the country. This forum shall meet periodically and reports forwarded to the police headquarters for necessary action. I therefore solicit the support of our elder Statesmen in our various communities to consider this look at this as their contribution to the general peace and stability of the country.

Finally, I wish to call on every citizen of this great country to support and cooperate with the police to make Nigeria safer and more united. As we are all aware, the security of our communities is the responsibility of all of us, I seek the support of every citizen to give the Nigeria Police Force maximum cooperation to ensure that this country shall continue to be more united and prosperous.
Once again I want to thank Mr. President for the confidence and promised to effectively discharge this onerous responsibility.
May Almighty Allah continue to bless this great country and guide the President of the Federal Republic of Nigeria.
Long live Nigeria Police Force. Long live Federal Republic of Nigeria. Thank you and God bless.

Science/Technology › India Sets New Record In A Single Space Mission. by nex(op): 7:32am On Jun 23, 2016
Indian Space Research Agency says it has launched 20 satellites including 17 foreign payloads in a single mission.

https://i2.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/india.jpg

It said that India has set a new record for the country’s space programme.

The country’s space agency disclosed this in New Delhi that the Polar Satellite Launch Vehicle (PSLV) on Wednesday took off from Sriharikota spaceport in southern India at around 9:30 am (0400 GMT) and placed the satellites in their prescribed orbits 26 minutes later.

The agency said in a statement that the main passenger on the rocket was India’s earth observation satellite Cartosat-2, which can take images at sub-metre resolution and weighs 727.5 kilogrammes.

It explained that 17 small satellites including 13 from the U.S., two from Canada, and one each from Germany, and Indonesia were also injected in low-earth orbit.

The agency said further that two satellites from Indian universities were also among the passengers.

In 2008, India launched 10 satellites in one rocket, setting a world record that was broken several times in subsequent years.

India has joined the relatively few players in the multi-billion-dollar space launch market some four decades after it launched its first satellite, Aryabhatta, in 1975.

Nairaland General › FCT Minister Promises Civil Servants 400 Housing Units Annually. by nex(op): 11:17pm On Jun 22, 2016
The Federal Capital Territory Administration (FCTA) has assured civil servants in the territory of 400 units of houses every year to close the housing deficit and provide affordable accommodation for its workforce.

The FCT Minister, Malam Muhammad Musa Bello who disclosed this while receiving the Head of Service of the Federation, Ms. Winifred Ekanem Oyo-Ita, in Abuja also noted that substantial amount of money has already been provided in the FCT 2016 statutory budget to immediately commence the project to improve the welfare of the workers.

Malam Bello noted that, on his appointment as the minister of the territory, he had observed that large numbers of staff in the territory with lower grade do not own property in the city.

He lamented that, some of the staff have work in the administration for many years processing land application land files, giving approval but had been tenants in the territory without house of their own.

“Before I was appointed Minister, I had the impression that everybody in the FCTA was also a landlord. But to my surprise, I realized that a number of the staff, particularly those in the middle level and junior cadre do not own properties in the city”, he said.

Responding to a request by the Head of Service to provide suitable land for mass housing projects for all civil servants in the Territory under Federal Integrated Staff Housing Scheme (FISH), the Minister gave the assurance that the Administration was ready to partner with the service to achieve the mandate.

Malam Bello emphasised that, “With respect to this particular programme, I assure you we will try to identify and locate land in areas where you will build and deliver the houses at the rate you have mentioned, so that the houses can be occupied immediately.”

While lamenting that pockets of houses were built in the past without proper linkage to the city centre in terms of access road, power lines, water lines and sewage, the minister said, FCTA has concluded plans to revamp its mass housing programme to make it more inclusive and responsive to the requirements of Nigerians, especially the civil servants.

He added that some of the mass housing has not been occupied despite having gulped so much investment.

Malam Bello noted that the new system of mass housing in the city was designed in such a way that all the developments will go hand in hand to provide the needed facilities.

Earlier in her remarks, the Head of Service of the federation, Ms. Winifred Ekanem Oyo-Ita said the issue of housing and accommodation for civil servants has become a very big challenge.

She recalled that since the year 2001 when the monetization policy was implemented, only the first few crop of civil servants who were occupiers of official quarters at that time had the good fortune of being able to take over their houses with some assistance through the banks.

The Head of Service called on the Minister to allocate good piece of land that would be used to develop housing estates as well as to provide site and services and other infrastructural needs that are very paramount to the successful development of these housing estates for civil servants under the FISH programme.

The house also mandated its Committee on Healthcare Services to interface with relevant government agencies to engage in continuous campaigns and education of the public on the disease.

This followed a motion by Rep. Saheed Akinade-Fijabi (APC-Oyo) brought under “Matter of Urgent National Importance’’.

Moving the motion, Akinade-Fijabi explained that Sickle Cell was a disorder of the blood caused by inherited abnormal haemoglobin, with Nigeria having five million patients.

He lamented that with the high rate of illiteracy, little was known about the disease, a situation that had led to a high rate of sickle cell patients in the country and Africa.

“There is a sickle cell foundation in Nigeria which was established for the purpose of educating the public on the disease and assisting patients where necessary.

“However, scarcity of fund has hindered its operations,” he said.

The lawmaker added that more still needed to be done in terms of educating and orientating the public on the need for the cost of treatment to be subsidised as some families could not afford the money.

The motion was unanimously adopted by the members, who called on the government to urgently enunciate a policy on subsidy for cost of treatment of patients of the disease. (NAN)

Nairaland General › Nigeria Is The Economic Engine Of Africa- President Buhari. by nex(op): 8:45pm On Jun 22, 2016
President Muhammadu Buhari has said that the Nigerian economy is the engine of Africa.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Buhari-IGP.jpg

He said all hands must be on deck to ensure that the welfare of Nigerians is paramount at all times.

The president stated this when he hosted the council of Ministers to break Ramadan fast in the presidential villa Abuja.

“It is no news that we are the biggest country in Africa. We are the economic engine of Africa. We must be patriotic in our dealings with others,” the President said.

Commenting on Ramadan generally President Buhari said it made people conscious of what leaders at every level ought to do and that leading people was not a joke.

The Nigerian leader advised the militants in the Niger delta region to give up their arms struggle and accept peace.

In a similar vein, President Buhari advised the youths clamouring for the creation of Biafra as an independent country from Nigeria to have a second thought.

“To the militants in their various homes we need to reflect very seriously on what happened in 1967 and 1970. About 2 million Nigerians lost their lives. And at that time as a young military officer you hardly heard of anything about petroleum or whatever money you got and where you got it from. Look at what General Yakubu Gowon former military head of State at that time said. ‘To keep Nigeria one is a task that must be done’. We were quarrelling with our brothers we were not fighting an enemy and then somebody is saying that once again he wants Biafra,”he explained.

The president is of the opinion that such people are driven by youthful exuberance “I think this is because they were not born when there was Biafra. We have to reflect on historical antecedents to appreciate what is before us now and what we intend to leave for our children and our grand children”, he concluded.

The Vice president, Prof Yemi Osinbajo led the ministers to this breaking of fast with the president.

It would be recalled that President Buhari had hosted the service Chiefs to a similar breaking of fast the previous night.

The Chief of Defence Staff General Gabriel Abayomi Olonishakin used the occasion to pledge the loyalty of the armed force to the president who is also the Commander -In- Chief of the Nigerian Armed Forces.

Crime › Arms Probe: I’m Ready To Be Probed – EFCC Boss. by nex(op): 8:43pm On Jun 22, 2016
The attention of the Economic and Financial Crimes Commission, EFCC has been drawn to a report entitled, DSS Nabs Member of Presidential C”ttee on Arms Procurement over Alleged Fraud , which appeared at page 10 of Thisday newspaper of June 21, 2016, regarding the arrest of Air Commodore Umar Muhammed (rtd.), for alleged fraud.

https://i0.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/EFCC1-1.png

The report, quoting anonymous sources, alleged that Muhammed who is a member of the arms procurement committee is “fronting for some members of the committee”, including “high ranking officials in the EFCC and ONSA”.

Though the report falls short of naming the so-called officials that Mohammed is allegedly fronting for, it is common knowledge that the Acting Chairman of the EFCC, Mr. Ibrahim Magu, is the only member of the Arms Procurement Committee from the Commission.

The EFCC views with grave concern this spirited attempt to create doubts in the minds of less discerning Nigerians and member of the international community regarding the integrity of its acting Chairman. To all intent and purposes, this devious report is another avenue of corruption fighting back as some people have been uncomfortable with the uncompromising stance of the Acting EFCC Chairman in the fight against corruption.

The EFCC wishes to categorically state that no official of the agency that is directly or remotely connected with the work of the Arms Procurement Committee have had any dealings that verge on fraud with Air Commodore Mohammed or any other member of the Committee. It challenges anybody with contrary information to come forward with the evidence.

The EFCC as a body upholds zero tolerance for corruption and will not condone any act that amount to corruption. If Mohammed is established to have engaged in any illegal activity, he should be held liable.

In view of the gravity of the issues, the EFCC calls on the Presidency to set up a high-powered inquiry to verify the claims of the report and those who have made it their sole business to impugn the integrity of others and cast doubt on the credibility of the anti-corruption war.

No matter the distraction and attempt by dark forces to derail its work through negative propaganda, the Commission will continue to discharge the mandate freely given to it by the Nigerian people to hold all public officers accountable.

Nairaland General › Fayose Is Confused And Needs Prayers Says Presidency. by nex(op): 7:41pm On Jun 22, 2016
Garba Shehu, Abuja: The Presidency has dismissed as laughable the desperate attempt by Governor Ayo Fayose of Ekiti State to link President Buhari’s wife Aisha to US Congressman William Jefferson’s bribery scandal for which the American lawmaker was convicted in 2009.

https://i1.wp.com/www.barbaric.com.ng/wp-content/uploads/2016/06/Fayose-1.jpg

Reacting to Fayose’s allegations in a press statement, the Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, said ordinarily the presidency would have ignored Fayose because he is a man “childishly obsessed with the desire to grab the headlines and insulting people at will because of his incurably boorish instincts.”

Mallam Garba explained however that the presidency chose to respond on this occasion for the sake of innocent Nigerians who might be misled by Fayose’s shameless and blatant distortion of facts. He said ignoring Fayose carries the risk of giving traction and credibility to outright and brazen falsehoods inconsistent with the status of anybody that calls himself a Governor or leader.

According to Shehu, Aisha had no direct, indirect or the remotest connection with William Jefferson’s corruption scandal in the United States. He challenged Fayose to tell Nigerians if the so-called Aisha whose pictures he proudly, but ignorantly shared, was the same Aisha married to President Muhammadu Buhari, or if the Aisha of his idle imagination had any relationship by blood or any relationship in whatever form, with President Buhari’s wife.

Shehu also challenged Fayose to produce evidence from the records of investigation and subsequent trial of Jefferson to prove that Buhari’s wife Aisha was in anyway linked to that scandal. He explained that common names alone are not enough to automatically link innocent people to crimes or scandals, especially in an era of identity thieves.

Shehu further challenged Fayose to show proof when and where Aisha Buhari was invited for interrogation in connection with Congressman William Jefferson’s bribery scandal, let alone indicted for a crime locally or abroad. According to the Presidential Media Aide, free speech does not entitle Governor Fayose to falsely accuse innocent people of crimes they knew nothing about.

He warned Fayose that Aisha Buhari is entitled to protect her reputation from being recklessly maligned, adding that political opposition is not a licence to attack people’s reputation brazenly without legal consequences.
