Unless you hope to develop with the Win32 API (which is pretty terse as a beginner), I'd just recommend you pick up a Linux distribution (lots of user groups around), and toy around with gcc++. |
There is no "best" programming language. The subject matter is much more subjective than just that. Depending on what you hope to program, i.e., if you want to automate daily tasks, or hope to write low-level programs that interact with the CPU, you have have very different areas of study, and your mileage might vary between that which one person may recommend to another. Personally, as a beginner, I'd recommend Python. It's quick, dirty and easy to learn, and teaches you simple user-level ideologies, and generally good practices that you can adopt to other languages that are procedural.
