In a working system people build houses after necessary approvals, navy officer mind their job description they don't intimidate civil servants carrying out their duties, else they would be arrested and prosecuted accordingly.

Only those who have not been aggressively indoctrinated would not understand these things, it becomes a part of you forever, so even if you don't take outright action on your indoctrination, you wouldn't go against it, as it is believed to be the WILL OF GOD.
