Recruitment agents who scam foreign nationals applying to work in the UK care sector have been exposed by BBC secret filming.

One of the rogue agents is a Nigerian doctor who has worked for the NHS in the field of psychiatry.

The Home Office has acknowledged the system is open to abuse, but the BBC World Service's investigation shows the apparent ease with which these agents can scam people, avoid detection, and continue to profit.

Our secret filming reveals agents' tactics, including:

Illegally selling jobs in UK care companies

Devising fake payroll schemes to conceal that some jobs do not exist

Shifting from care to other sectors, like construction, that also face staff shortages


Reports of immigration scams have increased since a government visa scheme - originally designed to let foreign medical professionals work in the UK - was broadened in 2022 to include care workers.

To apply for the visa, candidates must first obtain a "Certificate of Sponsorship" (CoS) from a UK employer who is licensed by the Home Office. It is the need for CoS documents that is being exploited by rogue relocation agents.

"The scale of exploitation under the Health and Care Work visa is significant," says Dora-Olivia Vicol, CEO of Work Rights Centre, a charity that helps migrants and disadvantaged people in the UK access employment justice.

"I think it has turned into a national crisis."

She says there is "systemic risk inherent" in the sponsorship system, because it "puts the employer in a position of incredible power" and has "enabled this predatory market of middlemen to mushroom".

The BBC sent two undercover journalists to approach relocation agents working in the UK.

One met Dr Kelvin Alaneme, a Nigerian doctor and founder of the agency, CareerEdu, based in Harlow, Essex.

His website states his business is a "launchpad for global opportunities catering to young Africans", claiming to have 9,800 "happy clients".

Believing the BBC undercover journalist was well connected in the UK care sector, Dr Alaneme tried to recruit her to become an agent for his business, saying it would be very lucrative.

"Just get me care homes. I can make you a millionaire," he said.

As a potential business partner, our journalist was then given unprecedented insight into how immigration scams by agents like Dr Alaneme actually work. Dr Alaneme said he would pay £2,000 ($2,600) for each care home vacancy she was able to procure, and offered £500 ($650) commission on top.

He then said he would sell the vacancies to candidates back in Nigeria.

Charging candidates for a job is illegal in the UK.

"They [the candidates] are not supposed to be paying because it's free. It should be free," he said, lowering his voice.

"They are paying because they know it's most likely the only way."

The BBC began investigating him following a series of online complaints about his relocation services.

Praise - from south-east Nigeria and in his mid 30s - was one of those who complained, claiming he paid Dr Alaneme more than £10,000 ($13,000) for a job in the UK. He says he was told he was going to be working with a care company called Efficiency for Care, based in Clacton-on-Sea. It was only when he arrived that he realised the job didn't exist.

"If I had known there was no job, I would have not come here," he says. "At least back home in Nigeria, if you go broke, I can find my sister or my parents and go and eat free food. It's not the same here. You will go hungry."

Praise says he messaged Efficiency for Care and Dr Alaneme for months, asking when he could start working. Despite promises of assistance from Dr Alaneme, the job never materialised. Almost a year later, he found a position with another care provider willing to sponsor him to remain in the UK.

Our investigation found that Efficiency for Care employed - on average - 16 people in 2022, and 152 in 2023. Yet a letter sent from the Home Office to the company dated May 2023 - and seen by the BBC - showed it had issued 1,234 Certificates of Sponsorship to foreign workers between March 2022 and May 2023.

Efficiency for Care's sponsorship licence was revoked in July 2023. The care company can no longer recruit from abroad, but continues to operate.

It told the BBC it strongly refutes the allegation it colluded with Dr Alaneme. It said it believed it lawfully recruited staff from Nigeria and other countries. It has challenged the Home Office's revocation of its sponsorship licence, it said, and the matter is now in court.

In another secretly filmed meeting, Dr Alaneme shared an even more sophisticated scam involving sponsorship documents for jobs that did not exist.

He said the "advantage" of having a CoS that is unconnected to a job "is that you can choose any city you want".

"You can go to Glasgow. You can stay in London. You can live anywhere," he told us.

This is not true. If a migrant arrives in the UK on a Health and Care Work visa and does not work in the role they have been assigned, their visa could be cancelled and they risk being deported.

In the secret filming, Dr Alaneme also described how to set up a fake payroll system to mask the fact the jobs are not real.

"That [a money trail] is what the government needs to see," he said.

Dr Alaneme told the BBC he strenuously denied services offered by CareerEdu were a scam or that it acted as a recruitment agency or provided jobs for cash. He said his company only offered legitimate services, adding that the money Praise gave him was passed on to a recruitment agent for Praise's transport, accommodation and training. He said he offered to help Praise find another employer free of charge.

The BBC also carried out undercover filming with another UK-based recruitment agent, Nana Akwasi Agyemang-Prempeh, after several people told the BBC they had collectively paid tens of thousands of pounds for care worker positions for their friends and family that, it transpired, did not exist.

They said some of the Certificates of Sponsorship Mr Agyemang-Prempeh gave them had turned out to be fakes - replicas of real CoS issued by care companies.

We discovered Mr Agyemang-Prempeh had then begun offering CoS for UK jobs in construction - another industry that allows employers to recruit foreign workers. He was able to set up his own construction company and obtain a sponsorship licence from the Home Office.

Our journalist, posing as a UK-based Ugandan businessman wanting to bring Ugandan construction workers over to join him, asked Mr Agyemang-Prempeh if this was possible.

He replied it was - for the price of £42,000 ($54,000) for three people.

Mr Agyemang-Prempeh told us he had moved into construction because rules are being "tightened" in the care sector - and claimed agents were eyeing other industries.

"People are now diverting to IT," Mr Agyemang-Prempeh told the undercover journalist.

More than 470 licences in the UK care sector were revoked by the government between July 2022 and December 2024. Those licensed sponsors were responsible for the recruitment of more than 39,000 medical professionals and care workers from October 2020.

Mr Agyemang-Prempeh later asked for a downpayment for the Certificates of Sponsorship, which the BBC did not make.

The Home Office has now revoked his sponsorship licence. Mr Agyemang-Prempeh's defence, when challenged by the BBC, was that he had himself been duped by other agents and did not realise he was selling fake CoS documents.

In a statement to the BBC, the Home Office said it has "robust new action against shameless employers who abuse the visa system" and will "ban businesses who flout UK employment laws from sponsoring overseas workers".

BBC investigations have previously uncovered similar visa scams targeting people in Kerala, India, and international students living in the UK who want to work in the care sector.

In November 2024, the government announced a clampdown on "rogue" employers hiring workers from overseas, external. Additionally, from 9 April, care providers in England will be required to prioritise recruiting international care workers already in the UK, external before recruiting from overseas.

These loans are part of the World Bank’s broader strategy to support Nigeria’s development priorities, particularly in areas such as healthcare, education, and poverty alleviation. The institution has emphasized the importance of implementing these programs efficiently to ensure maximum impact.

While the loans aim to address urgent socio-economic needs, Nigeria’s rising debt profile has raised concerns among stakeholders. Under President Bola Tinubu’s leadership, the country has received approvals for 11 World Bank projects totaling 7.45 billion in less than two years. However, data from the Debt Management Office (DMO) reveal that only 774.99 million (about 16% of the approved amount) had been disbursed as of July 31, 2024.

This slow pace of disbursement has sparked debates about the efficiency of project execution and fund utilization. Currently, Nigeria owes the World Bank 17.32 billion, with 16.84 billion owed to the International Development Association (IDA), representing 39.14% of the nation’s total external debt. Another $485.08 million is owed to the International Bank for Reconstruction and Development (IBRD), accounting for 1.13% of external obligations.

Former Central Bank Governor Emefiele Is Nigerian 'Top Brass' Who Owns 753 Duplexes In Abuja Estate Forfeited To EFCC

former governor of the Central Bank of Nigeria, Godwin Emefiele, owns the large estate in Abuja with 753 duplexes forfeited to the Nigerian government through the Economic and Financial Crimes Commission (EFCC), in a court ruling on Monday.

Human rights activist and convener of #RevolutionNow Movement, Omoyele Sowore, confirmed the development in a post on his Twitter.

Emefiele is standing trial on several charges bordering on corruption, including in the new naira redesign before the Federal Capital Territory, FCT, High Court in Maitama, Abuja.

Justice Maryann Anenih had adjourned the matter till December 4, 2024, and January 21, 2025 for continuation of trial.

Sowore had earlier blasted the Economic and Financial Crimes Commission (EFCC), for refusing to name the former Nigerian “top brass” who owned the large estate in Abuja with 753 duplexes.

Sowore, former presidential candidate for the African Action Congress (AAC) in the 2023 general elections, had noted on Monday that the EFFC is now afraid of big thieves and has become their public relations officer.

In an update, the human rights activist said, "I just heard from the grapevine that the 753 duplexes forfeited by an FCT court in Apo belong to Muhammadu Buhari's CBN gov, Godwin Emefiele."

SaharaReporters earlier reported that Justice Jude Onwuegbuzie, on Monday, ordered the final forfeiture of an estate in the Federal Capital Territory, Abuja, measuring 150,500 square metres and containing 753 Units of duplexes and other apartments.

The EFCC said in a release that this was the single largest asset recovery by the Commission since its inception in 2003.

The estate rests on Plot 109 Cadastral Zone C09, Lokogoma District, Abuja.

According to Sowore, the same EFCC which deliberately refused to name the seized 753 duplexes Abuja estate boldly and without commencement of court trial, published names and photos of yahoo boys with proud display of laptops and small Nokia phones.

Sowore, who said this in a post on his verified social media account wrote, “What is the name of the "former top brass" with 753 duplexes seized by the EFCC in Abuja?

“The @officialEFCC is now doing PR for thieves. They seized this large estate with 753 duplexes from a single individual in Abuja but can't mention his or her name.

“If it is Yahoo boys, they will line laptops and Nokia phones in front of them and send their photos globally even before their trial is commenced. The same EFCC is now AFRAID of BIG Thieves!”

In another post, Sowore wrote, “They have told you every day since the days of the Structural Adjustment Program of IBB and Co. that the government has no business building houses for citizens, but a "TOP Brass" stole from citizens and built 753 duplexes for himself.”

"The forfeiture of the property to the federal government by a former top brass of the government was pursuant to EFCC’s mandate and policy directive of ensuring that the corrupt and fraudulent do not enjoy the proceeds of their unlawful activities.

"In this instance, the Commission relied on Section 17 of the Advance Fee Fraud And Other Fraud Related Offences Act No 14, 2006 and Section 44 (2) B of the Constitution of the 199 Constitution of the Federal Republic of Nigeria to push its case," the EFCC had said.

Ruling on the Commission’s application for the final forfeiture of the property, Justice Onwuegbuzie held that the respondent have not shown cause as to why he should not lose the property, “which has been reasonably suspected to have been acquired with proceeds of unlawful activities, the property is hereby finally forfeited to the federal government.”

EFCC announces biggest asset recovery as govt official forfeits estate with 753 duplexes

The Economic and Financial Crimes Commission, EFCC, on Monday announced the single largest asset recovery since its inception in 2003.

The development followed a ruling by Justice Jude Onwuegbuzie of the Federal Capital Territory High Court on the final forfeiture of an Abuja estate measuring 150,500 square metres and containing 753 units of duplexes and other apartments.

According to the EFCC, the estate, located on Plot 109 Cadastral Zone C09, Lokogoma District, Abuja, belonged to a government official.

“The forfeiture of the property to the federal government by a former top brass of the government was pursuant to EFCC’s mandate and policy directive of ensuring that the corrupt and fraudulent do not enjoy the proceeds of their unlawful activities,” the statement added.

The EFCC said it relied on Section 17 of the Advance Fee Fraud And Other Fraud Related Offences Act No 14, 2006 and Section 44 (2) B of the Constitution of the 199 Constitution of the Federal Republic of Nigeria to push its case.

Ruling on the Commission’s application for the final forfeiture of the property, Justice Onwuegbuzie held that the respondent have not shown cause as to why he should not lose the property, “which has been reasonably suspected to have been acquired with proceeds of unlawful activities”.

“The property is hereby finally forfeited to the Federal Government,” the judge declared, according to the statement.

The statement added, “The road to the final forfeiture of the property was paved by an interim forfeiture order, secured before the same Judge on November 1, 2024.

“The government official which fraudulently built the estate is being investigated by the EFCC. The forfeiture of the asset is an important modality of depriving the suspect of the proceeds of the crime.

“The justification for the forfeiture is derived from Part 2, Section 7 of the EFCC Establishment Act, which stipulates that the EFCC “has power to cause investigations to be conducted as to whether any person, corporate body or organization has committed any offence under this Act or other law relating to economic and financial crimes and cause investigations to be conducted into the properties of any person if it appears to the Commission that the person’s lifestyle and extent of the properties are not justified by his source of income.”

The statement added that EFCC chairman, Ola Olukoyede, has repeatedly described asset recovery as pivotal in the fight against corruption, describing it as a major disincentive against the corrupt and the fraudulent.

Addressing members of the House of Representatives Committee on Anti-corruption recently, he said, “If you understand the intricacies involved in financial crimes investigation and prosecution you will discover that to recover one billion naira is war.

“So, I told my people that the moment we start investigation we must also start asset tracing because asset recovery is pivotal in the anti-corruption fight; and one of the potent instruments that you can deploy as an anti-corruption agency for an effective fight is asset tracing and recovery.

“If you allow the corrupt or those that you are investigating to have access to the proceeds of their crime, they will fight you with it. So one of the ways to weaken them is to deprive them of the proceeds of their crime.”

Nigeria, Africa’s largest oil producer, is grappling with a 27 percent year-to-date drop in active oil rigs, posing a significant challenge to the federal government’s ambitious goal of reaching a daily crude oil output of 2 million barrels per day (bpd) by the end of December 2024.

Latest data from the November 2024 Monthly Oil Market Report of the Organisation of Petroleum Exporting Countries (OPEC) shows that the number of functional oil drilling rigs across the country declined to 11 in October.

OPEC data showed that the country operated an average of 17, 17 and 14 oil rigs in the first, second, and third quarters of 2024, respectively.

An oil rig/platform is a large structure that houses facilities for extracting and processing petroleum and natural gas from rock formations beneath the seabed.

The rig count reflects the level of exploration, development, and production activities in a country’s oil and gas sector. Active oil exploration attracts investment and revenues into the country for economic growth.

“Nigeria, a previously bright spot on big oil and gas investors’ radar screens, has dimmed significantly as investor attention is increasingly drawn to new and emerging developments in Namibia, Ivory Coast, Angola, and the Republic of Congo,” NJ Ayuk, executive chairperson of the African Energy Chamber, said.

“With two-thirds or more of its revenue coming from oil, investor flight is a serious problem for Nigeria.”

The National Bureau of Statistics (NBS) revealed that the country’s foreign capital investments in the industry fell from $720 million in 2016 to $3.64 million by 2023.

According to the report, the petroleum industry received nothing from the $3.38 billion in capital imports into Nigeria during the first three months of 2024.

The federal government had set out to hit the target of 2 million bpd in December this year, a development that now looks like a tall order as the country’s rig declines.

Heineken Lokpobiri, minister of state for petroleum (oil), said: “The shortest way for us to get out of our current economic problems is to increase production.

“And our target is that by December we want to hit at least two million barrels,” Lokpobri said.


In addition, the government claimed that Nigeria is currently revving up output, producing 1.8 million bpd as of November 2024.

Mele Kyari, group chief executive officer of the Nigerian National Petroleum Company Limited (NNPC), said that the state-owned oil company and its partners have increased crude oil and gas production to 1.8 million barrels per day (mbpd) and 7.4 standard cubic feet per day (scfd) respectively.

Meanwhile, OPEC’s latest oil market report revealed that Nigeria’s crude oil production recorded an average of 35,000 barrels increase in crude output in October, rising to 1.434 million barrels per day (bpd).

According to the report, production rose from 1.399 million bpd in September, according to secondary data from Nigerian authorities.

Direct communication showed that Nigeria’s average crude oil production for October was 1.333 million bpd, an increase of 9,000 barrels compared to 1.324 million bpd in the previous month.

After a long wait all year, the Federal Republic of Nigeria has announced the launch of a dual-tranche Eurobond offering under its Global Medium Term Note Programme to finance the country’s 2024 fiscal deficit.

According to documents seen by BusinessDay, the government will be issuing $500 million worth of the bonds.

The two tranches of the Eurobond are, 6.5-year bond with a coupon rate of 10.125 percent and the second tranche is a 10-year bond with a coupon rate of 10.625 percent.

The last time Africa’s most populous nation tapped the international debt market was in March 2022, when it raised $1.25 billion at a rate of 8.375 percent through a seven-year Eurobond.

Eurobonds are dollar-denominated debt which is an important source of foreign capital used for development finance. This issuance can serve as a succour for the country’s volatile currency and uncertainties like silence from the fiscal side, poor reserves, low oil production others could cause damage to the credibility of the Nigerian economy.

The bonds are expected to settle on December 9, 2024.

The proceeds from the Eurobond will be used to fund critical infrastructure projects and support economic growth. cheesy

This Eurobond issuance marks another significant step in Nigeria’s efforts to diversify its funding sources and attract foreign investment.

Wale Edun, minister of finance had announced plans for the federal government to issue $1.7 billion Eurobond as part of an external borrowing plan to strengthen the country’s finances and support economic reforms last month.

He said, “The first objective is to complete the federal government’s external borrowing program with the approval of the $2.2 billion financing package, which will include access to the international capital market through a combination of Eurobonds and Sukuk bonds—approximately $1.7 billion from the Eurobond offer and $500 million from Sukuk financing.

He disclosed this to State House correspondents on Thursday after the federal executive council (FEC) meeting presided over by President Bola Tinubu at the Presidential Villa.

According to him, the financing package will be raised through a combination of Eurobonds and Sukuk bonds, with approximately $1.7 billion expected to come from the Eurobond offer and $500 million from Sukuk financing.

Edo North senator, Adams Oshiomhole, has expressed his support for the financial autonomy of local governments in Nigeria.

On July 11, 2024, the Supreme Court upheld the financial autonomy of local governments.

Oshiomhole, speaking at a forum on local government autonomy organized by the House of Representatives on Monday, emphasized the importance of character in governance and accountability.

He advised local government chairmen to allocate resources to roads, hospitals, and other public services.
