Governor Ayodele Fayose of Ekiti State Governor, on Monday paid an unscheduled visit to civil servants in the state (story), see photos of how some of the civil servants who came late to work during his visit begged the governor for forgiveness.


THE STORY

Governor Ayodele Fayose of Ekiti State Governor, has frowned at the lateness to work of civil servants in the state, warning them to shun every act of lateness and truancy.

Fayose, who paid an unscheduled visit to the state Secretariat, on Monday, by 8am, caught unawares over 30 civil servants who came late to work, and directed that disciplinary committee be set up to try them with appropriate sanctions.
This is even as he warned that whoever engages in late-coming and truancy may be shown the way out of service if such a one remains recalcitrant.
However, many of the civil servants on sighting the Governor scampered around to avoid being apprehended, even as some others who encountered the governor one-on-one knelt down pleading with the governor for forgiveness.
The Governor stated that the unscheduled visit will continue until appropriate discipline has been entrenched in the civil service, adding that his next port of call could be at the Ministries, Departments and Agencies, anytime soon.
He noted that if the government is working round the clock to ensure the workers salary are paid as at when due inspite of the economic downturn, the workers should reciprocate the gesture by being alive to their responsibilities.

A Church service was reportedly disrupted by four masquerades who flogged the pastors and the worshipers in Epinmi Akoko area of Ondo state.
One of the masquerades, Tunde Arohunmolase was however arrested while others fled after flogging the pastors and the worshipers.
Police source said that the masquerades invade the Christ Apostolic Church in the town while the service was on-going and abruptly ended it.
Two of the Pastors were reportedly injured by the time the masquerades left the church premises.
Vanguard learnt that when the masquerades arrived the church premises they were challenged by some of the church workers.
But they reportedly ‎overpowered them and went straight for their target.
While other worshipers fled leaving the Pastors , their attackers reportedly had a field day dealing with them.
Vanguard leant that the matter ‎was later reported at the police station and one of the suspect was apprehended.
Police detectives are probing the reason for the attack of the church by the masqueraders during the service.
When contacted the police Image Maker, Wole Ogodo, confirmed that two Pastors were wounded during the attack and have been treated.
He gave the names of the Pastors as Jacob Ogunmola and Kehinde Ilori.
The Police Spokesman added that one of the suspect- Tunde Arohunmolase is in Police custody and has made useful statement.
Ogodo assured that the fleeing masqueraders would soon be arrested from their hideouts.

The Department of State Services has arrested 20 suspected Boko Haram commanders in Lagos, Kano, Enugu, Plateau and Gombe states.

The suspects, who were arrested between July 8 and August 25, 2015, include the masterminds of the suicide attacks in Potiskum, Kano, Zaria, and Jos.

The DSS in a statement by an official, Tony Opuiyo, on Sunday in Abuja, said those arrested were notable commanders and frontline members of the notorious group from different parts of the country.

The statement noted that the group’s new pattern of movement and spread was caused by the pressure being put on it by security forces in its core areas of strength in the North-East.

The service listed those arrested in Lagos to include Bakura Modu who was apprehended on July, 20 at Kara, Ogun State; Mustapha Jamberi, who was picked up on July 24 at Gowon Estate.

Others are Abuyi Sheriff, who was nabbed at Ebute-Meta; Babagana Ali and Babagana Koloye, who were arrested on August, 7 at Eric Moore, Surulere.

The service explained that it picked up Abba Sagma at Ijora Badia on August 9; Grema Abubakar and Tijani Bagudu were apprehended at Amukoko, Ijora Badia the next day, while Baba Alhaji and Abass Ibrahim were arrested earlier on the same day at the Alaba International Market, Ojo.



The DSS stated that a Boko Haram commander, Usman Shuaibu, aka Money, revealed that he coordinated the suicide attacks in Potiskum, Kano, Zaria and Jos, which claimed several lives, with N500,000 that was provided by his Amir, one Isa Ali, who had a direct access to the sect leader, Abubakar Shekau, from whom he collected money to fund operations undertaken by their Markaz.

The agency said, “Shuaibu also revealed that he had participated in several Boko Haram attacks, including the attacks at Gwoza Divisional Police Station in 2014.

“He admitted to being the leader of the team of nine sect members that was dispatched from Sambisa Forest to carry out the attacks. He disclosed that four out of the nine of them were used as suicide bombers in executing all the (suicide) attacks.

“Nigerians and indeed the general public have to note that the arrest of Shuaibu, aka Money, and the core members of his cell, stemmed the spate of bombings by the extremist sect. It will be recalled that Money and his group were arrested on their way to Bauchi State where they had planned to execute another bomb attack, and this was frustrated by the arrest.

“The sudden influx of Boko Haram members into Lagos State points is due to the determination of the sect to extend its nefarious terrorist activities to the state and in fact, to other parts of the country.

“The arrest of these confessed terrorists has, however, helped in no small measure to avert devastating attacks in the area. However, the service is making efforts to conclude its investigations and commence prosecution of the suspects.”

The DSS said a Boko Haram Improvised Explosive Device expert, Ahmed Mohammed, aka Abubakar), admitted to making the IEDs used in the various suicide bombings in the country.

“Mohammed also averred that he was the one who strapped the suicide bombers, notably Sule and his wives, with IED vests, which they used in the attacks in Jos,” the service said.

The secret service further stated that Adamu Abdulahi, aka Babpa, confessed that Shuaibu motivated him to work closely with IED expert, Mohammed, in the preparation of the IEDs used in the attacks under reference.

The service said that another suspect, Ibrahim Issa​, confessed that he was the one who carried out reconnaissance on the targets in Jos ahead of the attacks, while Muttaqa Yusuf (aka Mohammed Sani/Mudtaka), disclosed that one Aliyu believed to be Aliyu Gombe in Sambisa forest, was the one that ordered the serial attacks which the syndicate carried out.

He further confessed that he assisted Shuaibu in planning and executing the said attacks.

Other suspects include Ibrahim Audu, who was arrested on August 19 at New Artisan Market, Enugu; Ibrahim Haruna, arrested on August, 21 at Kwomi village, Kwami Local Government Area, Gombe State; Ali Mohammodu, nabbed on August 22 at Ibrahim Taiwo Road, Fagga LGA in Kano State; and Adam Jilbe, who was apprehended on August 23 at ​Obanikoro, Lagos State.

The agency restated its determination to work with other stakeholders in the fight against terror and other forms of criminality in the country and called on citizens to volunteer useful information to the service and other security agencies.

Meanwhile, the DSS has stepped up covert operations to dismantle Boko Haram cells across the country, particularly in the South-West, South-East and South-South where suspected terrorists are hiding.

It was learnt that the arrest of notable Boko Haram commanders had provided credible leads and intelligence that could assist the service to track down insurgents and their supporters, including ‘sleeper cells.’

A source said, “The recent arrest of terror suspects has provided a haul of information and intelligence that could assist the service to dismantle various terrorist cells. If the security forces can sustain the current momentum, we will destroy Boko Haram; it is a matter of time.”

Residents can arrest suspected suicide bomber – Lagos CP

The Lagos State Commissioner of Police, Fatai Owoseni, says residents of the state are allowed to arrest anyone suspected to be a suicide bomber, and hand him over to the police.

The CP added that the police had also deployed its surveillance teams to monitor motor parks and other public places in a bid to ensure that there was no incidence of terrorist attack.

Owoseni, who said this on Sunday in an exclusive interview with PUNCH Metro, added that suicide bombers would be recognised first by their unusual movements and inquisitive behaviour.

He said, “The practical step to take when residents suspect a suicide bomber is to alert the security agencies. The police are near to everyone. The residents can also make an arrest before the police arrive. It is allowed.

“One of the signs to look out for is the behaviour. A suicide bomber behaves unusually. He also moves in a suspicious manner. Such people are too inquisitive about the areas where they find themselves. Also, they hardly make friends; they are lone rangers.

“Any car that is parked in an unusual manner should be reported. One of such signs is that one side of the glass is wound down, and other sides rolled up.

“We expect that if residents see vehicles in their areas unattended to, they would raise the alarm immediately. If anyone sits in a parked car without winding down the glass, people should accost him and ask him questions.”

Owoseni said the police in the state had met with the Hausa communities, transport park unions and boat operators to sensitise them on what the police expected from them.

He said, “We have deployed operatives in all the motor parks. We also held meetings with unions like Road Transport Employees Association of Nigeria, and the National Union of Road Transport Workers; we are collaborating with them.

“The police met the Arewa communities in the Agege and FESTAC areas, where I told the Imam and the leaders of the Hausa groups that any suspicious face should be immediately reported to the police.”

How to spot a terrorist- Experts

Two security experts, Richard Amuwa and Dr. Ona Ekhomu, have urged vigilance and a more friendly relationship between security agents and residents to tackle threats of Boko Haram, especially in Lagos.

They said vigilance was the only way to recognise terrorists, adding that a friendly relationship would encourage the people to be free to report suspicious objects or persons in their neighbourhood.

Ekhomu, who is the President of the Association of Industrial Security and Safety Operators of Nigeria, advised Lagosians to imbibe the culture of TAPIs ─ Terrorists Attacks Pre-incident Indicators ─ to avoid unnecessary deaths and tragedy.

He said, “Boko Haram members have been with us for a while; so one thing we can do is to be vigilant against the influx of strangers into neighbourhoods. Landlords associations should register okada (motorcycle) riders and keke NAPEP (tricycle) drivers. Give them vests so that any stranger would be picked up.

“Also, ask questions if anyone moves suspiciously in your area. Look out for one another. Everybody must be their brothers’ keepers.”

Ekhomu said the ammunition of war of Boko Haram members was usually the IEDs.

“So, if you see anyone collecting cans; or anyone with bags of fertiliser; or anyone with container of diesel when they don’t have a generator, be suspicious. These are ingredients for IEDs. Boko Haram don’t have easy access to high explosives,” the security expert added.

He also urged Lagosians not to be confrontational if someone looked suspicious. He added that the suspect might be armed and could kill to save himself.

Ekhomu said, “Contact the authority immediately. You can also contact the media to ensure accountability by the security agencies.”

Also, Amuwa said the police should be ready to work with the people without creating fear in them.

He said, “The people should not hesitate to raise the alarm if they see any strange face in their environment.

“People should think less about their problems, and be more conscious of happenings within their environment.”

Amuwa, who is the Managing Director of the Mega Guards Services Limited, also advised the government to ban the wearing of hijab for the time being, saying the veil worn by muslim women, was being used by terrorists to shield explosives.

He said, “The problem is that how do you detect a Boko Haram member? If you are wearing shirts and the terrorist is wearing hijab, how do you figure him or her out? That is why we have asked the government to stop the wearing of hijab for now.”

In a related development sources told our correspondent that the security agencies had been paying attention to some area in Lagos to prevent attacks.

The areas include FESTAC, Apapa, Agege, Yaba, Ojuelegba, Obalende, Ajegunle, Alimosho, Badagry, Lagos Island, Idi araba, Bariga, Bajulaiye, Fola Agoro, Onipanu, Palmgroove, Aguda, Agbado, Ejigbo and Ikorodu, among others.

The Inspector-General of Police, Solomon Arase, has approved the redeployment of 19 Assistant Inspectors General of Police (AIGs) and 49 Commissioners of Police.

This is contained in a statement issued by the Deputy Force Public Relations Officer, CSP Abayomi Shogunle on Friday in Abuja.

Among those redeployed are AIG Joseph Mbu, who was posted as Commandant, Police Staff College, Jos; Adenrele Shinaba, as Commandant, Nigeria Police Academy, Kano; and Patrick Dokumor, AIG Force Headquarters, Abuja.

The posting also affected all the 12 zonal commands of the police.

The affected officers include: Tambari Mohammed, AIG zone 1 Kano; Bala Hassan, AIG zone 2 Lagos; Mohammed Abubakar, AIG zone 3 Yola; and Yahaya Ardo, AIG zone 4 Makurdi.

Others are, Musa Daura, AIG zone 5 Benin; Adisa Bolanta, AIG zone 6 Calabar; Ballah Nasarawa, AIG zone 7, Abuja; Lawal Tanko, AIG zone 8 Lokoja; Usman Gwary, AIG zone 9, Umuahia; Mohammed Gana, AIG zone 10 Sokoto; Helen Adeyemi, AIG zone 11 Osogbo and Johnson Ogunsakin, AIG zone 12, Bauchi were also moved.

Also redeployed are Edgar Nanakumo, AIG Works, Force Headquarters, Abuja; Yerima Irimiya, AIG Maritime Police; Olufemi Adenaike, AIG Training and Development; James Caulcrick, 2i/C Force Criminal Intelligence and Investigations Department, Abuja.

Former police spokesman, Emmanuel Ojukwu, was redeployed to Kogi as police commissioner.

The statement said the vacancies were created following the recent retirement and promotions of some senior police officers.

Though it is painful to read about some of the requirements from would-be employers sometimes on a job you know you can do with ease. They do these sometimes to reduce the number of applicants. I hope one day comes when the issue of age barrier and grade will not be a major yardstick but competence and capability. I do not support mediocrity but appreciates competence and capability.

Gov Idris Wada of Kogi State has approved the reimbursement of N276,769,400 to eligible candidates that sat for the 2014/2015 West African Examinations Council (WAEC) examinations in the state.
According to a statement issued by the Secretary of the WAEC Fees Refund Committee, Ibrahim Odoma, a total of 24,172 candidates were certified eligible to benefit from the funds released by the governor.
Mr. Odoma said a seven-man committee headed by Hajiya Maryam Ladi Ibrahim, had earlier screened the list of WAEC candidates from across public schools in the state with a view to ascertaining the actual number of eligible beneficiaries.
He said each beneficiary is to be refunded the sum of N11,450 which was the amount their parents had earlier paid for their registration.
It would be recalled that governor Wada had earlier promised to reimburse parents who paid for the 2014/2015 WAEC fees for their children and wards following the suspension of fees payments by government in order to ascertain the actual beneficiaries as well as amount involved.
The government was forced to suspend the payment last year following some alleged fraud leading to a demand of about N500million from government, which represented a huge difference against the figures paid in the previous years. The benefiting schools are now been issued bank draft to cover for students who are certified to have paid.
Parents and educationists across the state have continued to hail the decision of the government to redeem its promise to parents in the state through the refund of WAEC fees.
A foremost educationist, Chief Obaholo Kayode Osu said the governor’s action has helped to restore the confidence of Kogi people in his administration. He said the gesture of the Wada Administration will help to encourage parents to continue to enroll their children in school, having been assured of government’s support.
“What the governor has done will surely reinforce our advocacy for universal education as parents will be confident of enrolling their wards in schools with strong believe that the government will support their education.
This is a welcome development and we hope the governor will leverage on this popular decision by looking into the pension of retired teachers to encourage those in active service to continue to give their best. We are aware a lot of reforms are going on in that sector as we hope to start reaping the fruits of the reforms soon”, he said.

The Rivers State Chapter of the All Progressives Congress (APC) has told the Governor of the State, Chief Nyesom Wike, that he will not escape judgment in the hands of God and from the Muhammadu Buhari Administration.
“Chief Wike can only run but cannot hide. He ought to be in prison on account of his atrocities and not in the Government House. Almighty God will certainly judge him and so, too, will the Administration of President Muhammadu Buhari, which does not brook any illegality,” Rivers APC said in a statement issued Tuesday in Port Harcourt by its Chairman, Dr. Davies Ibiamu Ikanya.

The party was responding to Wike’s statement during a church service on Sunday in Port Harcourt, in which he declared that God will disgrace those opposing his occupation of the Rivers State Government House.

“We wonder which God, Chief Wike is referring to that will disgrace those opposing his illegal government. As much as we praise those that are trying to make a Christian out of Wike overnight, we in Rivers State know very well his religious inclination. We wish to tell him that the God we know is a God of righteousness.

“We are convinced that at the appropriate time He will bring judgment on Wike and those that have brought hardship to Rivers State and her people,” Rivers APC said.

The party alleged that, going by the monumental corruption perpetrated by Wike during his tenure as Minister of Education and the killings that took place during the last elections in Rivers State, Wike should by now be cooling his heels in a maximum prison.
“But it is not late yet; there is no way he can escape judgment as he must account for the blood of our people massacred during the elections,” the statement said.

Rivers APC commended the Chairmen and members of the Tribunals handling the electoral cases in Rivers State for rejecting the overtures of Chief Wike and his sinking Peoples Democratic Party (PDP) and for standing by the truth in their rulings so far.

“We also congratulate our meritorious gubernatorial candidate, Dr. Dakuku Peterside, and his legal team for winning all their cases so far and surviving all the booby traps put up by Chief Wike and his legal team. Four passengers died yesterday when a Bristow Helicopters chopper plunged into the Lagos Lagoon.

On board were 12 people, including two crew members.

Six others, who were injured, were rescued from the scene of the crash, which was still being combed late yesterday for the two missing persons.

The chopper, marked 5N – BDG – 760540, was flying from an oil rig between Ondo and Lagos states, with contractors of a dredging company, Indigo, who were returning to base.

The incident occurred at about 3:10pm at Oworonsoki.

Eyewitnesses said they saw the chopper spinning before nose-diving 900 metres from the shore.

The victims, The Nation gathered, had spent two weeks on the rig and were coming back for their two-week break, as it is the practice.

One person walked out of the crash without assistance. He was taken to the hospital on a motorcycle. The others had fractured limbs.

According to dredgers on Alonge Street, where the chopper nose-dived, the six persons rescued alive included a man who allegedly walked out of the crashed chopper, had serious injuries and was in pains.

They alleged that the co-pilot, who was among those rescued, had broken limbs and held his back, gasping for air.

The dredgers told The Nation of their efforts at rescuing the passengers before emergency agencies arrived at the scene about 45 minutes later.

Ihindu, who alleged that his divers and equipment were deployed immediately the incident occurred, said one of the rescued passengers told them there were 14 people on board, including a woman.

He said all those rescued were male, identifying them as Solomon Ude, Joshua Emekanma, Chukwudi Onah, Dolu Ebiejuara, Iniala Paimi and Onoriode Ojiete.

Recounting how the chopper came down, Ihindu said it was very fast, adding that they had noticed it flying very low.

According to him, the chopper nose-dived into the lagoon.

He said local divers recovered eight persons-seven injured and one dead- who were handed over to the police for further action.

Corroborating his story, a woman who identified herself as Ibirounke said: “We were here working when it happened. The helicopter was flying towards this direction at low height. But, suddenly it started spinning and turned on the opposite direction before going underwater.

“Our men saved all those who were alive. We rescued eight people from this side and of the eight, one died. Seven others survived though they had serious injuries and some have drunk water.

“On the other side, three other bodies were recovered, making four dead. Some of the victims who could talk told us that they work for Indigo Dredging.”

When The Nation visited the scene, the Commissioner of Police, Mr. Fatai Owoseni, the General Manager, Lagos State Emergency Management Agency (LASEMA), Michael Akindele; Southwest Coordinator of the National Emergency Management Agency (NEMA), Onimode Bamdele, Director, Lagos State Fire Service, Rasaq Fadipe, personnel from the Nigerian Navy, NSCDC, NAMA, AIB, among others were on ground.

Shoes, bags, life-jackets and other personal effects of the victims recovered from the wrecked aircraft were seen within the premises of a neearby police station.

A crowd gathered last night outside the Oworonsoki police station.

In a joint situation report by LASEMA, NEMA and Fire Service, Akindele said two of the injured persons were at Afolabi Hospital. Four others were receiving treatment at the Gbagada General Hospital.

He said the bodies of the dead had been deposited at the Mainland General Hospital mortuary, adding that the rescuers could neither state the airline, nor the exact number of those onboard.

He said: “We were told that there were 12 people on board. But unless we see the manifest, we cannot confirm for sure. Right now, we are working with the alleged figure and so, are looking for two more people allegedly missing.



“At the moment, we cannot give you names of victims or the details of the aircraft because our primary concern is to save lives.

“We are deploying equipment at the moment to enable us work here all through the night until the missing persons are recovered.

“Those injured are responding to treatment at the various hospitals and we cannot be asking them questions now because they are in pains,” Akindele said.

Giving details of the crash, the Accident Investigation Bureau (AIB) said in statement through its Commissioner, Dr Felix Abali “Twelve persons were believed to be on board. There were casualties and survivors. It was a Bristow Helicopters’ chopper on approach to landing in Lagos.

The Nigerian Civil Aviation Authority (NCAA) also confirmed the helicopter crash.

A statement signed by NCAA’s spokesman Fan Ndubuoke reads : “A Bristow Helicopter, with registration number 5N – BDG – 760540 en route from one of the nation’s oil rigs has crashed at Oworonshoki in Lagos (yesterday).

“The Helicopter scheduled to arrive Lagos 15.35pm had 12 (twelve) souls on board, including the crew.However,the number of casualties is yet to be determined.

“At present, officials of the Accident Investigation Bureau (AIB), National Emergency Management Agency (NEMA) and the Nigeria Police are at the site providing rescue operation for the victims.

“While this is ongoing, further details will be communicated as appropriate.”

Lagos State Governor Mr. Akinwunmi Ambode, commiserated with the victims of the crash last night.

Speaking through his deputy, Dr. Oluranti Adebule, Ambode said the government dispatched its emergency team to the site upon hearing of the accident, adding that top officials of the government were at the site on the directive of the governor for first-hand information.

The deputy governor was also at the Gbagada General Hospital, where four of the survivors were being treated. She sympathised with the the injured passengers and assured them that they would have the best of medical care.

She told reporters after the visit that two survivors were taken to a private hospital around the site of the crash for first aid attention, noting that they would be moved to the government hospital once their condition stabilises.

“We have four of the survivors at the Gbagada General Hospital while two others are at a private hospital, Afolabi Medical Centre, where they are being attended to as a sort of first aid, pending when their condition improves and they will be transferred to the General Hospital also,” the deputy governor said.

A Federal High Court in Lagos has struck out a fundamental rights enforcement suit filed by a former Deputy Governor of Ondo State, Alhaji Ali Olanusi, to challenge his impeachment.

Justice Mohammed Idris, in a judgment on Thursday, held that Olanusi’s suit was an abuse of court processes, noting that the reliefs being sought were same as those in an earlier suit marked Ak/51/2015 still pending before an Ondo State High Court in Akure.

“The issues of the fundamental rights of the applicant were raised in that suit as in this suit. This cannot be allowed.

“The institution of the first action between the main parties or even similar parties on same subject matter simultaneously when the previous suit has not been disposed off constitutes an abuse of court processes.

“I therefore hold that this suit is filed in abuse of court processes in the light of suit numbered AK/51/2015,” Idris held.

The judge also held that he had no jurisdiction to entertain the suit and went on to fault the joining of the Inspector General of Police as a defendant, who, he said, played no role in Olanusi’s impeachment.

Idris upheld the submission by the Attorney General of Ondo State, Mr. Eyitayo Jegede (SAN), who represented the first respondent in the suit, that “it is clear that the applicant merely joined the Inspector General of Police as a subterfuge to justify bringing this application before this court in an obvious situation of lack of jurisdiction.

“Making the Inspector General of Police as a respondent against all grains cannot salvage the situation.”

Idris, however, rejected Jegede’s argument that Olanusi filed his suit in breach of Order X Rule 1 of the fundamental rights enforcement procedure 2009.

Olanusi, who was impeached on April 27, 2015, had sued the IG and the chairman of the seven-man investigative panel which found him guilty of impeachable offences, Mr. Olatunji Adeniyan.

In his suit, which was transferred from the Akure Division of the Federal High Court to the Lagos Division, so that it could be urgently heard, Olanusi contended that the Adeniyan-led panel breached his fundamental right to fair hearing.

His lawyer, Mr. Olukoya Ogungbeje, claimed that “the sitting, conclusion of proceedings and submission of report by the panel within one day” denied Olanusi his right to fair hearing as enshrined in Section 36 of the 1999 Constitution.

Olanusi claimed that the impeachment panel did not give him adequate time and facility to defend himself against the allegations of misconduct which he was found guilty of.

He also alleged that the Adeniyan-led panel failed to personally serve him with the notice of the allegation of misconduct before proceeding into hearing and reaching its verdict.

He therefore sought an order quashing the proceedings and the report of the Adeniyan-led seven-man impeachment panel which recommended him for impeachment.

He also sought an order nullifying his removal as the Ondo State Deputy Governor by the state House of Assembly on April 27, 2015.

But Adeniyan, through the Attorney General of Ondo State, Jegede, filed a notice of preliminary objection, urging the court to discountenance Olanusi and strike out his suit.

Jegede, who described Olanusi’s suit as an abuse of court processes, said the ex-deputy governor goofed by approaching the court through a fundamental right enforcement application to challenge his impeachment.

An early morning fire has razed a section of the Christ Embassy Church, Oregun, Ikeja, Lagos State, destroying property said to be worth millions of naira.

The fire, which reportedly lasted for about two hours on Wednesday, was said to have affected four 40-feet containers, reportedly being used as storage facilities by the church.

The fire, which was said to have started at about 4am, was caused by a burning heap of refuse, which later engulfed the containers near an uncompleted building on the church premises.

It will be recalled that another fire incident occurred in the church in March 2014, which razed generator houses, damaging about 10 generators.

According to a resident, who claimed to be an eyewitness, the Wednesday fire, which created panic and later caused gridlock in the area, was put out by firefighters from the Alausa Fire Station, who were joined by some church workers.

He said, “The fire started from some refuse being burnt near the containers. It soon engulfed the containers and lasted for about two hours. It attracted sympathisers and passersby to the area. The thick smoke also caused some traffic snarl along Billings Way, Oregun, where the church is located.”

The Director, Lagos State Fire Service, Rasaq Fadipe, confirmed the incident, adding that the service deployed two fire trucks from the Alausa station in the area. The director noted that no life was lost in the inferno.

He said, “We got the distress call at about 5am. We immediately deployed two fire trucks from the Alausa Station to attend to it. Four containers caught up in the fire contained electrical appliances, pumping machines and pieces of furniture.

“We were able to put the situation under control.

A dad wanting his twin teen sons, accustomed to the comforts of the country club, to learn some gratitude took an unusual step.
According to WPCO, a Cincinnati-based TV station, he sent the 14-year-olds to spend the seventh grade in Nigeria.

The boys, Noble and Evan Nwankwo, spent seventh grade at Mea Mater Elizabeth High School in Enugu. There, the day starts with 5 am exercise and prayer, and continues with a 12-subject course load. There’s no help from mum on homework or washing clothes, either.

“Adversity is important in somebody’s development in life, as far as I’m concerned, because there comes a time when the storm is going to hit you, and if you never had that to fall back on you’re just going to fall apart,” Evans Nwankwo, the father, said. “I strongly believe that because it’s been important in my own development.”

Nwankwo was born and raised in Nigeria. He was one of 13 children. The family was well off. Then, the Nigerian civil war broke out and they were running for safety and scrambling for food, and his father was killed.

He eventually made it to the U.S. and built a business. People around Cincinnati probably know Nwankwo’s work – his construction company is the go-to contractor that has worked on sites including Fountain Square, the Freedom Center and Washington Park.
As the boys were getting ready to go, things in Africa were looking bad. The Ebola outbreak was making headlines, as were attacks by the terrorist group Boko Haram on schools in northern Nigeria.

The elder Nwankwo said he had “a lot of apprehension as they were getting ready to go, a lot of anxiety.”
The boys had other concerns.

“I hope I’m not as lazy as I am now,” Noble said before leaving for Nigeria.
It looks like Noble got his wish. Besides being responsible for their studies, basic necessities like water required work to obtain.
“It was kind of eye-opening to see how much you actually have to work to get a simple bucket of water, and how you actually have to use your own strength to carry it back and forth,” Noble said. “And it’s actually pretty tough to hand-wash your clothes with that amount of water. You have to really manage it.”

“You have to be trekking all over the school just to get water to bathe with… Here you can just turn on the tap and there’ll be water flowing like it’s nothing,” Evan said. “There, you’ll, be struggling for it. Sometimes we would go without water for a couple of days.”
Since returning, their dad said he’s already seen a change in his boys.
“I feel that the experience is one that will live with them forever, and they will be forever changed – maybe not on the immediate, but long term.”

Evan and Noble agreed.
“I appreciate the washing machine. I appreciate the running water. I appreciate the shower, so I don’t have to use a bucket of water in a bowl,” Noble said. “I appreciate my electronics. I appreciate my parents a lot more because I realise how much – especially my dad – I really realise how much he had to do to get here.”

Besides the actual experience, they said their dad taught them a lot as well.
“He’s taught me a lot, and he’s made me go through a lot to make me a better person, to make me a person that can just endure,” Evan said.

The trip may turn into a family tradition. Evans said he was going to put aside some money so any future grandchildren can also spend a year in Nigeria.

A suspect,Chinwendu Agbo,20,who hails from Ehalumona in Nsukka Local Government Area of Enugu State,residing at Obollo-Afor who allegedly sold her six-months-old baby boy identified as Ngozi Eze, has been arrested by operatives of the Enugu State Police command.
She was nabbed on August 8,as she had gone to the buyer who happened to be a woman at Umuabor, Ehalumona, to collect the proceeds.
This came as the operatives of the Special Anti Robbery Squad,SARS, arraigned before a Federal High court sitting in Enugu, two suspected vandals who gave their names as Ignatius Chukwulozie,48, and Christopher Ezebuilo,32. The suspects were arraigned on a three count charge bordering on stealing,conspiracy and tampering with Niger Delta Power Holding Company high tension cables and installations.
Suspects had allegedly conspired among themselves with those currently at large, vandalised installations along Ugwu-Onyeama by Enugu-Onitsha Expressway,on June 5,at about 10.30pm.

The new Group Managing Director (GMD) of the Nigerian National Petroleum Corporation, NNPC, Mr. Emmanuel Kachikwu, Friday said he sees his appointment as a serious national assignment and called on well-meaning individuals for support instead of sponsoring congratulatory advertisement on his appointment.

Kachikwu, in a statement by the NNPC, appealed to friends and well-wishers to stop placing congratulatory adverts on him in the media.
He said he sees his appointment as a serious national assignment that does not require the frivolity of congratulatory adverts and the celebration they connote.
He added that he would rather appreciate that friends and well-wishers support him with their prayers for divine guidance to carry out the onerous task ahead.
Kachikwu was appointed, Tuesday, by President Muhammdu Buhari as the chief executive of the NNPC, making him the 17th Group Managing Director of the Corporation.
Prior to his appointment, Kachikwu who took over from Mr. Joseph Dawha, was the Executive Vice Chairman and General Counsel of Exxon-Mobil (Africa).
Kachikwu, is a First Class Graduate of Law from the University of Nigeria, Nsukka and the Nigerian Law School. He also has Masters’ and Doctorate Degrees in Law from the Harvard Law School.
He started his working career with the Nigerian/American Merchant Bank before moving on to Texaco Nigeria Limited where he remained for about eight years before joining ExxonMobil.
Barely 24 hours after his appointment, Kachikwu , relieved the eight Group Executive Directors, GEDs, of the NNPC of their appointments with immediate effect.
The GEDs who were relieved of their duties were: Mr. Bernard Otti, GED Finance and Accounts; Dr. Timothy Okon, Acting GED Exploration and Production who also doubles as Coordinator Corporate Planning & Strategy and Mr. Adebayo Ibirogba, Engineering and Technology.
Others are: Dr. David Ige, Gas and Power; Ms. Aisha Abdurrahman, Commercial and Investment; Dr. Dan Efebo, Corporate Services; Engr. Ian Udoh, Refining & Petrochemicals; and Dr. Attahiru Yusuf, Business Development.
Kachikwu, who personally conveyed the Federal Government’s decision to the retiring Group Executive Directors expressed gratitude to them for their services to the Corporation and wished them success in their future endeavors.
The sledge hammer was also meant to hit all the subsidiary chief executives, but the decision was suspended following further instructions from the Presidency.

For the first time in 70 years, Ghana will no longer manage Nigeria’s airspace. Nigerian President Muhammadu Buhari has ordered the immediate takeover of the country’s skies over the Gulf of Guinea from Ghana in West Africa, according to Nigerian newspapers.

After meeting with the Nigerian president Wednesday, aviation officials told journalists that Nigeria’s airspace was safe and other neighboring countries were also making arrangements to take over their airspaces from Ghana. “We have a directive by the president to start the process of securing the management of Nigerian airspace over the Gulf of Guinea, which Ghana has been maintaining since 1945, and there is a move on the ground by Togo and Republic of Benin to take over the management of their own airspace from Ghana,” Binta Bello, the permanent secretary for the aviation ministry, said in the capital Abuja, according to Daily Trust.

Buhari was briefed by officials at the presidential villa on the state of Nigeria’s aviation sector, which is facing massive debt. Some airlines are struggling to maintain premium operations, which Buhari said put safety, security and international respectability at great risk. The country’s national carrier, Nigeria Airways Limited, which was established in 1958, went under in 2003 and was later liquidated by the public enterprises bureau. Buhari has instructed aviation officials to re-establish a national carrier.

“The President is quite concerned about lack of national carrier for now and he has directed the ministry to look into the possibility of having a national carrier as soon as possible,” Bello said Wednesday, according to Vanguard Newspapers.

Buhari’s administration reportedly plans to revamp international airport terminals in Lagos, Abuja, Kano, Port Harcourt and Enugua and expand their capacity next year.

“I am concerned about the enormous debt profile in the aviation sector,” the Nigerian president said Wednesday, according to THISDAY. “Our airports are the windows through which people see our country. Anybody coming into the country will likely come through the airports. If we cannot secure and maintain our infrastructure, it will reflect very badly on us.”

The All Progressives Congress (APC) has denied the allegation by the PDP that the Director-General of the Department of State Services, DSS, Mr. Lawal Daura, is a card-carrying member of the party (APC), calling the accusation absurd and frivolous.

In a statement issued in Lagos on Thursday by its National Publicity Secretary, Alhaji Lai Mohammed, the party challenged the PDP to publish any evidence it may have to confirm the allegation, adding: ”After all, it is trite that he who alleges must prove.”
”In the absence of that, the PDP must call another press conference to publicly apologize to all Nigerians for engaging in barefaced lies,” it said.
APC expressed shock that the PDP has started exhibiting all the symptoms of hallucination so soon after its gravy train derailed, saying it’s obvious that the party has now started hearing voices.
”We know that the psyche of the PDP has been badly affected by its loss of power at the centre. Even the party itself has admitted that much. That situation has now been compounded by the fact that the party is broke. It is therefore not a surprise that it is no longer able to think straight. The reality of its new situation is just beginning to dawn on it.
”But we warned the PDP early on that being in opposition is not a walk in the park. We warned that while the party was used to eating its bread with butter on both sides, it will now be lucky to even have bread to eat,” the party said.
It warned the PDP to spend more time in patching its tattered and battered umbrella than acting as a cog in the wheel of progress of the new Administration.

NIGERIA’S economy, which is going through a turbulent period from reduction in oil income, is set to further unravel. Why? The European Union has just suspended some agricultural food exports from Nigeria. The food items banned from Europe till June 2016 are beans, sesame seeds, melon seeds, dried fish and meat, peanut chips and palm oil. This is a setback for a nation that desperately needs to expand its export basket to boost domestic agricultural activities and create jobs.

According to the European Food Safety Authority, the rejected beans were found to contain between 0.03mg per kilogramme to 4.6mg/kg of dichlorvos pesticide, when the acceptable maximum residue limit is 0.01mg/kg. The embargo is a reflection of our inability to adhere to global standards, and this has come to haunt us at the international level again. Overturning the ban requires a firm approach to enforcing standards at all times.

But the ban is not a bolt from the blue. For some time, the EU has been warning Nigeria that the items constitute danger to human health because they “contain a high level of unauthorised pesticide.” The pesticide is applied when the products are being prepared for export. The EU said it had issued 50 notifications to Nigerian beans exporters since January 2013. It is baffling that the Nigerian authorities didn’t take any significant steps to reverse the situation. Likewise, the United Kingdom also issued 13 border rejection alerts to Nigerian beans exporters between January and June 2015. Our lax system will continue to hamper the economy from appropriating the benefits derivable from a revived export programme.

It confounds many that this problem has been with us for some time and nothing strategic has been done to deal with the situation. In 2013 for instance, 24 commodities of Nigerian origin exported to the UK were rejected, while the figure climbed to 42 food products in 2014. Some of the items were said to have been contaminated by aflatoxins, making them unfit for consumption.

The excuse by Paul Orhii, the Director-General, National Agency for Food and Drug Administration and Control that exporters caused the problem by not complying with regulatory requirements for semi-processed and processed commodities is untenable. NAFDAC has not conducted its regulatory oversight properly and needs to put stringent measures in place to monitor our products and guarantee them as safe for export before the next EU review in 2016. The Ministry of Agriculture did not pay sufficient attention to the problem either.

The ban on Nigerian foods provokes some questions. First, how do we preserve the foods that we eat locally? Second, how safe are the foods we import into the country? With our predilection for manipulating the system, Nigerian consumers might be susceptible to poisonous food imported from overseas. Take for example, the imported semi-processed poultry products and meat: several studies conducted by researchers and public agencies in markets in Lagos, Abuja and Port Harcourt are revealing. A study by Okiomah Abu, a nutritional enzymologist, says “poultry products imported into the country contain toxic and heavy metals that can worsen the occurrence of food-borne diseases” because of the combination of feeds the animals eat. Ayoola Oduntan, the President of the Poultry Association of Nigeria, said, “It has been discovered that smuggled poultry products contain (a) high level of bacteria. Also, toxic chemicals and solvents are used in preserving them so that their owners can get them into the country to be sold at prices cheaper than we (PAN members) are selling.”

We should be wary. In March 2014, Akinwunmi Adesina, the then Minister of Agriculture, had to personally order the destruction of a large consignment of contaminated imported frozen fish stored in a warehouse operated by Indians in Lagos. In a 2015 report, the World Health Organisation said, “Food contaminants, such as harmful parasites, bacteria, viruses, prions, chemical or radioactive substances, cause more than 200 diseases – ranging from infectious diseases to cancers.” The global health body added that unsafe food is linked to the death of about 2 million people annually.

However, a report in this newspaper said the Nigerian Customs Service had recently started enforcing the ban on imported poultry products, which are massively smuggled into the country. But government at the three tiers should also make policies to boost poultry and fish farming in the country to meet local demand and for export.

As a way forward, we could follow the standard practice in other climes like India, the UK, China and the United States, which operate effective food safety and regulatory agencies that monitor products stringently. US authorities are still battling China, South Korea, Mexico and South Africa to review a ban placed on American poultry and egg imports over the avian flu scare that broke out in December 2014. Last month, the Food Safety and Standards Authority of India ordered Nestlé, the Swiss multinational, to withdraw its instant noodles from the market over safety concerns.

The Ministry of Health, NAFDAC, the Standards Organisation of Nigeria and the newly inaugurated National Food Safety Management Committee should see the EU ban as a wake-up call to sanitise food imported into Nigeria, and those being consumed at home.

The EU action suggests that our unfavourable balance of trade position with our international partners will worsen as we cannot export more agricultural goods. The first quarter figures (2015) released by the National Bureau of Statistics showed that crude oil and gas accounted for 89.2 per cent of our total export of N3.23 trillion with other exports constituting only 10.8 per cent. The nation imported goods and services worth N1.64 trillion within the same period. We should reverse this dependency on imports and harness our natural resources to become self-reliant in food production.

The Chief of Army Staff, Major-General Tukur Buratai has carried out a massive shake-up in the hierarchy of the Nigerian Army that affected 95 generals. This came as President Muhammadu Buhari declared that Nigeria has taken the International Court of Justice ruling on Bakassi Peninsula in good faith.

The shake-up in the army also included the appointment of new General Officers Commanding the Divisions of the Nigerian Army as well as new Principal Staff Officers to run the affairs of Army headquarters.

Also appointed were new Corps Commanders, Special Task Forces Commanders, a new Commander for the Multi-national Joint Task Force to tackle Boko Haram; new Brigade Commanders as well as new Defence Advisers in Nigeria’s foreign missions abroad.

The hearing comes just weeks after a tribunal sentenced 12 soldiers to death following their conviction for shooting at their commanding officer in the Borno state capital, Maiduguri, in May.

The new General Officers Commanding according to Vanguard’s investigations are Major General Adeniyi Oyebade, GOC ‘1’ Division, Kaduna. He was formerly the Deputy Commandant of the National Defence College, Abuja; Major-General L.C. Ilo is the new GOC 2 Division, Ibadan. He replaces Major-General SM Muazu who is appointed Commander, Infantry Corps, Jaji; Major-General H. Umaru is the new GOC 3 Armoured Division, Jos.

Others are Major-General MA Koleoso, new Commander, Training and Doctrine Command (TRADOC) Minna. He takes over from the new Chief of Defence Staff, Major General Olonishakin. He was formerly Director of Administration at Defence Headquarters; Major General H. Edet, new GOC 81 Division, Lagos. He was formerly the Commandant, Nigerian Army Training Centre (NATRAC), Kontagora; Brigadier-General Ibrahim Attahiru, formerly the Brigade Commander, 13 Brigade, Calabar is the Acting GOC, 82 Division, Enugu. He takes over from Major-General S. Yusuf who is redeployed to Defence Headquarters as Chief of Training and Operations.

Among the new Principal Staff Officers at the Army headquarters are Major-General F.O. Alli, formerly the GOC 3 Division, Jos, now the Chief of Training and Operations (CTOP) at Army Headquarters; Major-General Ogunewe, formerly the Defence Adviser New York, is the new Chief of Policy and Plans; Major General Christopher Jemitola is the new Commander, Corp of Signal Headquarters, Lagos; Brigadier General A.T Hamman is the new Provost-Marshal, Nigerian Army; Brigadier General A.H. Sahad is the new Director of Defence Intelligence (DMI).

The new Commander of the Multi-national Joint Task Force with headquarters in N’Djamena, Chad is Major General Ilyasu Abbah. He was formerly the Military Secretary (Army). He takes over from the Chief of Army Staff, Major-General Tukur Buratai.

Major-General L.W. Wiwa, formerly the Director of Military Intelligence, is the Deputy Commandant at the Armed Forces Resettlement Centre, Oshodi; Major-General PAT Akem, formerly the Provost Marshall is the new Director of Administration at Army headquarters; Major General BT Ndiomu, formerly Commander, Army Headquarters Garrison, is posted to Jaji as Director, Simulation Centre; the new Commander of the Special Military Task Force (STF) Jos, is Major General C.O Udeh.

Brigadier-General SM Bello, formerly Brigade Commander, 34 Brigade Owerri, is posted to Army headquarters as Director of Operations; Brigadier General O. Ofoche is the new Brigade Commander, 34 Artillery Brigade; Brigadier-General AO Olabanji is the new Brigade Commander, 2 Brigade, Port Harcourt; Brigadier-General AM Dikko is the Acting Commander, Army Headquarters Garrison, Abuja. He was formerly Commander, 31 Brigade, Minna.

A new Acting Director of Defence Information has also been appointed. He is Colonel Rabe Abubakar. He was at one time, Commandant of the Nigerian Army Information School, Bonny Camp, Lagos. He is to take over from Major-General Chris Olukolade, formerly the DDI.

At the Defence headquarters, Major General Emmanuel Atewe, formerly Commander of the Joint Task Force, Operation Pulo Shield, Yenagoa is the new Chief of Logistics; Major-General M.T. Ibrahim is the new Commandant of the Nigerian Defence Academy.

The 12 senior officers who are to proceed on a one-year course to the Administrative Staff College of Nigeria (ASCON) include former GOC’s, former PSO’s, former Commandants of Training Institutions and former Corps Commanders.

[b]Nigeria has taken ICJ ruling on Bakassi in good faith, says Buhari
[/b]Meanwhile, President Muhammadu Buhari yesterday in Yaounde, Republic of Cameroon asked Nigerians to accept the ruling of the International Court of Justice (ICJ) on the oil-rich Bakassi Peninsula in good faith.

The President spoke during an interactive session with Nigerians residing in Cameroon.

Buhari left Abuja for Yaounde, yesterday, to hold talks with President Paul Biya on measures to end insurgency in the countries within the Lake Chad Basin commission.

Some Nigerians resident in the country had complained of inhuman treatment by the country’s authorities since the ICJ ruling.
According to President Buhari: “Since Nigeria allowed the case to go to court and we lost, we have to abide by it”. The President, however, assured them of adequate protection.

He also stated that the future of the country was bright even as he expressed optimism in the midst of the economic crisis the country was facing. He said: “Fellow compatriots, permit me to say, as I have done during my inauguration on May 29, 2015, I am committed towards bringing positive change to Nigeria and I will do everything possible to achieve that. Despite the numerous challenges confronting us, the future of our country is very bright.

“You all know very well that your fellow Nigerians are resilient, hardworking and patriotic. These qualities have always seen us through our most difficult national challenges and they will do so now. “However, this government’s job is to see that we unite and work together for the common good of our country. The recent economic downturn occasioned by the fall in oil prices at the global market, which drastically affects our national revenue, is a serious cause of concern to us.” According to him, his government has taken measures to diversify the economy, even as he pledged total war on corruption. President Buhari, however, urged the people to be mindful of Boko Haram activities, stressing the understanding between Cameroon and Nigeria.

“We must also support our gallant security and military personnel as they fight to defend our country. That is why we maintain these high level contacts with the government here and the reason why I am here. Nigeria and Cameroon share so much in common and the potential exists for even greater cooperation between our two countries.”

Earlier in his remarks, a Nigerian living in Cameroon, Paul Okocha told the President that Nigerian companies were contributing a lot to the economy of the country. He pleaded the President to help liberalize international trade between both countries by completing a link road.
This is even as another resident, Ebere Valentine congratulated the President on his victory at the 2015 Presidential election, expressing hope that Nigeria would occupy its pride of place under Buhari’s government. “Your footprints have manifested in Nigeria and beyond since you became the President of Nigeria”, he said.

[b]Nigeria to contribute 3,500 troops to multinational task force against Boko Haram
[/b]Also, Nigeria is to contribute 3,500 troops to the 10,000 multinational task force within the Lake Chad Basin that would be launched today in Cameroon.
The task force which was a joint initiative of the countries within the African sub-region will provide a military assault against the occupation of Boko Haram in the region.
Speaking to journalists in Yaounde, yesterday, shortly after the President arrived the country and entered into a closed-door meeting with President Paul Biya of Cameroon, the Permanent Secretary in the Ministry of Defence, Ismail Aliyu, who was on President’s entourage said: “You know these preparations have been on for a long time and most of these participating countries of the Lake Chad Basin Commission and Benin Republic making up Niger, Nigeria, Chad, Cameroon have all contributed their troops.
“Tomorrow (today) being July 30 is the last day for operationalization of the multi-national task force. Also as you are aware, the commander of the task force has been made the Chief of Army Staff of the Nigerian Armed Forces. A new one has been appointed. But that does not stop the operation from taking off, hopefully by tomorrow the operation will kick off.
“As usual, we are also pleading to all of us, irrespective of which country, to give this task force a chance to operate and succeed.”

The Senate has postponed the screening of the newly appointed service chiefs, earlier slated for Thursday, to Tuesday next week.

Our correspondent learnt that the change in date was due to the pulling out parade being organised by the military for the former Chief of Defence Staff, Air Chief Marshal, Alex Badeh, taking place in Abuja on Thursday.

The Senate President, Bukola Saraki, had announced on Wednesday, that the newly appointed service chiefs would be screened during plenary on Thursday by 11am.

The senate president urged members to be seated on time in order to effectively do justice to the assignment before them.

But the leadership of the Senate quickly announced the postponement to enable the Service Chiefs as well as the senate president, who had been duly invited to the POP, to attend the event.

A letter of invitation to the POP, addressed to Saraki and signed by Major General M.A. Koleoso, on behalf of the Chief of Defence Staff, explained that the event, where Badeh would be formally disengaged from service, would hold at the Mogadishu Cantonment by 9am.

The Chief Press Secretary to the Senate President, Sanni Onogu, told journalists on Wednesday that the shift in the date of screening was to enable the new service chiefs and Saraki, to attend the event.

Saraki had read President Muhammadu Buhari’s letter, seeking the confirmation of the upper chamber for the appointment of new Service Chiefs, during plenary on Tuesday.

He said the letter to confirm the appointments was in accordance with the provisions of Section 18 (1) of the Armed Forces Act, 2004.
