1. passed to Marijuana-man
2. Passed to Eriksen to place the CB in no man's land to enable Eriksen pass back to him or play Sancho through on goal.
3. He could have drove the ball to the bi-line instead of coming inside (he mostlikely did this because his right leg is useless) and square the ball to either of Sancho or Eriksen.

By your analogy - if the production manager is given a budget of 1bn to deliver results and he decides to spend 999m on stuffs that add little or no value, he should be ready to defend his decisions when things start to go south.
