There are not necessarily budget notebook, but old notebook (thats why their prices are cheaper) and I will advise not to go for those to avoid hardware problems also newer Core i3 will outperform that core i7 elitebook you mentioned

I don't buy them to stock but if customer wants he/she can pre-order for it.


About programming: Any computer can be used to write programs. is only when you use heavy IDE like NetBeans and Microsoft Visual Studio that you require computer that has good processor to avoid sluggishness.

About engineering software, I presume graphics software like AUTOCAD, Revit software and the likes. When doing rendering in Revit for example if using low powered computer, the rendering will be very slow and take time which will slow your work.
