I will not comment about the issue itself, as I generally do not take sides on issues for which I have limited information. However, just in case representatives of the university read this, I want to highlight that the world of education has changed. Students are always entitled to their transcripts, and should easily be able to download them without the need for any serious procedures.

For the two Nigerian university certificates I have, getting my transcripts was a hassle. Even till today, people request to use my office as their destination to retrieve their own transcripts as their universities would not send it to them directly. This practice is simply meaningless!

For my degrees from Europe, I have always had access to my transcripts without any protocols or requests. For my MSc in France, I was sent the transcripts by email as soon as each session was over- no requests. I could also download them from the school portal. For my PhD in Finland, they've always been on the portal. The document is updated as I completed course and earn each ECTS and can be downloaded for free anytime I wish.

And no, its not marked "student". I easily send the transcripts to people and organizations and can apply for opportunities at will.

To be clear, this is not to castigate Maduka university which i have never studied in. It is rather to encourage Nigerian universities that the world of education has moved far beyond this unproductive system.

A transcript is not national security data and any organizations that prefer to confirm with the school can make such requests. Bodies like WES will request that it is sent directly from the school. But this does not invalidate the right of the student to have their transcripts for use at any time, and in any way they so wish.
This is entirely true, as I received my transcript and certificate in the mail on the same day without requesting for them. I'm referring to an experience from 17 years ago at a foreign university.
