Notice in the picture, how makeup stones are used,the purpose of doing this kind of makeup, notice how the eyebrows are groomed and filled with pencil, look closely at how Eye shadows are placed. I can tell you, four different colors were incorporated. Watch other things that make the eye pop apart from shadows, eyeliners, mascara, the makeup stones make the whole drama come together.

Photoshop is used in fashion photos and practically in every print to make makeup work look better. If you are one to believe in everything you see, then you have decieved yourself. This photo is to project combination of colours, total makeup for a photoshoot and the use of makeup stones. I do agree with you that there's been too many layers added but then, photoshop isn't anything new.
