Something akin to what buhari did with the petroleum bill where more "derivation payments" were to be paid to the states that host the pipelines. This was done in view of the cross Saharan gas pipelines that will take most of the Eastern gas to North Africa and Europe. And most of the states to host the pipelines are of course northern states.

States should be independent in election, security, resources, economy, etc. Centralizing Nigeria all these years have done no good and will never do any good.
