Definitely ,your mind ,and soul is unitary in nature and you have failed to understand the tiers of government, that are meant to do all what you have listed Lagos had 25year plan ,and has now been renewed to another 50years .so what about the others states including fct?federal has its own areas ports,airports,railway,borders,but you have reduced the federal government to access health care for you .You are not sincere.
