Remember that the banks and the oil companies and the insurance and telecommunication companies are all headquartered in Lagos. So the tax bill looks like a very crafty South West APC gimmick, to divert more taxe accruals to their region.
Something akin to what buhari did with the petroleum bill where more "derivation payments" were to be paid to the states that host the pipelines. This was done in view of the cross Saharan gas pipelines that will take most of the Eastern gas to North Africa and Europe. And most of the states to host the pipelines are of course northern states.

States should be independent in election, security, resources, economy, etc. Centralizing Nigeria all these years have done no good and will never do any good. So much progress has been achieved on the 21km stretch, with the first bridge completed, giving room for the commencement of the 2nd major bridge which is 120 metres long.
