For the second question... Tuchel is a head coach and not the manager. In the Manager system, the manager is in charge of more than just football played on the pitch therefore a significant part of tactics is taken care of by first team coaches (Carrick, Phelan, and McKenna).

Ball retention is primarily the job of the CMs/guys on the double pivot and secondarily on the system implemented by the manager. Bruno's job is mainly creating goal scoring chances and starting attacks.
