Nairaland / General / Covid 19: Another Lockdown Likely In Imo by nwokeji29: 7:22pm On May 07, 2020
The non adherence to preventive measures to curb the spread of the deadly coronavirus pandemic in Imo State, may force the Imo state government to order another lock-down in the state.

Governor Hope Uzodinma had lifted the lock-down last Friday, though he retained the dusk to dawn curfew.

And despite strong advise by health authorities to the people of the state to maintain physical distancing, regular hand washing and gathering of not more than 50 persons prohibited, independent investigations conducted by this newspaper reveal, that the level of adherence is low and unimpressive.

Despite the ban on inter state travels, it was observed that buses particularly at non authorized motor parks conveyed passengers to and fro the State.

Most motor parks in the state particularly the illegal ones at Ama Jk and Douglas road, Owerri boarded passengers to the brim in their buses.

Intra city buses, it was also observed, also ferried passengers to full capacity. Some of them without face masks.

The Nigeria Centre For Disease Control, NCDC had hinted that the latest wave of those infected with covid 19 originated through “community transmission”, a pattern of coroavirus infections outside the imported cases- those with infections who returned from abroad.

Major markets such as Eke Ukwu and Relief markets in Owerri metropolis, opened fully for business, as physical distancing were not properly observed by both buyers and sellers.

Though compliance to the use of face masks were substantially complied with by residents in Owerri metropolis, the level of adherence in the hinterlands is zero.

Our correspondent who visited Eziobodo, Okolochi communities in Owerri North LGA reports that he never sighted anyone with a face mask, except Okada riders who clustered together- in violation to physical distancing

Government offices provided hand washing facilities, including major stalls which opened for business after weeks of the lock-down.

It was observed that most check points manned by security agents have vanished within the state capital.

However, Governor Hope Uzodinma, has said he will be compelled to order another lock-down in the state if the act is deliberate.

Imo State Commissioner of Information and Strategy, Hon Declan Emelumba, while briefing newsmen at the end of the State Exco meeting in Owerri, said Governor Uzodinma has warned against the abuse of easing the lock-down by Imolites, noting that the idea was only meant for people to move around and get essentials for a little while.

He added that the Governor threatened to impose a total lock-down should it be observed that the abuse is deliberate.

Nairaland / General / "Ihedioha Head Of Imo Opposition That Must Be Weakened Before 2024"- Sources by nwokeji29: 10:58pm On May 02, 2020
BY RALPH EJIMKONYE

Former Imo State Governor, Hon Emeka Ihedioha has been fingered as the “arrow head of the opposition in the state” to the present Hope Uzodinma administration in the state.

This is among other factors, why the former Governor has to be probed by the present administration, top level sources in Imo APC have revealed to this newspaper.

The Supreme Court had on January 14, 2020, sacked Ihedioha of the Peoples Democratic Party, PDP as Governor of Imo State and replaced him with Senator Hope Uzodinma of the All Progressive Congress, APC.

Imo State Commissioner of Information and Strategy, Hon. Declan Emelumba, had recently accused the Ihedioha administration of misappropriating N19.36 billion naira local government funds.

The Imo State House Of Assembly, dominated by the ruling APC, says it will proceed with the probe of the past administration.

According to multiple sources who spoke to this newspaper on condition of anonymity, Uzodinma never contemplated probing the former Governor, but indications that “Ihedioha has resolved to contest again for Imo governorship in 2024, is the chief factor why they decided to go after the Mbutu born politician”

The source said “It’s all about 2024. As it is now, Ihedioha is the leading opposition figure and arrow head in the State. Other opposition leaders have either lost steam or capitulated. There is no known politician in the state, who will have the nerve to challenge the APC government in 2024. Some have even fled the political stage and they will not have the muscle to return. There is no strong opposition to the present government except Ihedioha and the PDP.

“The only opposition figure that is formidable in Imo State is Ihedioha and the PDP and we are aware he still retains considerable level of support and followership in the state because of the manner he was kicked out of office by the Supreme Court.

“That sympathy is there for him and if he nurtures it till 2024, he will be the biggest threat to the APC government in the State, which has started on a shoddy note by not paying salaries to workers and pensions to pensioners.

“Ihedioha has showed signs that he wants to stage a come back to Government House in 2024 and it is public knowledge, that he still enjoys support and sympathy from the Imo populace, who have not really accepted the Uzodinma government.

“Public sympathy still sway in Ihedioha’s favour and Uzodinma knows this fact. And it is important that such public support is decimated before the next election cycle

“This is the reason, Governor Uzodinma said leadership is not a popularity contest but he forgot that popularity is a major plus to win elections.

“ Once he is politically decimated with all these allegations of fraud, he will lose credibility in the eyes of the voting masses by the next election cycle” the sources concluded

Nairaland / General / Okorocha's Men 'resign To Fate' Over Uzodinma's Solo Appointments by nwokeji29: 12:52pm On Apr 30, 2020
Loyalists of former Governor of Imo State, Rochas Okorocha, who had been expectant of appointments or “accommodation” in the Hope Uzodinma administration, may have resigned to fate following the disposition of the Governor to appoint only his followers in his government.

A source told this newspaper that Okorocha’s men encapsulated in Rescue Mission group have now resolved to “watch the Uzodinma administration from a distance” after the latter only rewarded his supporters in CAMP Hope with appointments, ignoring pleas from top shots of the APC who had persuaded him “to form a broad government that will capture all layers of interests in Imo APC”

Governor Uzodinma had appointed over 120 aides as Special Advisers and Senior Special Assistants, SSAs. He also appointed over 20 Commissioners without any nominee from his allies- Senator Rochas Okorocha and Senator Ifeanyi Araraume.

This newspaper learnt that the last act that broke the camel’s back was how those in Rescue Mission in the APC were completely excluded from palliatives for covid 19 shared by the State Governor to the 27 local governments.

Former Governor Okorocha and Senator Ifeanyi Araraume had aligned with Senator Hope Uzodinma when the latter was installed as Governor of Imo State by the Supreme Court on January 14, 2020.

The apex court had sacked Emeka Ihedioha of the Peoples Democratic Party, PDP.

Nairaland / General / "Ex Govs Should Be Probed, No Saint May Have Governed Imo Since 1999, Says ICA by nwokeji29: 8:51pm On Apr 17, 2020
Watchdog group in Imo State, the Imo Awareness Coalition, IAC, has said “no saint may have governed the State since civilian rule returned to the State since 1999”

The IAC in a statement in Owerri signed by its Publicity Secretary, Fidelis Echendu, said with the latest allegations by the Uzodinma administration leveled against the out-gone Ihedioha administration over alleged mismanagement of N19.63 billion naira LG funds, it has become necessary for all past civilian administrations to be probed.

“All past administrations in Imo State since 1999 should undergo investigation. It is now crystal clear that no saint may have governed the State.

“It is not enough to limit such probe on one or two past administrations in the State. If we must have a clean bill of the finances of the State and how monies accrued to the state in the past 20 years spanning across four administrations was used, then the probe should not be limited to the immediate past administration of Emeka Ihedioha alone.

“Though we are watching these latest allegations, we believe that the State can put a halt to suspected depletion of its finances of the State for unjustifiable reasons, if we institutionalize a process of bringing those who governed the state, to give account of their stewardship and how they managed funds and finances of the state after they have left office.

“It has become a pattern in the state that, when an administration ends and another begins, we are inundated with tales of financial mismanagement. It is unclear to us if these allegations are mere witch hunt tools or really existed

“Therefore, we strongly advise that all past administrations in the state should be accountable to the people of the state after their stewardship.

“There should be an act of legislation, to set up a special Commission, which will compel past governors of Imo State to give account of their stewardship and monies accrued to the state during their reign. This will provide ample opportunity for the people to make informed opinions of every administration and how prudent such government was ”

Recall Imo State Commissioner of Information, Hon Declan Emelumba, had announced that the State government has approved the request of the Auditor General for local Governments and Chieftaincy Affairs, to commence necessary steps to recover N19.63 billion allegedly siphoned from the State-Local Government Joint Accounts Allocation Committee (JAAC), through the Bureau for Local government and Chieftaincy Affairs (BLGCA), by the sacked government of Emeka Ihedioha, in seven months in office.

According to the Commissioner, who spoke to newsmen in Owerri, the monies were allegedly siphoned either for spurious and phony projects, projects/contracts not executed, and or through huge cash withdrawals for undisclosed purposes.

Hon. Mayor Eze, who was Ihedioha’s Special Adviser on Local Government and Chieftaincy Affairs, described the allegations “a comic relief for this covid 19 at home period”

Governor Hope Uzodinma of Imo State, has been advised to review the lockdown in the State because of the coronavirus pandemic, by adopting proactive measures to reach the most vulnerable in the society.

A watchdog group, Imo Awareness Coalition, IAC while reviewing the lockdown, also called on the state government to weigh the possibility of re- opening some major markets in the State capital, Owerri, within a period of time, to enable the citizenry re- stock food.

In its short report made available to this newspaper and endorsed by it’s spokesman, Fidelis Echendu, which assessed the lockdown in the State, the group said the lockdown was “timely and unavoidable at a time the threat of the pandemic hitting the State was almost imminent”

“Within a week of the lockdown, which has been complied with substantially, there is need for fresh measures to take care of the vulnerable are put in place.

“We suggest some markets be re- opened temporarily to enable residents re-stock foodstuff. We suggest Fridays from 10am- 12pm under strict surveillance and enforcement by security agencies.

“This will be an alternative in the absence of palliatives for citizens of the state.

The IAC commended the State Government for fumigating the state capital, which it said “underscores its seriousness to contain the virus from getting to the State.

“With fumigation and decontamination of the streets and major roads in Owerri as a way of reducing the spread of the pandemic, the State government has shown enormous commitment to prevent the virus from getting to the State. Politics / Aftermath Of Defection: New Leadership For Imo Assembly May Emerge by nwokeji29: 11:15am On Jan 31, 2020
Thee gale of defections in the Imo State House of Assembly may lead to the emergence of a new leadership.

Chiji Collins, the current Speaker, was among those who dumped the PDP for the APC in a bid to keep his position.

Aside the crave for a new Speaker, the position of Deputy Speaker remains vacant after the APC gained the majority with its members swelling to 18 .

More decampees from the PDP are still expected to cross over to the APC in days to come.

Newspaper reports in Owerri said House members are unhappy with the Speaker for some reasons and may have lost confidence in him.

Speaker Collins was recently involved in a certificate controversy as alleged by an Owerri based newspaper.

The big hurdle for the Speaker to cross at the moment is the issue of loyalty.

Some political associates of Governor Hope Uzodinma, are skeptical if Speaker Collins who was fiercely loyal to ousted Governor Emeka Ihedioha, will be loyal to Uzodinma.

A close associate of the Governor told this newspaper “ We wonder where he (Collins) will switch his loyalty. This is a big concern to us because he was loyal to Ihedioha.

“We doubt how if he can transfer that loyalty to the new Governor. The State legislature is a crucial arm of government and very sensitive. Considering the present circumstance in the State, can we entrust the legislature in his hands?. This is a knotty issue despite the fact he has joined us in APC. He may have done that to keep his job.

This newspaper observed that some members of the House are pushing for a “brand new leadership devoid of the colouration of the past”

On Tuesday, some PDP lawmakers crossed over to the APC. They include Uche Ogbuagu (Ikeduru), Eddy Obinna (Aboh Mbaise), Kennedy Ibe (Obowo), Crown Onyemaechi Njoku (Ihitte Uboma), Kanayo Onyemaeechi (Owerri West), Chiagozie Nwaneri (Oru East), Dominiic Ezerioha (Oru West) and the Speaker, who represents Isiala Mbano State constituency.

Ohakim stressed that “Unitary Government, as being practiced in Nigeria today, no longer works for anybody. The evidence is that virtually everything federal has failed or collapsed and the urgency of our situation demands a new normal, a clear and different structure through which our people will be organized to face the 21st Century challenges. The earlier we stop ducking and diving with a political structure that has failed us for more than 50 years, the better”.

He maintained that Nigeria is stagnant on development and welfare of citizens due largely to bad leadership of which he blamed on greed, corruption and bribery, ethnic and religious bias, incompetence and wickedness among those who are privileged to hold political power.

On Biafra agitation for restoration to Independence, Ohakim advised Federal Government of Nigeria no to underrate Biafra.

“All I would say here is to advise our present political leaders to avoid the mistake the British made in Northern Ireland where they failed in their trap of believing that because they had power, weapons, soldiers and experience that dwarfed those of the insurgents, it did not matter what the people thought of them”.

“History tells us that Britain could not defeat the Northern Ireland insurgents for more than 20years. Peace negotiation did the magic…”

While charging government to encourage planting of trees to save the society from environmental or climate change disaster as desertification, deforestation, he said a leader must have the courage to act even against an expert advise for even development to thrive, regretting that due to bad leadership, the led are battling with unemployment, hardship and chronic diseases and untimely death and appreciated the UI alumni association for recognizing him with an award of excellence.

Nairaland / General / NYSC: Why Two Corps Members Were Decamped In Ebonyi by nwokeji29: 8:11pm On Nov 11, 2019
By David Uka, Abakaliki

The National Youth Service Corps (NYSC) has given reasons why two Corps Members were evicted from its Orientation Camp in Ebonyi State.

Two Corp members, Okafor Love Obianuju and Odji Oritsetsolaye, according to reports were dekitted and decamped for allegedly refusing to wear the NYSC kits in camp.

They were said to have worn skirts against the usual trousers given to them by the NYSC.

Efforts to make them change and wear the approved kits proved abortive forcing the NYSC to de-kit and decamp them.

The Ebonyi State Coordinator,NYSC, Mrs Ann Ibe who spoke to newsmen in Abakaliki, said that the NYSC followed due process in de-kiting the Corps Members.

According to her, the Corps Members were queried for flouting Schedule 1 Article 3 (b) (ix) of the NYSC Bye Laws 1993.

The article she cited according to investigation deals with code of conduct of Corps Members especially as it has to do with mode of dressing.

A copy of the bye laws obtained by this newspaper clearly states in Schedule 1 Article 3 that ‘”every member shall observe the following code of conduct during the period for which the code relates.

It further goes on to state in (b) (ix) that during the orientation, every member shall wear the various uniform provided for activities.

She further said that the bye laws also stipulated punishment for offenders in schedule 2 article 1(I) (a).

The said schedule 2 article (I) (a) states that ‘failure to wear the uniform provided for any particular activity, the Corps Member should be informed to go and wear the uniform, failing which he or she will be decamped’.

Mrs Ibe said the Corps members were dekited in line with the recommendations of the NYSC Camp Court.

The Court, she noted is the NYSC Disciplinary Committee which handles cases arising in camp.

“The Court considered their cases and gave them the opportunity to defend themselves for not being properly kitted in line with service regulations which includes undertaking to keep to the rules and regulations of the scheme”.

“They were properly defended by a Corps Lawyer and at the end, the Court found them guilty and recommended they be decamped and de-kitted”, she said.

The State Coordinator, however noted that though they were de-kitted and decamped in line with the bye laws of the NYSC the matter has been forwarded to the Headquarters of the Scheme for final determination.

Politics / 2023: Nwajiuba,Uzodinma Reposition To Take Over Imo APC by nwokeji29: 7:33pm On Nov 11, 2019
BY: RALPH EJIMKONYE

The battle for the soul of the All Progressive Congress, APC in Imo State is already firing up with key stakeholders making deft and strategic steps to pocket the party.

The unseen war is fueled by the 2023 governorship contest in the State.

The political tiki- taka in the party has been between the camps of former Governor Rochas Okorocha, Senator Hope Uzodinma and new entrant in the fray, Minister of State for Education, Hon.Emeka Nwajiuba.

INNONEWS observed that the unfolding political dynamics is tilting towards the Junior Minister for Education whom credible sources said “may consider to run the 2023 guber in the State”.

Further findings indicate that the Minister has a structure well oiled, neatly tailored and ready for the big battle ahead. Another source also claimed that the G-42 which Nwajiuba is behind its formation have been in existence for a long time.

An ally of the Minister and Director General of G42, Sir.Chinedu Ogubuike, KSM said “It is too early to speak on 2023 when he (Nwajiuba) is fully engaged in the task of helping Mr. President to actualize the Next level Agenda

“But naturally, he is the leader of the party in the State based on his position. There will be no tussle on who should lead the party and there is no need for that because soon, it will play out. He is the only one from the State and from the party in Imo State that sees the President on a weekly basis.

“He is not contesting with anyone for the leadership of the party because he is busy at the moment facing his job as a Minister of the Federal Republic of Nigeria.

The camp of Senator Hope Uzodinma seem to have foreseen the impending leadership tussle that may play out in the party, which prompted the State Chairman, Marcellinus Nlemigbo, to reaffirm Senator Uzodinma as leader of the APC in the State at the weekend.

Nlemigbo at a news conference in Owerri, Saturday, after a stakeholders meeting, reiterated the suspension of former Governor Rochas Okorocha, whom he accused of contributing to the failure of the party in the State as a result of his wishy- washy ideologies.

Senator Uzodinma was behind the installation of the Nlemigbo led State exco after a bitter war before the governorship election.

A source in Camp Hope said the politics of 2023 is not off the radar of the camp of the senator despite being hopeful that the Appeal Court will favour his case challenging the outcome of the 2019 governorship election.

He said “This is why in Camp Hope; the Senator’s political camp remains intact. If the Appeal Court does not favour us on the outcome of the 2019 election, 2023 will be on the radar.

“As you can see, the senator is seriously oiling and maintaining his political structure. Some of his aides were given juicy positions in the National Assembly. And this underscores the fact he is not giving up on his guber ambition. We will plan ahead.

Another core loyalist of the Senator however said “the future is bright and it is premature to jump the gun. You better wait after the Appeal Court. Do not be faster than your shadow” he told INNONEWS

It was unclear what the political fate of the Rochas Okorocha camp will be after the Appeal Court rule on the matter instituted by Okorocha’s son in law, Uche Nwosu challenging the outcome of the governorship election.

Nwosu had lost at the Election Petition Tribunal.

Okorocha had last month initiated a Coalition of political forces by convening a meeting which had in attendance the governorship candidate of the All Progressive Grand Alliance, APGA, Senator Ifeanyi Araraume, and former governorship aspirant in the PDP, Senator Sam Anyanwu.

While some say Okorocha may join the presidential race in 2023, that is if his suspension from the party is lifted, his political foot soldiers may want to try their luck again in the State in 2023

Imo State born frontline politician, Chief Emmanuel Iwuanyanwu says there is no going back on the emergence of a Nigerian President of Igbo extraction in 2023

Chief Iwuanyanwu stated this while speaking at the 81st birthday celebration of political maestro and 4-time Senator, Chief Francis Arthur Nzeribe at his Haven of Peace country home, Oguta, weekend.

He reminded guests at the event that the celebrant, Senator Nzeribe always made a strong case for a Nigerian President of Igbo extraction, even as he argued that the restructuring of Nigeria was long overdue.

“The northern part of Nigeria has ruled the country more than the South. Presently, power is still in the North. In 2023, being eight straight years of the North holding unto power again, under the administration of President Muhammadu Buhari, it is expected that power will shift to the South. When you come to the South, the South West and South Southern part of the country have both produced Presidents. It is therefore the turn of the South East to produce the President of this country, come 2023 in the interest of equity and fairness. These are among the things Senator Nzeribe fought for, in his active days in the Senate and the time has come for its realization. This is non-negotiable.”

Speaking on the person of his age-long friend, Senator Francis Arthur Nzeribe, Chief Iwuanyanwu described him as a strong and dependable ally, who stood firmly in the defense of the South East and everything just.

In his remarks at the event, Deputy Governor of Imo State, Engr. Gerald Irona, testified of the philanthropic and patriotic activities of Senator Nzeribe, describing him as a blessing to the country.

He expressed gratitude to the Governor of Imo State, Rt. Hon. Emeka Ihedioha for what he described as a show of love for people of the area, reassuring him of their continued loyalty and support.

Earlier in his speech, Chairman of the occasion and former Vice President of City Bank, United States, Chief Austin Obigwe described chief Nzeribe as a reliable partner, who has made the country proud globally.

“Senator Nzeribe is very reliable. He is a phenomenon. His credentials are very intimidating. He is honoured globally and has always made the country proud. Love him or hate him, he is not someone you take for granted. He is a dogged fighter and always consistent in whatever he sets out to do.”

Adding his voice, Speaker of Imo State House of Assembly, Rt. Hon. Chiji Collins expressed gratitude to God for the person of Senator Nzeribe, describing him as a special blessing to Imo State and the country at large.

Wife of the Governor of Imo State, Lady Ebere Ihedioha, Senator Nzeribe’s wife, Lady Joan Nzeribe, former Minister for Aviation, Dr. (Mrs) Kema Chikwe, Chief of Staff to the Governor of Imo State, Chief Chris Okewulonu, Federal and State lawmakers, Serving and former Ministers of the Federal Republic of Nigeria, businessmen and women, as well as other stakeholders, all poured encomiums on Senator Nzeribe, while praying God to continue to keep him alive, in good health.

Politics / Youth Group Unveils Who Imo State Must Present For Ohaneze Presidency by nwokeji29: 1:26pm On Oct 21, 2019
As elites from Imo State jostle for the presidency of pan Igbo organization, Ohaneze Ndi Igbo, a youth Body, Imo Youths Coalition, IYC, has said the State must put its best forward for the position.

In a statement after a crucial meeting in Owerri on Sunday and endorsed by Mr. Cajethan Dike, President General and Chuks Ibebgu, General Secretary, the Coalition said “Imo State should present a near saint, one without the stain of corruption, a liberalist well schooled in the art of political dynamism, enveloped in Igbo spirit, a bridge builder, honoured in Igboland and respected abroad”.

The full statement sent to innonews.com.ng reads:

“The social media has been abuzz with reports that Imo State has been designated to produce the next President of the apex Igbo socio political organization, Ohaneze Ndi Igbo.

“The quality of leaders who led the organization in the past, indeed raises the bar on the caliber of those expected to lead the organization in recent times.

“Past leaders of the pan Igbo group have all emerged from Anambra State, and there is no doubt they all performed creditably. The pedigree, capacity and untainted credibility of former leaders of the organization were some of the cumulative factors that made Ohaneze Ndi Igbo to be held in high esteem and valued beyond the shores of Igboland.

“Two great sons of Anambra State, Late Dr.Dozie Ikedife, and lately Dr.Nnia Nwodo performed to the expectations of Igbo nation despite the challenges. They also succeeded in elevating the organization to be reckoned with it, respected for its stance on contemporary issues affecting the Igbo.

“And now that the mantle has fallen on Imo State to produce the next leader of the organization, it is expected that the State should put forward it’s best to lead Ohaneze Ndi Igbo.

“Imo State parades galaxy of men and women with the capacity to lead this noble organization at a time the Igbo nation are at cross roads over their political destiny. A new leader for Ohaneze Ndi Igbo indeed has a herculean task, which among other things include re positioning the Igbo nation as a major pillar in the nation’s political firmament at a time its political future looks uncertain.

“The task of leading a complex organization such as Ohaneze Ndi Igbo, which shapes and moderates the socio economic advancement and political alignment of Igbo nation is indeed not a tea party. It is a serious business for serious minds.

“Imo State has never been in short supply of men and women of fine character, exceptional quality and credibility to lead an organisation as respected as Ohaneze Ndi Igbo. The State must therefore not falter, by ensuring that only its finest eventually take up the mantle of leadership of the organization.

“Imo State should present a near saint, one without the stain of corruption, a liberalist well schooled in the art of political dynamism, enveloped with Igbo spirit, a bridge builder, honoured in Igboland and respected abroad.

“Our finest should take up the mantle. We cannot afford to disappoint the Igbo nation a time the Igbo nation requires credible leadership to manage the frustrations of the past and translate the anxieties of the present to reality”

Nairaland / General / Imo State Govt Coughs Out N1.2 Billion To Settle Pensioners Monthly by nwokeji29: 9:08pm On Oct 17, 2019
Imo State Governor, Rt. Hon.Emeka Ihedioha CON has commenced payment of pensions to State and local government Pensioners.

The payment of arrears of pensions in the State came barely a week the governor had, at a Stakeholders Meeting on Pensions Matters at Imo Concorde hotel, Owerri, announced that payment will commence today, Thursday, October 17, 2019.

In a broadcast to the people of the State, Governor Ihedioha announced that the State government will be parting with N1, 218,175,387 for both State and Local government pensioners monthly.

He revealed that his administration inherited six years of pension arrears and discovered inexplicable discrepancies in the total number of pensioners in both the State and 27 local government areas.

He said, “I would like to appeal to all our citizens that the challenge of payment of a pensions bills standing over N1.2 billion monthly is very enormous. This calls for sacrifices by all citizens…”

“We are confronted with the necessity to source for the revenue to ensure a good life for our senior citizens”.

This is even as the Chairman of the Nigeria Union of Pensioners, Sir PU Ugochukwu has hailed Governor Ihedioha for keeping to his words to ensure pensioners are paid from today.

“I am overjoyed and that is the mood of my members across the state and local government. The governor has proved that he is a man that can be trusted when he makes a promise. We closely monitored the verification exercise and I can tell you that it was far-reaching and revealing. I expect that the payment will go round since they have commenced payment”, he said.

Governor Ihedioha recalled that on assumption of office, his administration embarked on a wide range of reforms geared towards achieving effective service delivery, ensuring value for money and entrenching transparency in governance, cumulative factors which led to the set up of an investigative committee to look into the process of pensioners in the State which was riddled with intractable problems and corruption.

He said, “One of such frameworks was the Imo State Pension Board and its corresponding pension management system which was afflicted with intractable problems and riddled with corruption. Sadly, we inherited six years of pension arrears and discovered inexplicable discrepancies in the total number of pensioners in both the State and the Twenty-Seven (27) Local Governments. We received complaints on various forms of irregularities in the scheme from various pension beneficiaries and stakeholders”

He recalled the challenges his administration confronted in handling the issue of pensioners in the State after years of neglect.

“When we made to resolve the contending issues, we were confronted with conflicting information from various offices in charge of pension administration. Consequently, we could not ascertain the proper position of monthly pension liabilities in the state” .

Governor Ihedioha said despite the challenges, he was determined to ensure senior citizens in the State enjoy their toil of yester years.

“As you all are aware, it has been my declared commitment to ensure that our senior citizens retire in joyful hope, live in dignity and extended the courtesy they deserve. Accordingly, we set up an investigative committee to carry out a comprehensive audit of the pension administration system in the State. The main objectives of this action was to ascertain the actual number of pensioners in Imo State and to end the corruption and perennial cycle of verifications that have plagued the process over the years.

“The terms of reference of the Committee were, among other things:
a. To determine all outstanding pension liabilities in both the state and local governments;
b. To advise on the need for the establishment of an electronic database and digitization of the pension process in the state, and;
c. To provide the government with guidance on the desirability of transiting to the Contributory Pension Scheme (CPS) which have been established at the federal level as well as various states of the federation”

He said the State Executive Council took a close look at the report which revealed several challenges suffocating the pension system in the State.

“My good people of Imo State, I am pleased to inform you that the Committee has finished their work and on record time too. The State Executive Council has studied the report and the outcome satisfactorily deliberated upon and duly adopted. Their report, undeniably, confirmed our fears.

“Some of the challenges were a dearth of information due to the absence of a reliable database as well as irregular payments arising from flawed data. Most times, the data were hastily cobbled up from a plethora of committees and subsequently, carried conflicting information. As a result, the integrity of the available data was grossly compromised.

“There is also the issue of a failed attempt to establish an electronic database for pensioners through various consultants after so much financial commitment.

“Pursuant to their mandate, the Committee undertook the extraction and analysis of 48,481 records comprising 28,658 from the Office of the Head of Service (OHOS) of the State and 19,823 from the Local Government Pension Board. After it had processed the records, the Committee finally verified 24,431 pensioners. These were, subsequently, consolidated in a central server for the validation phase”

Governor Ihedioha said huge funds were saved for the State after the process of paying pensioners were reviewed and re examined.

“It is very instructive that out of an initial monthly bill of N1, 499,157,895.00 being accrual for 33,541 state and LGA pensioners, presented to the state government as at May 2019, the amount has been trimmed down to N1, 218,175,387 for 24,992 pensioners. This entails a savings of N280, 982,508.00 or 18.7 percent per month. Consequently, a total of 8,549 or 25percent, of ghost pensioners in all were filtered out. This represents the amount of state resources that would have gone into the drains without the necessary due diligence.

“These involved cases of duplication and over payments engendered by wrong parameters, calculation errors or deliberate falsifications. There were instances in which Level 6 officers were earning pensions for Level 16. Unfortunately, while the pensioners received pensions due them as retired Level 6 officers, the balance of the funds could not be accounted for.

“To carry through necessary processes, we have set up machinery for the quick commencement of payments. We are working with the banks to ensure prompt transmission of payments to the various pensioners. It would gladden you to know that the process also includes those who recently retired. Yes, indeed, as the months roll by, more people are hopping unto the retirement train. We are leveraging the Bank Verification Number (BVN) system as well as online real-time payment technology. This is to ensure that beneficiaries are easily authenticated and would get their payments at the click of the button, directly and not through proxies or surrogates”

Governor Ihedioha directed the creation of a Unit in the State Pension Board to capture those who were not part of the exercise.

“I am aware that a few but significant group of pensioners who are out of the state or in the Diaspora have not been captured because they could not be available during the exercise.

“However, I have directed that a Unit be created in the Pensions Board, to resolve these types of cases as well as complaints that may naturally arise during the audit exercise”

Governor Ihedioha noted the benefits of the exercise which led to gainful employment of some youths in the State

“My good people of Imo State, besides the huge financial savings achieved from this exercise, I am excited by the capacity we have built in the sector. Two Hundred and Fifty-Six (256) youths were recruited and trained from the 27 LGAs of the state on the use of bespoke software developed specifically for the exercise. There were also another Eight Hundred (800) adhoc staffs, all of them youths, who were trained in various skills and deployed in the process. The span of competence they have acquired include pension management, data analysis, document digitization and biometrics capture. Others include; digital hardware management and support systems. We look forward to harnessing these youths into other useful departments especially as government prepares to launch its e-governance platform. Some would also be redeployed to the Local Governments to help create an effective technology-driven pension data management system and the civil service biometrics capture exercise”

He also ordered the set up of a central database for pensioners in the State.

“Flowing from the adopted report of the Committee, government has directed the immediate establishment of a credible database of all pensioners. The digital architecture has been made inviolable so that the collated data would not be compromised in the future. Nobody would be able to add figures, nor remove.

Similarly, government is looking into the suggestion for the establishment of a Pension Board to manage the pensions of both the state and local governments. In line with prevailing National and International best practice, government will soon adopt the Contributory Pension Scheme – CPS. Our goal is to establish a seamless administration and management of pensions in Imo State, achieve accurate computation of benefits and build a secure data-bank. We also hope that the payroll structure would be integrated with the government e-payment system.

He appealed to “all our taxpaying adults and businesses to keep faith with our tax and revenue payments. “Taxes to whom taxes are due and revenues to whom revenues are due” are fundamental tenets enjoined by the scriptures. In the same vein, public servants charged with the responsibility of stewardship over public revenue would henceforth face a greater scrutiny”

He said his administration will introduce strict measures by instituting a regime of stricter revenue collection, accounting and monitoring

“To demonstrate our resolve, the present government upon inception adopted the Treasury Single Account (TSA) system to curb revenue leakage. We are also instituting a regime of stricter revenue collection, accounting and monitoring. It is not going to be business as usual. “Indeed, the Labour of our Heroes past, shall never be in vain.”

Governor Ihedioha praised the committee for a job well done despite the enormous challenges

“I would like to, therefore, express our profound gratitude to the members of the Committee and the team of consultants for the great job they have done. I am aware they rummaged through more than 48,000 files which were at various stages of decomposition and sometimes at grave risk to their health. Some of these files had gathered rot and rust more than four decades ago. Very importantly, I was highly impressed by their setting up of mobile teams that travelled round the states; to various nooks and crannies, including hospitals, to conduct verifications for pensioners hampered by various forms of ill-health or disabilities.

“Words would fail me to capture the debt of our gratitude. I urge you all to take pride in the fact that you were part of the great effort to resolve the perennial problems of pension administration in the State.

He described the last eight years in the State as years of the locust

“The last eight years have been the locust years for the people of Imo State. The harm done to state institutions and processes were enormous. However, as a people endowed with abundant human and natural resources, we are equal to the task of the restoration project. Our mission is to re-establish the apparatus of good governance rebuild our infrastructure and restore trust in government. This calls for our collective hard work, prayers and partnership.

“Thank God we have begun and the coast is getting ever brighter for Imo State” he concluded

Nairaland / General / Imo State Stagering Debt Profile Revealed by nwokeji29: 4:05pm On Oct 13, 2019
Commissioner Reveals How Past Govt Made AG’ s office, Finance Ministry Redundant

Imo State Commissioner of Finance, Uche Uwaleke, has revealed that the debt profile of the State is over 100 billion naria.

In an interview, the Finance Commissioner said “the State debt profile, domestic and external is over 100 billion naria. When you factor in Judgement debts and contractors obligations, not to mention pension arrears, the figure becomes staggering”

He said the State is repaying for several loans including the bail out funds given to the past administration in the State by the Federal Government.

“Every month, about one billion naria is netted off at source from our FAAC allocation to service our loans, some of which use FG bailout funds that cannot be traced for what was used for”

He said the State Ministry of Finance during the reign of the past administration was of no value.

“Sadly, I met a Ministry of Finance that was of little or no value to the financial responsibilities of the State and literally stripped of its functions”

He said ” Procurement department, the Loans and Investment department and many others existed only in name. No activity went on there for years because their functions were overtaken by the Governor’s office.

“The results is better imagined; low staff morale, zero human capital development.

He revealed how the Accountant General’s office was also undermined.

“The Accountant General’s office appears worst hit because accounting records were not up to date and the State could not publish audited accounts in line with best practices”

He said the State Government intends to “clean up our payroll using the Integrated and Personnel Information System (IPPIS)”

He said “This is part of measures to address high personnel cost without jeopardising prompt payment of 100 percent salary”

He said before the introduction of the Treasury Single Account, TSA, the State was shortchanged for many years, stating that for many years, the budget process was opaque.

” But for the first time in many years, the Budget will serve as a major policy instrument for transparency” he said

Politics / LGA Election: How Godfathers, Aspirants, Groups Are Setting Imo PDP On Fire by nwokeji29: 3:15pm On Oct 04, 2019
The forthcoming local Government election in Imo State expected to hold in December has ignited fierce and intense politicking in the ruling Peoples Democratic Party, PDP in the State with aspirants, party leaders and political godfathers turning on the heat.

The political intensity in the party increased after Governor Ihedioha in his Independence Day speech made it clear that he will hold the polls as planned.

This newspaper observed that chairmanship aspirants, interest groups, political godfathers have all turned on the political pressure in their various political domains pushing the aspiration of their preferred candidates for the chairmanship positions.

Fears have been raised that this may culminate into serious political bickering and internal scuffle in the party if the fierce scramble and jostle for the 27 local Government Chairmanship seats continues.

Some government officials are also involved in the fray, showing sympathy for some of the aspirants and using their links within the party’s fold and within government circles to back the ambition of preferred candidates.

Endorsements for aspirants mainly staged managed to curry the favour of party leaders have become the in- thing in the party, thus setting the stage for possible political commotion when the time for party nomination of candidates comes.

In some local governments, the scramble for the chairmanship seats is fiercer especially in areas where the Interim Management Committee Chairmen intend to transform to elected executive chairman. This newspaper was unable to verify reports which indicated that the current Interim Management Committee chairmen in the 27 local governments may not take part in the contest.

A top level source in the party who spoke to this newspaper said “This is a recipe for implosion if the craze for nomination of Chairmanship candidates continues this way.

“The best way to deal with this is to shun imposition and ensure free, fair and credible primaries are held.

“The Governor and all those who won elections on the platform of the party were all elected through free, fair and democratic processes at the party primaries. Nominations for party candidates for the chairmanship will go through the same process. There will be no favouritism

Politics / Group To Meet Araraume, Uzodinma, Uche Nwosu, To Sheath Sword Against Ihedioha by nwokeji29: 12:24pm On Oct 04, 2019
The Imo Awareness Coalition, IAC, has said it will adopt a reach out mechanism to appeal to opposition forces in the State to sheath their sword and reciprocate Governor Emeka Ihedioha’s olive branch.

Governor Ihedioha had after the ruling of the Governorship Election Petition Tribunal which affirmed his election as Governor of the State, urged his political opponents to close ranks with him and rebuild the State.

He had re echoed the gesture after a church service last Sunday at Assumpta Cathedral where he called on the Archbishop of Owerri Catholic Diocese, Archbishop Obinna, to persuade those with different political leanings to sheath their sword and join in the task of rebuilding the State.

IAC President, Emmanuel Okwu, who spoke to this newspaper from the United States, urged the opposition not to go further in their litigations against the Governor and close ranks with him to develop the State.

It would be recalled that governorship candidates of the Action Alliance, AA, All Progressive Congress, APC, All Progressive Grand Alliance, APGA, Uche Nwosu, Senator Hope Uzodinma and Senator Ifeanyi Araraume respectively had gone to the Appeal Court to challenge the ruling of the Tribunal

Mr.Okwu said “I understand how they feel losing the governorship election. But it does not make them losers.

“In every political contest, there will be a winner and a loser. Having challenged their loss at the elections in the courts and lost, we appeal to them to bury the hatchet, not to go further and join hands with Governor Ihedioha to build Imo State.

“Governor Ihedioha has demonstrated maturity by extending a hand of reconciliation to them, as great Imo sons, they should recipricate and drop their grievances and support the government of the day.

“I understand the fact that they have the right to seek legal redress especially when they are not convinced that they lost, but they ought to understand the fact that it is God that entrusts power on individuals and not man.

“For now, our State must move forward. If we truly know the depth of decadence in the State, we should pity Ihedioha. And the only way to do that is convince the opposition forces to forget the past and align with the future.

“We will go beyond making our appeal on the pages of newspapers. We will seek of ways of opening talks with them. Imo belongs to us all

Mr.Okwu said that the leadership of the IAC, intends to reach out to the opposition leaders and appeal to them to support the government of the day.

” These are great leaders in Imo State irrespective of political leanings. We cannot afford to ignore them. The IAC intends to reach out to them and appeal to them to let go.

“Litigations against the Governor will do the State no good. It can be a huge distraction not only to the Governor but to the people of the State.

” We remain confident they will see reasons with us and sheath their sword” Okwu stated.

The Imo State Government has taken proactive moves to fight ghost workers in the Local Government system.

Below is a statement released by Governor Ihedioha’s Special Assistant on New Media, Mr. Aic Akwarandu.. It reads:

In a bid to properly checkmate the scourge of ghost workers in the state the Rebuild Imo government of Rt. Hon. Emeka Ihedioha has introduced the Clock- in Clock – Out system for staff of local government councils in the state.

The release quoted a statement by the State Deputy Governor, Gerald Irona, which also reads ” It is not fair that some people go to work, everyday while others receive salary without working

“We came into office to see that all government structures and systems were broken down. If you have fresh concerns about the Clock-in-Clock-out policy, I urge you to take further steps to engage the government, but please note that we are out to weed the state civil service of ghost workers. It is not fair that some people go to work every day while others, some of who stay abroad receive salary from the state government, without working. This is most uncharitable. Please, we urge you not to protect ghost workers and those sabotaging the economy of the state.”

“Since the inception of this administration, we have put in place systems to ensure regular and timely payment of salaries and entitlements of workers. We will be encouraged to do more, when we see that the people employed to work are doing their job. Please, support the Clock-in- clock out programme.

Imo State Governorship Election Tribunal sitting in Abuja has affirmed Governor Emeka Ihedioha as duly elected Governor of Imo State.

The Tribunal had dismissed petitions brought before it by Senator Hope Uzodimma of APC, Uche Nwosu of AA, and Sen. Ifeanyi Ararume of APGA.

Ararume and Uche Nwosu had prayed the court to totally cancel the entire election on various grounds but for lack of credibility on their evidence the panel dismissed their prayers and went ahead to declare that what they tendered could not lead them into merit of getting any judgment.

The Tribunal therefore upheld Ihedioha’s victory, affirming him as the governor of Imo State.

Imo State Health Commissioner, Dr. Vincent Udokwu says 10,000 people are living with HIV in the State.

The PUNCH quoted the Commissioner to have made the revelation at the inuguration of the State HIV Surge Consortium in Owerri, Imo State.

The Commissioner said the government was working hard to identify the 10, 000 people living with HIV in the State.

Referring to the report of the 2018 Nigeria HIV/AIDS indicator and impact survey, the Commissioner said soon the State would achieve the elusive epidemic control.

“According to the survey, Imo State HIV prevalence has dropped. This means that out of every 100 Imo State residents, aged 15-64 years, we have less than two people infected with HIV Virus.

” This also implies that Imo State with a projected population of approximately 5.6 million has about 10,000 people living with HIV that are unidentified. So, our collective responsibility as a State is to among other things identify these people, provide comprehensive care to them, halt the transmission of new infections and be among the first to reach the epidemic control target of September 2020″ he said
